Project Summary BACKGROUND: The applicant, Sunset Village, requests approval of thirty-two (32) light fixtures mostly on the northsouth roadways within the development. Currently, thirty-three (33) fixtures exist on the parcel, mostly on the perimeter roads. The applicant would like to increase the lighting on the property for safety of the residents and incorporate around three (3) new fixtures on each of the north-south roadways and several new fixtures on the main entrance, and road closest to the park at the rear of the development. The existing fixtures onsite are all 25.0-feet tall. The new fixtures are proposed at 20.0-feet tall. The applicant is requesting a waiver to allow for a uniformity ratio of 10.6:1 where a uniformity ratio of 4:1. PROJECT DESCRIPTION: Item Manufacturer Model/Color Light Energy Light Inc. Cobra head with 150 watt high pressure sodium and flat lens Pole Energy Light Inc. 20 foot street light pole with 4 foot mast arm and 6 inch bottom diameter.156 inch wall thickness - #20A6RT1561M4 Appearance Commission Review APPEARANCE PLAN COMMENTS: Staff comments after evaluating the proposal for compliance with the Appearance Plan: Lighting Criteria from Appearance Plan Enhancement of the building design and adjoining landscape Compatible design and size with the building and adjacent areas Restraint in design Avoidance of excessive brightness and brilliant colors Staff comments: o The Appearance Commission should decide if a waiver should be granted for a uniformity ratio of 10.6:1 where a uniformity ratio of 4:1 would be permitted. Currently, the north-south streets have no lighting so while the applicant is not meeting the 4:1 uniformity ratio they are providing lighting in the area where there previously was none. POTENTIAL NEIGHBORHOOD IMPACTS: The proposed lighting is within a residential development with no lighting on the north-south streets, as such, there are no anticipated negative impacts to surrounding property owners. The applicant should clarify if residents were made aware of the additional lighting proposed. 3
