No. 1 - PMS Detail There are many items to be included / linked to the planned maintenance system, such as defect reporting system, spare parts inventory, work instruction, risk assessment, maintenance record, guidance on remote diagnostics etc. Element 4.1.2/4.1.3/ 4.1.4/4.2.4/ 4.3.1/4A.2.2 Most of the best practices are already in the TMSA2 except element 4.1.2 and 4.2.4 (new) Other than Risk Assessment, most of this items should be available in the current PMS. PMS Work Order may need to be enhanced to incorporate the links and functions (if not available).
No. 2 Cyber Security Detail Measures for vessel s cyber security other than anti-virus software. If there are any problems to meet the requirements. Element 13.2.3/13.2.4 The Guidelines on Cyber Security Onboard Ships for reference in developing the policy, procedures and awareness promotion. To conduct security assessment, which includes the consideration of any security threats when vessel is communicating with the shore side and calling at ports. The SMS should include instructions and procedures to ensure safe operation of vessels. IMO at MSC has agreed that all ships must incorporate cyber risk management no later than first DOC audit after 1 January 2021.
No. 3 - Disciplinary Detail An enhanced documented disciplinary procedures is in place. The disciplinary procedure is based upon Just Culture. The procedures cover employees and contractors and may include: Defined levels of violation. Levels of authority. Investigation. Actions to be taken. Appeals. Element 3A.3.2 Disciplinary action based on Just Culture Decision Tree. Cover both for employees and contractors. Company disciplinary procedures to be detailed and explicit.
No. 4 Compare Audit Result Detail The company compares its own inspection results with the results of inspections conducted by third parties. Element 12.3.2 Audit result compared between own inspections and conducted by third party (5.4.1 /2). Therefore company may request third party to sample few audits for comparison purpose. This best practice preferably documented in the SMS procedures.
Other Matters There are quite substantial numbers of KPI s of stage 3 & 4 have moved down to the lower stage of the respective elements, this will alter company s selfassessment rating. What is the impact of these changes to the members? Would members intend to share and benchmark their TMSA rating?
