Kootenai County Fire & Rescue (KCFR) is seeking an experienced individual to serve as an Accounting Clerk III. KCFR currently employs 73 personnel to address multiple aspects of emergency response and currently responds to approximately 6,500 calls for service each year. KCFR covers approximately 113 square miles, including the cities of Post Falls, Dalton Gardens, Huetter, Fernan, Stateline and several rural areas of Kootenai County. The position of Accounting Clerk III is a non-exempt, at-will position. ABOUT THE POSITION JOB SUMMARY: Working under the direction of the Division Chief of Administration, this position is responsible for maintaining strict oversight of all Fire District financial transactions in accordance with Generally Accepted Accounting Principles (GAAP) as well as perform payroll functions and other assigned duties necessary to support the mission of the Fire District. EXAMPLES OF DUTIES: The position requires as needed availability in addition to the regular work week. The Accounting Clerk III: Ensures security and integrity of accounting system records and documents; comply with local, state, and federal government reporting requirements; sustains effective controls of financial resources and accuracy. Performs all payroll functions for the District; maintains hour usage, accruals, deductions, contributions, and all other payroll associated activities, including general ledger balance sheet accounts. Prepare, file, and pay from all payroll reports as required, including but not limited to tax payments, quarterly reports, W-2 s, PERSI, etc. Reconcile and prepare basic financial statements and reports, free from error; generates timely reports and ad-hoc training for the Board of Fire Commissioners (BOFC) and Department members regarding financial controls. Review new and revised policy and procedures as needed for financial impact. Perform and assemble information for the annual external audit. Assist in the annual budget process; reconcile budgets on a monthly basis and submit budget updates to the Division Chief of Admin., the Fire Chief, and the BOFC. Possess the ability to perform several tasks concurrently with ease and professionalism; demonstrate the ability to work independently; exhibit good judgment and decision making skills. Maintain continuing education; keeping current with the regulatory requirements of processing payroll, accounting transactions, and accounting procedures. 1
MINIMUM QUALIFICATIONS EDUCATION AND EXPERIENCE: The successful candidate will typically have a minimum of 5 years of extensive accounting/bookkeeping experience, preferably in public sector with fund accounting knowledge. The ideal qualifications consist of a combination of education and experience commensurate with the responsibilities of the position and should include a Bachelor s Degree in a closely related field, from an accredited institution. Applicable professional experience may be substituted for the educational requirement on a year-for-year basis. KCFR reserves the right, in its sole discretion, to determine whether the combination of education and experience are commensurate with the requirements of the position. LICENSE/CERTIFICATE AND ADDITIONAL REQUIREMENTS: Pass a comprehensive credit and criminal background investigation. COMPENSATION AND BENEFITS COMPENSATION: The compensation range for this position is currently between $42,224 and $59,446 depending on experience/qualifications and years of service at KCFR. KCFR reserves the right to set the specific salary at the level approved by the BOFC. HEALTH INSURANCE AND HEALTH REIMBURSEMENT ACCOUNT: An employer paid health care benefit package is currently provided including medical, dental, vision, and life insurance. A Health Reimbursement Account (HRA) currently funded at $2,000/yr. for a family or $1,000/yr. for an individual (prorated for mid-year hires). OTHER BENEFITS: This position is automatically covered by the Public Employee Retirement System Idaho (PERSI) rule of 90. Additional retirement supplements include the self-funded PERSI 401(k) Choice plan and a 457 Plan. This position is eligible for Social Security. WORK SCHEDULE and LEAVES: This position is an FLSA non-exempt position that generally works a minimum of 40 hours per week (M-F). The position currently accrues 18 hours of sick leave per month for a maximum of 1,560 hours and accrues 5 to 20 hours per month of vacation, depending on length of service, for a maximum of two years worth of vacation accrual at one time.
