Payments are made through the payrolls to over 10,000 individuals per year. Job Description Responsible to: Payroll Manager Reports to: Senior Supervisory Clerk Assistant Payroll Manager (Payroll) Main duties and responsibilities Assisting in the production of all Payroll, Expenses and Fees payment runs. Deputising with the other clerks on a shared basis when grade 5 clerks are absent due to holidays, sick leave, etc. Assisting in the training and supervising of new staff and also existing staff in new procedures etc. Undertaking ad hoc assignments as required. Reconciling and managing cost centres relating to deductions from salaries. Processing new appointments, terminations, including adjustments and the production of P45 s and advising Human Resources staff of actions required where appropriate. Running simulation and update payroll calculation cycles, dealing with rejection and warning messages. Liaising with other departments to resolve issues and enquiries. Keeping abreast of University conditions of service and regulations including PAYE, National Insurance, Statutory emoluments, Tax Credits etc. Handling customer and third party queries. Taking ownership to resolution and communicating with all stakeholders in a professional manner with a clear focus on customer service. Dealing with correspondence, replying to phone and other enquiry mediums. The setting up and amending of standing information using experience and initiative in accordance with the procedures laid down e.g. bank details, National Insurance Contributions, tax codes, deductions, etc. Completing, analysing and resolving queries on timesheets. Maintaining sickness absence records, monitoring against entitlements and forwarding SSP change over forms to the individual. Calculating individual backdated pay awards, including tax calculations and advising Human Resources Staff on actions to take. Raising requisitions for cheque payments, e.g. salary advances, arrears etc. in accordance with procedures. Processing tax code changes, particularly at the beginning of each tax year. Clerical work in connection with payroll-related schemes such as Leeds Hospital Fund, Leeds Credit Union etc. The checking and verifying of work undertaken by other staff as required and ensuring correction where necessary.
Processing payments of fees to outside lecturers, examiners etc., including tax and National Insurance status. Paying arrears etc. to employees who have left the University service. Recalculating adjustments to employees pay e.g. when an employee does not return to work after taking maternity leave. Processing staff travel expenses and ensuring on a sample basis the reasonableness of claims. Developing & Enhancing variance and analytical reporting. Delivering information to both internal & external customers. Assisting with the completion of both Tax & Financial year end. Documenting procedures, ensuring all are version controlled and relevant to latest internal/external controls. Assisting with system testing, utilising manual calculation to ensure all promotions to live system are correct prior to implementation. Person Specification Essential Knowledge and experience of statutory legislation related to payroll, benefits and expenses To buy into the University strategy and take a pro-active approach to its delivery Good working knowledge of Microsoft Office Excel and Word Must be fully experienced in using P.C. based systems for data entry and checking Ability to maintain a high degree of accuracy Must be able work to strict deadlines Ability to work under pressure Ability to work flexibly as part of a team or own supervision Flexible approach to workload Absolute confidentiality Good communication skills, with a high standard of numeracy/literacy Desirable Knowledge of computerised payroll systems Studying towards CIPP or equivalent qualification. Experience of working within university payroll department. Knowledge & experience of SAP HR/Payroll system
