Africa-EU Renewable Energy Cooperation Programme (RECP) IOREC, Accra, 1 st November 2012

What is the RECP? Long-term programme of cooperation between Africa and Europe on renewable energy Launched in 2010 at the First High-Level Meeting of the Africa-EU Energy Partnership (AEEP) Supporting the development and accelerated uptake of renewable energy markets in Africa Includes all renewable energy technologies, sources, applications Meso-scale RE investments (mid-range multi-million) Overall aim, contributing to the AEEP 2020 Political Targets on access and renewables IOREC, Accra, 1st November 2012 2

RECP Approach Outlined in RECP Strategy 2020 Four Action Areas: - 1: Policy Advisory Services - 2: Private Sector Cooperation - 3: Project Preparation & Finance facilitation - 4: Technology, Innovation & Capacity Development Integrated approach Coordinating with and complementing action by others IOREC, Accra, 1st November 2012 3

RECP future prospects an integrated approach RECP Action Areas and their linkages IOREC, Accra, 1st November 2012 4

Action Area 1: Activities ongoing and planned Support for renewable energy policies and development of markets Implemented by the EU Energy Initiative Partnership Dialogue Facility (EUEI PDF) National Studies Djibouti: Development of Electricity Strategy incl. RE and Draft Electricity Act The Gambia: Development of an Electricity Strategy and Renewable Energy Law Kenya: Renewable Energy Regulatory Capacity Development Rwanda/Uganda: Geothermal Policy Support Initiative Senegal: Implementing the Renewable Energy Law Tariffs, Scenarios, and model PPAs Sierra Leone: Support with the preparatory phase of a Household Cooking Energy Plan Uganda: Biomass Data Collection and Action Plan Status Starting soon (12/2012 10/2013) Ongoing (01/2012 10/2012) Starting soon (01/2013 12/2013) Planned (12/2012 12/2014) Starting soon (12/2012 02/2014) Starting soon (12/2012-05/2013) Planned (02/2013 12/2013) IOREC, Accra, 1st November 2012 5

Action Area 1 activities continued Regional Studies ECREEE/ECOWAS: Regional Renewable Energy Policy Guidelines SADC: Scoping study for Establishment of a Regional Renewable Energy Center RERA/SADC: Policy Options for Minigrids Employing Renewable and Hybrid Generation Status Ongoing (09/2011 10/2012) Planned (12/2012 04/2013) Starting soon (01/2013 12/2013) Thematic Studies Policy toolkit for Minigrids (employing renewables) Status Starting soon (11/2012 04/2013) Various Dialogue Events IOREC, Accra, 1st November 2012 6

The Mini-Grid Policy Toolkit What is a Mini-Grid? An isolated, low-voltage distribution grid providing electricity to an off-grid community Usually a village or small town Normally supplied by one of: E.g. diesel generators, a solar PV installation, wind, micro-hydro station etc. OR a combination of the above. Source: CSIR

The Mini-Grid Policy Toolkit Why develop a Mini-Grid Policy Toolkit? Great potential for increasing energy access and renewable energy utilisation. Policy framework Unleash this potential Including RE mini-grids in energy plans and policies Creating regulations specifically for mini-grids Toolkit will Provide hands-on recommendations Decision-makers, policy-makers, planners & practitioners

The Mini-Grid Policy Toolkit Project starts December 2012 Final toolkit expected March 2013 Planned dissemination Training workshops (April 2013) Various African countries Webinars & online platform (May 2013) Involve & empower local multipliers Associations Civil Society Research organisations etc. Dec 2012 Toolkit Developed Mar 2013 Toolkit Final Apr 2013 Workshops May 2013 Web Training

Renewable and hybrid mini-grid guidance in SADC Assessment of the status quo for mini-grid policy and regulatory frameworks Development of regional policy and regulatory guidance for mini-grid implementation Assisting at least two SADC member states in development of policies and regulations on mini-grids Preparation of a draft set of policy options on mini-grid implementation: - financing - tariff structure - technical requirements - service agreements and service quality - licensing requirements and ownership. IOREC, Accra, 1st November 2012 10

RECP conclusions RECP contributes to development of policy and regulatory environments And meso scale renewables market development Integrated programme approach Designed to be coordinated with and complementary to activities by others Supports demand-driven / needs-oriented RE market development Already working on renewable mini-grids IOREC, Accra, 1st November 2012 11
