Overview: The Dundalk Wastewater Treatment Plant (WWTP) provided treatment in 2014 with all effluent concentrations limits being met on an annual average. The annual average influent daily flow was 996 m³/day. Project Description: The Dundalk WWTP is a four cell waste stabilization pond facility flowing into an aeration cell pond with a chemical feed system and a flocculation tank with tertiary treatment consisting of sand filters. Plant Facts: Facilities: Design Capacity: Receiver Water: Environmental Compliance Approval: Effluent Requirements: Sampling Requirements: Waste Stabilization Ponds with Tertiary Treatment 1832 m³/day Foley Drain/Grand River 5657-9D9LYE CBOD SS DO T.Phos. when temperature >5 C T.Phos. when temperature <5 C Unionized Ammonia mg/l 10 mg/l 10 mg/l 4 mg/l 0.4 mg/l 0.8 mg/l 0.1 mg/l Sampling criteria for this system is in accordance with Ministry policy and the Environmental Compliance Approval (ECA) Final Effluent: A grab sample is taken bi-weekly and tested for CBOD, Suspended Solids, Total Phosphorus, Total Ammonia Nitrogen, Ecoli, ph and temperature. On site testing is performed twice a week on final effluent for Total Ammonia to determine Unionized Ammonia through lab testing, ph, temperature and Dissolved Oxygen. Raw Sewage: A grab sample is taken monthly and tested for BOD, Suspended Solids, Total Kjeldahl Nitrogen and Total Phosphorus. Effluent Flows: The total effluent flow treated in 2014 was 494,185 m³. The annual average daily flow was 1,636 m³/day, which results in a 2.33% decrease of total effluent over 2013. 1

Raw Sewage Quality: Annual average raw sewage BOD concentration to the lagoon system was 110 mg/l. Annual average raw sewage suspended solids (TSS) concentration to the lagoon system was 152 mg/l. Annual average raw total phosphorus was 3.04 mg/l concentration to the lagoon system. Annual average Total Kjeldahl Nitrogen (TKN) concentration was 29.2 mg/l. Plant Performance and Effluent Quality: Annual average effluent CBOD concentration was 3.0 mg/l. Annual average effluent total suspended solids (TSS) concentration was 3.6 mg/l day with a removal efficiency of 96.20 % with an annual monthly average loading of 5.9 kg/day. Annual average effluent total phosphorus concentration was 0.21 mg/l day with a removal efficiency of 91.56% with an annual monthly average loading of 0.3 kg/day. Annual average effluent concentration for Ammonia-nitrogen was 4.07 mg/l. Annual average Unionized Ammonia was 0.032088 mg/l. Annual average ph was 7.40. Annual monthly average Ecoli was 736 with the low being 0 and the high being 5310. The summary for 2014 of the data for the systems plant operation performance is enclosed in this report. Maintenance and Calibration Activities: Regular monthly preventative maintenance and calibration of test equipment and flow meters are performed by municipal staff and outside certified companies. 2

Discussion: There were three by-pass events to report: 1. March 20, 2014 staff reported to the Spills Action Centre (SAC), Grey-Bruce Health Unit, Grand River Conservation Authority (GRCA) and MOE Wastewater Inspector Shayne Finlay a spill and by-pass at the Dundalk Sewage Works. The spill incident was discovered that morning by a Township operator when he observed water running out the north man door at the filter building. The by-pass was due to water flooding over the floor and dumping into the effluent tank. Grey-Bruce Health Unit Inspector James Reason stated no further action was required downstream users were contacted by SAC and the GRCA, with minimal impact to users because of upstream reservoirs.. A number of valves and controls were submerged and were investigated by Dewar Services. 2. On March 31, 2014 staff reported to the Spills Action Centre (SAC), Grey- Bruce Health Unit, Grand River Conservation Authority (GRCA) and MOE Wastewater Inspector Shayne Finlay an overflow and by-pass at the Dundalk Sewage Works. This incident is similar to March 20 th, 2014. The overflow incident was discovered that morning by a Township operator when he observed water running out the north man door at the filter building. The bypass was due to water flooding over the floor and dumping into the effluent tank. Downstream users were contacted by SAC and the GRCA, with minimal impact to users because of upstream reservoirs. Triton Engineering and Napier Reid were on site to modify PLC code to have pumps shut off under certain criteria. The flood alarm and pager call out mechanisms are now functioning. Triton has recommended in changing out the filter media. 3. On June 16, 2014 the wet well pumps were placed out of service for the upgrades. Sewage was bypassing cells 1 and 2 and flowing into cells 3 and 4 as per the design of the Lagoon system. On August 28, 2014 Effluent Toxicity testing was completed and sample results indicated a 0% mortality rate. There were four operator shutdowns in 2014: 1. On March 20, 2014 a shutdown was completed for the entire weekend to dry out all of the electrical components that were effected from the flooding on March 20, 2014. 2. On March 31, 2014 a shutdown was completed for the day to dry out all of the electrical components that were effected from the flooding on March 31, 2014. 3. On June 5, 2014 a shutdown was completed for the beginning of the wastewater facilities upgrades and resumed August 5, 2014 after the upgrades were completed. 4. On November 8, 2014 a system shut down was completed because the filters were overflowing into the waste tank, valve malfunctioning running on manual shut down for weekend. 3

The Influent annual flow in 2014 has decreased 54.89% over 2013 flows. On June 6, 2014 Triton Engineering Services Limited sent the Township a letter outlining the reserve capacity calculations using the Ministry of Environments calculation Procedure D-5-1 Calculating and Reporting Uncommitted Reserve Capacity at Sewage and Water Treatment Plants. Staff report 2014-037 was submitted to council June 18, 2014 requesting the endorsement of the report for the Dundalk Water and Sewage Treatment Reserve Capacity as prepared by Triton Engineering Services Ltd. The report also recommending the support of a 40% reduction to the 2013 influent flows for the Sewage Treatment System as calculated by Triton. The MOE accepted this with monitoring conditions that 2014 flows return to normal. In 2014 the Township had 1 major infrastructure project completed. The Wastewater department with Triton Engineering Service Limited issued a Request for Tender in the fall of 2013 for upgrades to the Wastewater Facilities. Triton Engineering endorsed the recommendation to council Wednesday, November 20, 2013 to award Finnbilt General Contracting Limited the upgrades to Dundalk Sewage Lagoon which was accepted by council. The Township had received an Amended Environmental Compliance Approval from the Ministry of Environment to proceed with the upgrades. The upgrades that have been completed are: Pumping Station: 50 kw diesel generator to provide standby power for the raw sewage pumping station. Control building to house raw sewage pump control equipment, generator automatic transfer switch and other necessary electrical equipment. The Wet Well was upgraded with a VFD control of motors. Piping replaced. Transducers. Post Aeration Cell and Blower Building Replaced blower control equipment with rotary positive displacement blowers with VFD control. Tertiary Treatment Filter Building Dissolved oxygen monitoring equipment for blower control. Air pumping and fine bubble air diffusers in the effluent channel. Replacement of Filter Media. The Township requested an extension for a by-pass relief as a precautionary measure from the MOE dated July 18 th, 2014 due to a delay on the replacement of the filter media. The Township didn t require this extension. On July 14, 2014 an MOE Inspector completed a physical inspection. The inspection report received 3 non-compliance from past practice without any actions required. The Township received an Amended Environmental Compliance Approval from the MOE December 2, 2013 indicating that the effluent monitoring is to change from BOD to CBOD effective February 2014. 4
