Accountability, Monitoring, and Evaluation Advisor Location: [Africa] [Sudan] Town/City: Nyala Category: Food Security & Livelihood PURPOSE OF POSITION: World Vision Sudan (WVS) delivers programmes sponsored by diverse institutional and non-institutional donors. Tracking / monitoring performance of these programmes is critical to ensuring successful delivery. Such performance monitoring entails review of milestones and tracking of activities and outputs against workplans and budgeted resources. To measure the impact and contribution of World Vision in Sudan, programme specific evaluations and longitudinal studies are undertaken against predefined indicators and frameworks. Separately, WVS is accountable to donors, Support Offices (SOs), the Sudanese Government and the communities WVS serves. To fulfil this function, WVS implements mechanisms to enhance accountability at the community level (community feedback mechanisms); at the State and Federal government levels (government reporting); at the UN and inter-agency levels (cluster coordination mechanisms); and, at SOs and donor levels (grant reporting, monitoring and reporting against World Visions global objectives). The purpose of this position is to pull all the above aspects together by liaising with internal and external stakeholders to ensure effective monitoring of WVS programmes. Such monitoring should be predictive and should proactively seek to identify and work with other stakeholders to resolve performance challenges. Through longitudinal studies, this position is expected to work with Sector Advisors to define a set of indicators for annual tracking to determine WVS contribution in each sector and in each locality / community. This position is directly responsible for programme specific impact evaluation as outlined in each grant contract. Lastly, the position holder will be expected to coordinate accountability initiatives and reporting to all our stakeholders as specified above. KEY RESPONSIBILITIES: Programme Performance and Accountability: Design and implement relevant programme performance and reporting tools for both external and internal use. Produce and present projects performance trends and reports to Senior Leadership Team (SLT) on a monthly basis; clearly outlining performance hurdles and proposing mitigation option in liaison with Sector Advisors, Operational Managers, Project Managers and Grants Managers.

Facilitate development and enforcement of minimum quality standards (MQS) and standard operating procedures (SOPs) for all program interventions to strengthen compliance, efficiency, outcomes, performance and delivery of WVS projects. Through State Level Accountability Officers; ensure effective implementation of World Vision Accountability Framework including the community Complaints and Response Mechanism. Lead continual development and embedding of a performance culture throughout the organisation; ensuring lessons learnt are proactively used to design new projects and iteratively used to influence implementation of ongoing projects. Through the Compliance Officer, monitor national Implementation Partners (IPs) performance; highlighting potential risks and hurdles to project delivery and verifying reporting outcomes and outputs. Maintain and communicate reporting, evaluations and project close-out timeframes and workplans on a monthly basis ensuring all stakeholders are kept abreast of new developments and deadlines. World Visions AME Systems, Policies and Processes: Act as the focal point for World Visions AME systems ensuring timely adherence and compliance to WVI policies, guidelines and AME systems requirements including LEAP and HORIZON. Develop and maintain robust databases and information management systems that will ensure timely and relevant information - including reports and proposals - are available on demand to all internal stakeholders. In collaboration with the CCEGD Advisor, monitor child wellbeing (CWB) progress against agreed upon indicators and provide annual and bi-annual CWB reports. Capturing Impact, Learning and Knowledge Management: Projects Evaluations: In liaison with Sector Advisors, Operational Managers and SO Desk Officers, formulate ToRs for project evaluations and needs assessments. Work with the Procurement Department to source and contract consultants for needs assessments and evaluations. In liaison with Sector Advisors and Operation Managers, manage consultants ensuring adequate briefing, provision of logistical support, and making requisite persons and documents available on a timely manner.

Coordinate review and finalization of consultancy reports ensuring validity of information captured and adherence to WVI and international standards. Rate, document and archive consultants performance for future reference in a location that is readily accessible. World Vision Sudan Impact Monitoring: Work with Sector Advisors in Sudan, at the regional office and at WVC to determine a set of sector indicators for longitudinal studies. Work with the PDM to ensure budgeting of financial resources for the above longitudinal research. Determine process and methodology for carrying out the above longitudinal studies, documenting and disseminating the results. Assist in new business development through the provision of relevant data and analysis; contributing to development of logical frameworks including selection of indicators and designing performance monitoring frameworks and theory of change for proposals. Management and other Responsibilities: Management of Accountability, Monitoring and Evaluation officers in all project locations. Identify AME vacancies and support P+C to recruit (this entails review of role profiles, to review payroll bands, advertise vacant positions, manage interviews, appointment, orientation and probation period). Developing performance agreements with clear and measurable Key Performance Measures (KPMs) and regularly reviewing performance in line with WV policies and agreed upon weekly / monthly work plans. Oversee AME staff retention and capacity development. Ensure resource allocation for AME staff salaries in new proposals. Review AME structure for each location to improve performance and delivery. Manage staff exit processes in a way that reduced organisational liability. Lead the development of AME functions particularly in the application of advancing technology e.g. adopting use of google forms for online, real time reporting and / or use of mobile telephony.

KNOWLEDGE, SKILLS & ABILITIES: At least a Bachelors degree in Information Management, Journalism, Communications or a related field from accredited university. Six (6) years progressive experience in programme monitoring and evaluation in a senior position. Hands on experience in developing performance monitoring and evaluation tools. M&E experience with large institutional donors including US government funding agencies, UKAID and EC. Management experience. Experience working in a cross-cultural environment. Willingness to live and travel in harsh conditions. Knowledge and awareness of Sudan or a similar fragile context. Expert level understanding of MS Excel, MS Word and other Microsoft applications. People management training and understanding principles of People in Aid. Fluency in English language. Preferred: Masters degree in Information Management, Journalism, Communications or a related field from accredited university. Experience in designing and conducting programme assessments and evaluations. Professional training in performance monitoring, accountability and evaluation. Working knowledge and experience with data collection, organisation and analysis software such as SPSS,SAS, Stata,EPI-Info, Nutri-Survey etc. Proposal and report writing experience.
