February 17, 2015 To: All Vendors of Record RE: Addendum #2 All vendors are to accept the information contained herein as the official response of IPTC. TO ALL BIDDERS OF RECORD AND TO WHOM IT MAY CONCERN: This Addendum is being issued prior to the due date for receiving proposals. This Addendum forms a part of the Contract Documents and modifies the original Request For Qualification as noted below and shall be incorporated into the Contract Documents. All other provisions of the RFQ released January 15, 2015 with the exception of changes below, shall remain unchanged. This Addendum is issued in accordance with the provisions of Section 3 of the Request for Qualification document. All Qualification Response shall be based upon work as modified by this Addendum. Acknowledged receipt of this Addendum on the Acknowledgement of Addendum Form is required. Failure to do so may result in disqualification of the Bidder. This addendum addresses written questions received before the due date and time concerning RFQ 15-01-194 Red Line BRT Design Services.

Page 2 of 8 This RFQ is hereby amended to include an OPTION for the same scope of services for the Purple Line, which will share the Red Line corridor from the Transit Center north to 38 th St., continue East on 38 th St. to Post Rd., travel North on Post Road, and terminate at 59 th St. The Purple Line design and environmental project does not have a funding source identified yet and is not anticipated to begin until late 2015. Please exclude it from any cost proposals. IndyGo, at its sole discretion will decide whether to issue a task order to the selected consultant for Purple Line services. 1. The RFP identifies several potential limits to the Red Line BRT--the entire 35-mile corridor, likely end points of phased sections, i.e. Downtown, Glendale Mall, Downtown Carmel, Grand Park, U of I and Smith Valley Road, and an Initial Phase selected by the PMT. The RFP further specifies major work tasks--environmental Clearance, Survey, Preliminary Engineering, Operating Plan, Small Starts Submission, Final Design and Bidding Documents. Which of these work tasks are required for what portions of the corridor? DCE for the entire 35 miles? Design and engineering for the initial phase to be selected by the PMT? Please clarify as to what level of effort is expected for each segment of the corridor. IPTC Response: The DCE and preliminary planning and engineering detail needed to support it must be complete for the entire 35-mile corridor. Beyond that, a final biddable set of plans should be completed for as much of the corridor as possible given the project budget. If the entire corridor cannot be completed to 100% design with the given budget, the PMT will make the determination as to which segments to complete. 2. What level of support to the independent Public Outreach Consultant is the Environmental/Design consultant expected to provide? Merely attendance at meetings, development of presentation graphics, information materials, etc.? IPTC Response: The engineering/environmental consultant will be asked to prepare and give presentations and materials, as well as be present for question and answer sessions. 3. Are 3D renderings expected for each station location, or may they be developed for prototypical locations? If they are expected for all station locations, is it for the 40 station pairs in the 35-mile corridor or only those individual locations or prototypical locations in the Initial Phase selected by the PMT? IPTC Response: Isometric renderings are needed for prototypical locations only.

Page 3 of 8 4. What project delivery process will be employed? Design-bid-build or design/build? IPTC Response: That final determination has not been made, but it is expected that IndyGo will follow a traditional design-bid-build process. 5. What elements of the design need to be at 100 percent final design? IPTC Response: All design elements should be complete and ready for construction bid on the segments of the corridor selected by the PMT. 6. What type of systems architecture is on the BRT vehicles proposed for use on this corridor, i.e. AVL, APC, security cameras, etc.? If none exists, is the successful proposer expected to identify same to insure compatibility with systems proposed for the BRT stations? IPTC Response: All vehicles should be assumed to be equipped with the components currently found on IndyGo buses, including AVL, APC, video surveillance, handicapped ramps, and audible enunciators. In addition, the Red Line vehicles will be equipped with GPS-based transit signal priority equipment. 7. Will Red Line vehicles enter the Downtown Transit Center and be part of their circulation or is there envisioned to be a separate but adjacent station for BRT vehicles? If separate, has that location been determined and where will it be? IPTC Response: The transit center will include two bus bays that are located on street but that are integrated with the Transit Center. Exact determination of which bus bays will be used has not been determined, but the Red Line will use bus bays at the Transit Center. See attached Transit Center layout. 8. Will there be an opportunity for short-listed firms to ask additional questions (after being short-listed) specifically related to the development of a cost proposal? IPTC Response: No, with such a short timeframe IndyGo does not anticipate the ability to answer those questions in a timely manner. However, it should be noted that this will be considered a first draft of the cost proposal and scope adjustments are expected. 9. Page 10 of the RFQ references an initial phase of the project that the consultant will develop final construction documents. But the termini for the initial phase is not identified. Since this is the basis of the FTA application and 100% design bid documents, it is a critical item for the consultant team s level of effort in the cost

Page 4 of 8 proposal and sub-consultants DBE participation. Can guidance on the anticipated termini be provided at this time? Will it be part of the Alternative refinement? Or, - alternately - will this information be provided later per question 1 above? IPTC Response: Phase 1 of the Red Line will run from Broad Ripple (or the nearest turnaround point) in the North to the University of Indianapolis/Hanna Ave. in the South. However, a final determination will be made by the PMT, and may require scope adjustments at that time. It should be noted that the PMT desires to complete 100% design for the entire corridor. 10. Who will be responsible for obtaining City permits and facilitating the plans reviews process? IPTC Response: The design consultant will be responsible for facilitating all related permits and reviews. 11. The RFQ requests the Small Starts Grant Agreement (SSGA) be submitted by September 2015. Although the SSGA submittal will be required at some date, please confirm that the September 2015 deadline is for the FTA application for consideration for funding referred to as a project to be considered for a funding recommendation to Congress in the Annual Report on Funding Recommendations ( Annual Report ). IPTC Response: Correct, the September 2015 deadline refers to the request for inclusion in the FY2017 budget. Sufficient detail must be present by that time but complete submittals may continue to be refined if allowed by the FTA. The consultant is expected to complete the level of effort required by the FTA to maintain a FY2017 funding schedule. 12. Will the consultant be responsible for developing a local bus service plan to tie into the preferred Red Line operation, or will this be an IndyGo responsibility? IPTC Response: IndyGo will handle planning of the local routes. This has largely been incorporated into the recent IndyGo Forward project. 13. Is it correct to assume that IndyGo will complete the local financial commitment justification for the FTA application? IPTC Response: Yes, that is correct.

Page 5 of 8 14. Will IndyGo s public involvement consultant be available to assist in supporting activities that maybe associated with the DCE? IPTC Response: Yes, that consultant will assist in outreach activities. 15. Will IndyGo accept larger graphics, diagrams, or charts printed to 11x17 sheets but folded to the required 8 ½ x 11 format required by the RFQ? IPTC Response: Yes, an exception will be made for necessary graphics, diagrams or charts. 16. Will Signal Timing Optimization for the corridor be part of the TSP task? IPTC Response: Yes, detailed signal timing plans including optimization are to be included in the final design plans. 17. Is Public Art a component of this project and, if so, will this be the responsibility of the design team or will IndyGo pursue this independently as part of the project? IPTC Response: IndyGo will pursue public art opportunities independently, but the design team should be mindful of providing a platform for any artwork chosen that integrates seamlessly into the project. The design team should also take aesthetics into account when designing infrastructure, such as canopies and benches. 18. In the RFQ, Attachment B General Contract Provisions is not available on your website. Would you please provide? IPTC Response: This document was mislabeled in the RFQ. Please see attached IPTC Professional Services Agreement for the correct document. 19. Are reference letters to be addressed to anyone in particular? IPTC Response: Yes, address reference letters to Shaun Stromberger. Letters must be on the referencing companies letterhead. 20. Project talks about phasing. How important is this? Could you please specify what is expected with phasing? IPTC Response: Phasing will be a product of funding availability and jurisdictional participation.

Page 6 of 8 21. When will you select what technology will be used for this project? IPTC Response: The PMT will select the type of battery charging system in the Summer of 2015. The consultant should assume an end-of-line, overhead, highvoltage, off-the-shelf rapid charging system like those used by Proterra and New Flyer Xcelsior. If a different charging system is selected, the consultant s scope will be modified accordingly. IndyGo is aware of the potential impact on schedule if a change is made and will take steps to make a decision quickly. 22. Is it assumed you will use the same technology throughout, including busses already owned by IPTC? IPTC Response: It is assumed that the Red Line would operate with its own fleet of buses. 23. Is there charging at the Down Town Transit Center? Is it the intent of IPTC to add charging to the Down Town Transit Center? IPTC Response: Yes, the consultant should include a design of charging infrastructure per question 21 at the selected DTC bus bays. Consultants should assume that two bays are used (one in each direction), and therefore two chargers should be designed for. 24. What expectations of the Consultant are required for the FTA small start grant? IPTC Response: The consultant will be expected to complete all calculations necessary for the application and complete a draft of the application with the exception of the local financial commitment. 25. What are the technical specifications for vehicle procurement? IPTC Response: The consultant will be expected to help IndyGo create an RFP to procure Red Line Vehicles, including any and all necessary technical specifications. This task should assume the charging technology specified in question 21. 26. What is the expected time line for the Consultant to complete this project, please clarify as to when and what percentage of completion is expected. 30 percent? 100 percent? All drawings and documents / grant applications completed? RFQ is unclear? A. What is the deadline for NEPA? B. What is the deadline for Environmental?

Page 7 of 8 C. What is the deadline for design and drawings of the corridor, and to what percentage of completion. The entire 35 mile corridor? Select Phases of the Corridor? D. Right-of-Way Engineering and Services E. Operating plan? F. Right-of-Way Engineering and Services? G. Final Design and Bidding Documents? IPTC Response: The NEPA DCE shall be complete and submitted to the FTA no later than December 2015, but sufficient detail to request Small starts funding must be complete by September 2015. Final design plans for all selected corridor segments would need to be complete no later than December 2016, but preferably would be complete by September 2016. 27. When will the Public Outreach Consultant be on board and what will are role be with them? IPTC Response: The public outreach consultant is expected to be on board late spring/early summer of 2015. 28. Please provide data for ridership, traffic count, and any other relevant information to this project? IPTC Response: Available documentation is linked to on page 6 of the RFQ. In addition, VISSIM models of the Meridian corridor and two-way Capitol corridor were completed and IndyGo is in the process of acquiring those models which will be available to the selected consultant. However, it should be noted that the lane configurations used in those models differ from the currently proposed configuration. 29. How do bike lanes, ect. affect this project? IPTC Response: Currently proposed lane configurations on Capitol would require the removal of the bike lane on that street. IndyGo and the Indianapolis DPW are pursuing alternatives to place that bike lane on other parallel streets. The Red Line consultant should assume that the bike lane on Capitol may be removed. All other corridor segments avoid bike lane removals. 30. Would you please provide a copy of the sign-in sheet from the pre-proposal meeting? IPTC Response: Attached.

Would you please provide a copy of the AA scope of work and list of deliverables so we can understand the information that is available such as traffic counts, VISSIM modeling and ridership (to name a few)? IPTC Response: Attached. 32. Will sub-consultants be required to submit Financial Capability information or just the Prime Consultant? IPTC Response: IPTC only requires this of the Prime Consultant. 33. May we assume that detailed topographic survey is defined by the level of survey necessary to support preparation of construction plan documents? IPTC Response: Yes. 34. May we assume that right of way acquisition is to be performed for the segments identified for construction in the new starts application? IPTC Response: Right-of-way needs for the corridor will be rare and limited to small slivers of land at some station areas. The consultant will be expected to conduct the acquisitions needed. 35. Per section 2.9, each vendor is required to complete certifications as defined in this section. However, a few of the forms seem to apply to subconsultant firms as well as prime firms. Please clarify which, if any, of the required forms should also be completed by our subconsultant teaming partners. a. Certificate of Procurement Integrity b. DBE Good Faith Efforts Documentation Form IPTC Response: Only the Prime Consultant is to complete the certifications as IPTC is only entering into a contractual agreement with the Prime.
