Opening of the meeting Mayor Desjardins calls the meeting to order at 8:51 p.m. 2. Adoption of the agenda RECOMMENDATION COW2016-144 Seconded by Michel Levert THAT the agenda be adopted as presented. 3. Disclosure of pecuniary interests Councillor Carl Grimard declares a pecuniary interest to item 9.4. 1

4. Delegations / Presentations 4.1 Presentation by Colette Dromaguet and Chantal Burelle from the "Comité d'embellissement de Bourget" in regard to the mural art project on Serden building Mrs. Dromaguet presents the project. Councillor Mario Zanth expresses his support. Mayor Desjardins thanks Mrs. Dromaguet for the presentation. 4.2 Presentation by Eric Sanscartier in regard to the Country Music Festival Mr. Sanscartier presents his project. He asks that Council considers supporting the organization of a Country festival in Clarence-Rockland. He explains that the festival could be held at the Jean-Marc Lalonde Arena and Simon Park. Further to the questions of Council members, Mr. Pierre Boucher explains that under the direction of Council, his department will be able to evaluate the proposed project in order to provide a report with a recommendation to be considered by Council. Mayor Desjardins requests that Mr. Pierre Boucher prepare a report, with the cooperation of Mr. Sanscartier, in order to allow Council to take this project into consideration during budget process. 5. Petitions / Correspondence 5.1 Letter from the Township of Carlow/Mayo regarding Bill 171, Highway Traffic Amendment Act Received and filed. 5.2 Email from Mrs. Jocelyne Leroux in regard to recreational pathways Mrs. Jocelyne Leroux expresses her concerns in regards to the future of the recreation trails and the Bourget Train Station. Mayor Desjardins explains that Council must wait for the United Counties of Prescott and Russell's decision before taking a position. Mayor Desjardins explains to Mrs. Leroux that she needs to communicate her concerns to the United Counties of Prescott and Russell and encourages her to communique with them through him. 5.3 Letter dated September 1, 2016 from members of the Committee of Adjustment in regard to the remuneration of members Received and filed. 2

5.4 Letter dated September 8, 2016 from the OPP in regard to the 2017 Annual Billing Statements Received and filed. 6. Notice of Motion None 7. Comment/Question Period None 8. Report from the United Counties of Prescott and Russell Mayor Desjardins explains that the United Counties of Prescott and Russell are seeking a location for their ambulance station. He further explains that the City may be able to accommodate them by renting the fire stations in Rockland and Bourget as these may be a suitable locations. Mayor Desjardins explains that many municipalities within the United Counties of Prescott and Russell need to find a new dispatch service and that there might be an opportunity to offer them to enter into an agreement with the City of Clarence- Rockland in order to benefit from the agreement that the City has in place with Ottawa. He explains that a special Council meeting would be called in order to consider the terms and conditions of such an agreement should the municipalities be interested once they attend a presentation to be held by the Ottawa dispatch service. 9. Committee/Staff Reports 9.1 Asphalt Hot box Purchase RECOMMENDATION COW2016-145 Seconded by Carl Grimard THAT the Committee of the Whole recommends to Municipal Council to adopt By-Law 2016-130, being a by-law to authorize the Mayor and the City Clerk to award a contract to Insta-Mix (9018-7980 Québec Inc.) for the purchase and supply of an asphalt Hot Box in the amount of $49,841.00 (excluding HST). 3

9.2 Permission to Purchase a Snow Blower 2016-2017 RECOMMENDATION COW2016-146 Seconded by Mario Zanth THAT Committee of the Whole recommends to Council to pre-authorize and commit $125,000.00 of the 2017 capital budget to allow staff to initiate the procurement process as per the City s Purchasing Policy 2016-060. 9.3 Municipal Sanitary Sewer Options for Villages Further to discussions, it is agreed that a public consultation must be held in order to ensure that the residents affected are aware of the potential costs and to see if this project is supported. RECOMMENDATION COW2016-147 Seconded by André J. Lalonde THAT the Committee of the Whole recommends that Council add an amount to be determined in the 2017 Capital budget to proceed with the next steps for the villages sanitary project which will encompass a detailed option analysis, the environmental assessment and a preliminary design for a village-specific communal sanitary sewer system for Bourget and for Clarence Creek. RECOMMENDATION COW2016-148 Moved by Carl Grimard Seconded by Mario Zanth DEFEATED THAT the Committee of the Whole direct staff to hold a public consultation with the affected residents in order to present the information currently available in regard to the possible options and potential costs of initiating a village-specific communal sanitary system for Clarence Creek and Bourget in order to find out if they support such a project. 9.4 Permission to Tender Snow Bank Removal (Commercial Core Area) Further to a declared pecuniary interest, Councillor Carl Grimard leaves his seat, as well as the Council Chambers. 4

Further to questioning, Mr. Jean-Yves Carrier explains that this recommendation is being brought forward to be able to deliver the snow removal services as per the new established standards. RECOMMENDATION COW2016-149 Seconded by Jean-Marc Lalonde THAT the Committee of the Whole recommends to Council to mandate the Infrastructure and Planning Department to proceed with a call for tender for the services of the snowbank removal within the Commercial Core Area and Service Commercial Area of Rockland, as per the City s Official Plan of the Urban area; and THAT the Committee of the Whole recommends to Council to transfer $5,000.00 from item 1-4-3713-3425 (Salting Materials) of the 2016 Operating Budget to item 1-4-3734-4200 (Snow Removal Contracts) for this new activity. Councillor Carl Grimard returns to his seat. 9.5 Traffic and Parking By-law Revision Councillor Mario Zanth requests that the petition in regards to parking on Edwards Street received approximately one year ago be considered in the revision of the by-law. Councillor Jean-Marc Lalonde adds that his suggestion is to prohibit parking from Laurier Street to the pole in front of McCall Street instead of Victoria. Councillor Jean-Marc Lalonde suggests that Heritage Street be redesigned in order to allow for three lanes only south of Sylvain in order to consider allowing parking on one side of the street. Councillor Jean-Marc Lalonde explains that Raymond Street is really narrow between Charron and Heritage streets, however vehicles are allowed to park on each sides of the street and it is difficult to circulate on this street. RECOMMENDATION COW2016-150 Moved by Carl Grimard Seconded by Krysta Simard THAT the Committee of the Whole recommends that Council adopt, in first reading, By-law 2016-118, being a by-law to regulate traffic and parking and to repeal By-law no. 2007-01, as amended. 5

9.6 Recommendations for the 2017 edition of the Ottawa River Festival and Canada Day Mr. Martin Irwin presents his report. Further to questions, Mr. Irwin explains that the logistics have yet to be ironed out; however, he confirms that it is possible to hold all of the events being proposed. Councillor Jean-Marc Lalonde suggests that tents be erected to offer protection from the sun as well as bad weather. He also suggests that transportation services be made available from a location that is more centralized within Rockland, such as the Jean-Marc Lalonde arena. Further to questions, Mr. Pierre Boucher explains the budget, including money from the reserves and staff time. RECOMMENDATION COW2016-151 Moved by Carl Grimard Seconded by Mario Zanth WHEREAS the Community Services wishes to start the organization of the 2017 Ottawa River Festival and the 2017 Canada Day as soon as possible; and WHEREAS the Community Services are asking $35 000 for the organization of the activities for the 2017 Ottawa River Festival and Canada Day during the 2017 budget process, the same amount that was granted in 2016; and THAT the Committee of the Whole hereby recommends to Municipal Council to approve the municipal share granted to the organization of the 2017 Ottawa River Festival and the 2017 Canada Day to be $35 000 plus employee salaries of the Community Services, as recommended. 10. Other items 10.1 Monthly reports Further to Councillor Simoneau's question, Mrs. Helen Collier explains which data remains to be submitted for the completion of the Fire Master Plan. Further to Councillor Zanth's question, Mr. Jean-Yves Carrier explains that the work being done on Caron Street pertaining to the storm water management is temporary until the Ministry makes a decision. Councillor Grimard suggests that the site should be secured. 6

Councillor Jean-Marc Lalonde explains that provincial infrastructure funding is being rolled out within the 150th program and that he will provide additional information to the administration. Councillor Michel Levert explains that the sign announcing the village of Cheney on du Golf Road is missing. Mayor Desjardins asks Mr. Jean-Yves Carrier to inform Mr. Clermont as this is a County Road. Further to Councillor Levert's question, Mr. Pierre Sabourin gives an update on the cleaning of a particular lot on Drouin Road. 11. Adjournment The Mayor adjourns the meeting at 10:32 pm.
