Electronic Toll Collection ((ETC) in standalone mode at certain toll plazas.

ELECTRONIC TOLL COLLECTION (ETC) SYSTEMS Electronic Toll Collection (ETC) System is a technology that allows electronic payment of toll. ETC systems use vehicle-to-toll Plaza communication technologies to perform a monetary transaction between a vehicle passing through a toll plaza and the toll collection agency.
Apex Committee for implementation of ETC An Apex Committee set up GOI developed strategy, process design, operational methodology, and finalized standards for various components of ETC system and suggested an institutional framework for implementation and operation of ETC Systems.
RFID TECHNOLOGY The Committee finalized and recommended passive Radio Frequency Vehicle Identification (RFID) Technology Vehicles will be identified & classified through unique tag named FASTag Toll plazas will have trans-receiver which will read tag once it passes through plaza User fee will be immediately charged from the vehicle once it passes through the plaza
RFID TECHNOLOGY User will get SMS message on his mobile regarding that user fee deducted, will help in vehicle tracking. Different concessionaire shall be able to realize their respective user fee and shall have access to the user fee collection data Violation in user fee collection shall be detected

ETC IMPLEMENTATION First interoperable ETC Pilot Project between Mumbai and Vadodara was successfully rolled out on 12/4/2013. NHAI is the nodal agency to implement ETC on Pan-India basis Indian Highways Management Company Limited, with equity participation from NHAI (25%), Concessionaires (50%) and Financial Institutions (25%) has been setup for implementation of ETC in the country. It is proposed to roll out ETC on Delhi- Mumbai Arm of Golden Quadrilateral on 31.10.2014 and Pan-India roll out by March, 2015.
OTHER IT INITIATIVES TOLL INFORMATION SYSTEM To make available on Public Domain, information of public interest concerning toll plazas on National Highways/ Expressways entrusted to NHAI viz. The applicable Toll rates for various categories of vehicles on any select Plaza. Road users be able to ascertain the exact toll amount for a particular plaza OR a select route between two stations. Updated information to public/ road users about the concessions/discounts applicable for local and frequent users etc. on any Toll Plaza.

OTHER IT INITIATIVES Automatic Traffic counter and classifier[atcc] to complete traffic survey on the whole length of National Highways across the country 1609 location all over India have been identified for installing ATCC Country has been divided into 7 zone to carry out traffic survey Traffic survey will be conducted six monthly There will be a control room for monitoring traffic survey It will help in real estimations for highways projects, planning and feasibility

OTHER IT INITIATIVES Automatic Vehicle Counter & Classifier (AVCC) System AVCC systems provide classification and counting of vehicles passing through the lanes Used as an audit tool for toll collection Toll Management System checks AVCC class and classification entered by the Toll Collector If there is a mismatch, the Lane Camera will capture a digital image of the vehicle together with details of the class discrepancy message, transaction number with its date and time, lane number and toll collector. The image and discrepancy information will be communicated to the supervisory console for further processing by the toll supervision staff. Data on counting and classification can be directly accessed remotely.
OTHER IT INITIATIVES CCTV Surveillance System IP (Internet Protocol) based CCTV Surveillance System at Toll plazas will be installed. The CCTV system will be used to monitor the lane area and plaza building areas. Control Centre will be equipped with Video Monitors / Video Wall for online monitoring Video feeds from all the toll plazas.
OTHER IT INITIATIVES Weigh-in Motion (WIM) systems All lanes will be equipped with Slow Speed WIM Systems integrated with toll management system Overloaded vehicles will be charged 10 times the fee applicable to such category of vehicle In each direction of traffic, Static Way Bridges will be commissioned for confirmation of overloading.
Integration of Toll Plazas and Border Check Posts
INTRODUCTION PMO suggested in July, The Toll Plazas and Border Check Posts should make use of technology so that tax evasion, overloading and delays can be eliminated. The Task Force may be formed to look into these aspects.
RECOMMENDATIONS Roll out & Administration of Technology RFID Tag presently used for Electronic toll collections (ETC) should have the provision to record vehicle registration and classification details. The VAHAN data base should be appropriately integrated with check posts and toll plazas in identification of vehicles and in detection of fraud.
RECOMMENDATIONS Roll out & Administration of Technology All commercial vehicles not having pre-fitted tags should have RFID Tags fitted in their vehicles within one year. For vehicle owners covered by various discounts and concessions under NH Fee Rules, it should be made mandatory to fix RFID tags by March, 2015.

RFID Tags for integration with check posts Commercial vehicles will be fitted with RFID tags linked to VAHAN database. At the Despatch location, all details regarding Goods, Consignee, Transporter, Origin-Destination, Weight, Bank A/c etc will be entered with reference to RFID tag ID and sent to the central Server. When this vehicle enters the Boarder Check-post, RFID readers read the Tag ID and entire details about the consignment will be obtained from the central database. The Central System will calculate the applicable tax based on the Goods and Tax structure. The CCH operator/ Service Provider will ensure transfer of money to individual accounts
