(4 x 1200 MW) Implementation period: 2011-2023 Total cost ~ $ 20 bln 100% financed by Russian Fed. (up to 49% of the shares might be sold to Turkish or other investors) Power Purchase Agreement for 15 years, fixed price terms Support of the Russian and Turkish Governments Has some difficulties... Dual Situation:The Akkuyu NPP Power Generation JSC was established in Turkey, operating in Turkey and subject to Turkish legislation. May 2010 July December 2010 March 2011 Akkuyu Project Status Signing the Intergovernmental Agreement between the RF and the TR. The Law ratifying the IGA enters into force in Turkey. Akkuyu NPP Power Generation JSC (AKKUYU NGS ELEKTRIK URETIM ANONIM SIRKETI) is registered in Turkey. Preliminary engineering survey has started. 2011-2013 The Project Company has received the NPP construction site with effective site license and renewed licensing conditions. Engineering surveys have been completed in order to get an independent assessment of the Akkuyu NPP site seismicity. Updated Basic Site Selection Report has been prepared and submitted to TAEK. Power Generation License application has been prepared and filed. Consolidated report on Reference NPP Selection Justification has been developed and submitted to TAEK. Novovoronezh-2 NPP is approved as reference NPP. Negotiations with TETAS on Power Purchase Agreement (PPA) are in progress. The Information Centers have been opened in Büyükeceli and Mersin. The public hearings have been held. The EIA Application Dossier and the EIA Report have been filed. Updated EIA report has been prepared and now waiting for the approval. 3
Opinion Leaders Our PR Methodology Stakeholders Desicion Makers Influentials Public At the very beginning, the responsibilities for the PR activities were determined by the Turkish authorities. Our company is responsible for the PR activities in Mersin province and the Turkish authorities are responsible for the national level activities. The GR activity is applied on the national level. The general idea of the PR activity is to deal with each target group constantly in Mersin, the whole province and especially in the villages nearest to NPP. The company s PR aim is determined in accordance with the company targets. We have a PR working plan for 1,3,5,10 years. The PR company has been selected for the implementation of PR campaign. The annual PR plan and the PR budget have been prepared. When we first came Turkey, the polls show that 14% of Turkish people are pro-nuclear where 86% are anti-nuclear. We are planning to conduct a social survey at the end of the year. Recently, depending on the various sources and private studies, the pro-nuclear rate varies from 30% to 38%. By the way, in 2012 we were awarded by the economic journalists association of Turkey as most transparent company. We are strongly supported by businessmen, construction companies, industrialist....and here are some examples from our PR activites based on the target groups. 4

Relationships with the local community ROSATOM We care about the community involvement in order to increase awareness to the nuclear energy and the nuclear power plant. Wellcoming the public, stakeholders, opinion leaders and media representatives in our Information Centers. Organizing local meetings co-op with local governor, NGO s. Meeting with businessmen from different sectors like agriculture, construction, transportation, fishing etc. Organizing conferences in energy, debates, seminars, lectures and meetings. Supporting sector related NGO s such as NükTe (Nuclear Technology Information Platform), Mersin Economy Platform etc. We are creating employment opportunities and also working with Turkish Labour Institution in this process. 8
