Jharkhand State Livelihood Promotion Society Notice for Applications for Short Term Consultancy Services (DAY-NRLM and DDU-GKY) Government of Jharkhand, through JSLPS (an autonomous Society created by Government of Jharkhand), has created an institutional architecture for fight against poverty, by enabling and empowering the poor to access better livelihoods and improve their standards of living. JSLPS is working in more than 200 blocks spread over all 24 districts of Jharkhand. At present JSLPS is implementing programmes like DAY-NRLM, DDU-GKY, JOHAR, MKSP and Drip Irrigation Project with financial assistance from Government of India, the World Bank and JICA. The tenure of consulting herein will be of 6 months initially. JSLPS reserves the right of Selection and may cancel the selection process at any time. Consultancy Fee: Starting from Rs.75,000 and may go up to Rs.1,15,000 per month purely based on qualification and experience Lead the design and operationalization of the PVTG development components under JSLPS and play a substantive and coordinating role in the on-going programmes in JSLPS Build the perspective of the district/block teams of JSLPS on the development strategy; help them to develop implementation plans; and provide technical assistance (as required) in implementation of the activities. Develop the capacity building and implementation strategy for the community institutions and implement the same for promoting development model practices among the community. Groom and mentor a pool of block level resource persons who will act as a change agent for supporting and sphere heading at grass root level. Help to design and prepare various ICT materials and tools on different developmental indices, for the community institutions and resource persons who will be engaged in this thematic area. Undertake regular visits to project districts/blocks and field locations for interaction with the community and staff, reviewing progress against planned activities of related domain and handhold, as required, for grounding the activity in an effective manner. Coordinate and liaise with the concerned departments, technical institutions, resource organizations or individuals to streamline the opportunities for the community and establish a robust system of sustainability. Must be ready to travel extensively and camp frequently in the remote Left Wing Affected PVTG Hamlets of Jharkhand.

Identification of the aspiring entrepreneurs, self-employment opportunities, viability assessment of selected opportunity in the block, clusters and conceptualisation of the opportunity into Non-Farm micro-enterprises. Identification of the gap between existing and necessary skills required to start the Micro-Enterprises, coordination with available choices for different kinds of skill based training Gathering Know-how about the micro-enterprise in similar contexts and geographies & Setting up the micro-enterprise with channelizing financial aid as and when necessary

To support in the right identification of the rural products prepared by the SHGs with a detail analysis of the manufacturer, market demand etc. Promotion of the product as per the need. To assist with the feasibility, planning and implementation phases of launching new rural products in the market. To create an interface through organizing stakeholder meetings, capacity building sessions, business modeling, Model business plan preparation strategic planning etc. To manage the development of a comprehensive business incubation mechanism to support potential enterprises. To support the legal and statutory compliances of the business promoted. To assist other aspects for the scaling up strategy like convergence with private players and other department. Any other task as assigned from time to time by the supervisor.

To develop the appropriate pricing of all products using the market study. To develop a branding strategy for the marketing of the rural products. To develop and execute a marketing, sales and promotion strategy for the rural products. To assist in branding execution and implementation of agreed marketing plans. To undertake research on customer perceptions about the product and propose strategies to further improve the brand. To organize and manage events related to promotion/marketing of the rural products including participation in trade fares/ SARAS Melas etc. across the country. To provide linkage with online retail outlets for wider dissemination and product sale. Any other task as assigned from time to time by the supervisor.

To Identify and examine constraints and opportunities within the selected value chains and recommend interventions to overcome constraints and make use of opportunities. To identify and develop the underlying policy, institutional, and infrastructural issues that affect the competitiveness of the selected value chains with reference to the role of government and private sector in the regions of focus. To identify and network with institutions and organisations working for selected value chains from national to local levels (local, regional, national organisations from GO, NGO and private sector) that can contribute to pro poor value chain development and development of the potential enterprises. Establish end to end enterprises across the value chain identified and undertake Economic analysis, production and market costs and revenues, value additions and profit margin along the chain including income and employment.
