Understand the regulations and procedures that have to be complied with in respect of grant aided and privately financed housing projects, including, but not limited to, technical and financial criteria e.g. Acceptable Cost Guidance (ACG), Development Quality Requirements (DQR), SBD (Secured By Design), Code for Sustainable Homes (CFSH). Oversee and manage the technical submission process to Welsh Government, and ensure all schemes comply with the relevant funding requirements. Coastal Housing Group June 2018 Page 3 of 7
Liaise with the Programme Manager in delivering all funding programmes. Be responsible for delivering a number of projects that the Group undertakes, ensuring that the project programme is delivered on time, within budget and to a high quality. Liaise with other departments, Local Authority partners, contractors and consultants in respect of various projects and building contracts to ensure each project meets necessary requirements and deadlines. Manage and appoint the professional team including specialist consultants required for each project, lead the project team to develop the design brief. Advise the department on procurement rates and contractual matters on all new schemes. Present financial viabilities for schemes to the Director of Finance to review comment and sign off at pre acquisition stage and before contract is awarded. Maintain the risk register and programme documents on all schemes. Liaise with external agencies and authorities to discuss and inform them of new schemes, including managing the planning application process and discharge of all conditions. To have experience in dealing with the different types of procurement methods and building contracts and their execution. Hold public consultations/exhibitions for projects where necessary liaising with the external and internal stakeholders. Attend monthly site progress meetings, regular site visits and inspections to remain informed as to how the scheme is progressing in terms of time, budget and quality. Provide regular updates to the internal and external stakeholder regarding project progress. Present any new schemes to internal stakeholders including Housing Management, Maintenance and Pennant. Deal with general enquiries from members of the public, other departments, local authorities, Welsh Government and other external organisations. To comply with Health and Safety regulations and the Group s working procedures. Provide Line Management for up to 6 staff within the Project Management Team within the Department to ensure the team is adequately staffed, supported and developed to meet the needs of the Group, and appropriate coaching and mentoring is in place where applicable Coastal Housing Group June 2018 Page 4 of 7

Desirable Essential Senior Project Manager Person Specification Qualifications & Experience Formal advanced level qualifications relevant to the construction and/or the property development industry and the role of Senior Project Manager (BSc, MSc or similar) Experience of working in social housing and/or other relevant private sector organisations.
