JOB DESCRIPTON Position: Responsible to: Date: Health & Safety / Security Officer Port Operations Manager TBC Purpose of the position: As an effective member of the operations team assist with the provision, implementation and management of Safety & Security policies, procedures and practices within the company and across the Northport site so as to assist the company in achieving its safety and security plan objectives and goals. Internal Relationships: - Northport Management Team - Northport Operational Staff - Northport Security Staff Functions of the role: Health & Safety Responsibilities: Assist in the management of the day-to-day company and port facility health and safety ensuring that the highest standard of health and safety performance is achieved, Contribute to the company s health & safety plan and its legislative requirements including SOP s, hazard registers and incident investigations, Initiate, develop, improve and assist with implementation of health & safety objectives and goals specific to Northport s needs, Oversee the company s health & safety database (The Vault) and provide assistance to staff so as to best utilise the database, Co-ordinate the reporting mechanisms for workplace incidents and near misses within the company and the port facility, ensuring closure of the respective corrective, preventative and improvement actions, Co-ordinate the procurement of safety equipment including all PPE Provide leadership, direction and advice in all areas of health & safety and support the activities of Northport s managers, staff and contractors, Provide assistance with health & safety contract terms & conditions for project related contractual agreements,
Provide, assistance, resources and advice to staff and port users to enable the implementation of company and port facility health & safety initiatives, Investigate site-wide serious harm accidents or serious incidents and manage the impact on the port facility s business, Manage the monitoring and reporting of fumigation operations carried out onsite and ensure all policy and procedures are complied with, Contribute to the company s gradual return to work programme for injured staff and ensure a return to normal work types and patterns at the earliest opportunity, Assist with the review of each port user company or contractors operations ensuring compliance to industry standards, legislation and Northport policies and procedures, Inspect work sites, machinery, equipment, leased and sub-leased properties for hazards, violations, and conformance with government regulations as required, Co-ordinate and attend the company Health & Safety Committee and the Port Users Health & Safety Committee and ensure promulgation of minutes and action points, Supervise the company s compliance to ACC WSMP processes and standards, and undertake internal self-assessments, Co-ordinate the necessary training for staff with regard to safe operation of equipment, compliance to legislation, policies and that adequate hazard identification and controls are in place. Security and Compliance Responsibilities: As a Port Security Officer provide a high level of front-line Security to the Northport facility ensuring that all work is performed in the best efficient manner, Assist with the management of port security requirements; identification cards, access control, authorised vehicles, traffic management, security cameras and other security related issues, Assist with the day-to-day provision of harbour radio and VTS services, Assist with the day-to-day quarantine/garbage Assist with the confirmation of Customs and Bio-Security export/import cargo documentation Ensure gatehouse policy and procedures are carried out, Assist with co-ordination of ship scheduling, marine services and berthing Assist with the monitoring of the port s environmental management Provide annual leave, sick leave and special leave cover within the security roster system, Other port related functions as may be required by the exigencies of the operation.

Security Duties & Responsibilities: Compliance of the Port Security Plan, ISPS Code and Maritime Security Act, through Security and Gatehouse policy and procedures: Port Access: Access control via Cardax, Visitors Register and Vehicle Permits, Facilitate physical access card applications & inductions, Issue printed access cards and obtain confirmation of receipt, PPE (Personal Protective Equipment), Flashing Lights etc., Port User access through turnstile, Port User access via the tug jetty, Plant access through C3 Maintenance Gate, Security Patrols: Port Lock-Down: Security Breach: Site Security: Report to: I Button : Port facilities, Admin Offices, Workshops, Stores, etc., Perimeter fence line, wharves and jetties, storm-water canals, Coal pile, cargo storage areas, Dry Goods Store: fire/security breach, Camera monitoring patrols of facility and access points, Daily lock-down of log truck access, NPC access road, offices Dry Goods Store, Amenities etc., Raised Security Level lock-down requirements: Level 1to 2 and Level 2 to 3, Respond and report to Duty Supervisor, Controlled key system, PFSO (Port Facility Security Officer), H&S / Security Manager, Duty Supervisor. Harbour Radio Duties & Responsibilities: Monitor VHF Channels 16 and 19 and record all communications in the Radio Log, Liaise with vessel s re ETA / POB / Anchor times, Monitor AIS / Sea-pro Harbour Management, Promulgate Navigation Warnings for Whangarei Harbour and Approaches, Monitor vessels under pilotage or pilot exempt, Monitor vessels berthing / departing: Refining NZ, Northport, GBC and Upper Harbour commercial traffic Monitor Wave rider buoy(s) position alerts and notify Duty Supervisor immediately of any out-of-position alarms or concerns, Monitor Port Entry Light EDAC system and advice Duty Supervisor of alerts, Monitor weather forecasts and advise Northport staff, Port Users and Vessels of any weather warnings as per the Gatehouse Procedures, Co-ordinate any requirements for additional moorings,
Update Northport website Shipping Schedule as required, Advise Northport and North Tugz of any shipping changes, First point of contact for Port Users for Emergency Services / Response. Port Administration Duties and Responsibilities: After hours phone contact for: Northport Administration, Shipping Agents, Public enquiries and environmental complaints, Manage and record lost logs and noise/environmental complaints as per procedures, Administer application process as per procedures for: Northport Hot Work Permits, NRC Hot Work Permits for vessels at Northport, Engine Immobilisation, Lifeboat Drills, Diving Operations Manage the port s operational lighting requirements as per procedures and report any outages to the Port Electrical Officer as soon as practicable, Co-ordinate: Cargo Control: Fumigation: Health & Safety: Fresh Water metre readings, Ship s fresh water Ship s garbage bin Prow-Gangway Berth Checks and damage reporting, After hour confirmation of CEDO and CIDO, Bio-security clearance, Collect & verify cargo release documentation, Direct inward deliveries to appropriate operational areas, Monitor fumigation advice notices and advice visitors accordingly, Collect and verify delivery of fumigants, Monitor fumigation sites and advice Duty Supervisor of any issues, Visitor induction and access control, Temporary Traffic Management Plans: promulgate and advice, Monitor traffic rule compliance and report non-compliance, Speed Monitoring: record and report non-compliance, Monitor PPE requirements of visitors and port users: report noncompliance.
