2 Divisional Information The Consumer Building and Occupational Services (CBOS) is a combined management structure responsible for the regulation of the consumer, building, construction and occupational licensing sector through the promotion of education, information, compliance and enforcement services. CBOS has responsibility for occupational standards and regulation, and occupational licencing in and range of technical areas, including, building electrical, plumbing, gas installations, working with children and the security industry. It includes providing advice to stakeholders in these areas. The role of the Electricity Standards and Safety Unit (ESS) is to promote and regulate the safe performance of electrical work, electrical products and the safe use of electricity within the Tasmanian community consistent with effective legislation, by ensuring appropriate administrative, information and advisory services together with compliance enforcement activity. About the position Objective To raise the level of electrical safety, including the competency of electrical workers and the process for self-certification of electrical work. To assist the Electrical Safety Officer (Electrical Safety Inspection Service and Compliance) to ensure greater compliance with the legislation administered by Electricity Standards and Safety. Duties Facilitate implementation of industry skill and competency development programs, including associated audit assessments, to achieve a high level of industry competency, safety and compliance with relevant legislation. Liaise with other CBOS staff regarding electrical safety related courses and licence criteria. To liaise with the State Training Authority, TasTAFE, CEPU, Industry Associations and other external customers, in relation to electrical compliance matters and to ensure that electrical workers receive the appropriate level of training. To provide input into the development, maintenance and review of regulations, standards and policies relating to electrical workers and contractors. Investigate non-compliance, electrical incidents and accidents relating to electrical work, and provide reports including recommendations when appropriate. Institute proceedings for prosecution or infringement notices, for breaches of the electrical safety legislation when necessary. Prepare reports for use in legal and other proceedings. Provide consultative advice and assistance on electrical installation and training matters, particularly in relation to relevant Australian Standards. In conjunction with other ESS staff, develop, maintain and review technical publications, website content, electrical safety publicity programs and printed information for industry and consumers. Conduct presentations on electrical safety matters to technical colleges, schools, industry forums, community groups, Tasmania Fire Service, UTAS and other interested parties as required.

3 Level of responsibility To effectively manage the development, implementation and review electrical training matters and related legislated competency requirements. Undertake audits and investigations, providing guidance and consultative advice on all electrical safety matters with the view to reducing the incidence of non-compliance, in particular, defective electrical work. Conduct your work in a safe manner such that it does not put yourself or others at risk. Comply with any reasonable instruction contained in WHS policy, procedures and instructions and report hazards, near misses and incidents to your supervisors Direction and supervision received The occupant of the position will operate with limited supervision and under the direction from the Electrical Safety Officer (Electrical Safety Inspection Service and Compliance). The occupant is expected to operate with independence and autonomy and will be required to act with a degree of initiative and discretion on matters of a sensitive nature. At times he/she will be required to work with, and under the guidance of other Electricity Standards and Safety staff. Selection criteria The following specific selection criteria must be addressed by candidates by describing their relevant personal and professional skills and abilities; qualifications, training and competencies; past achievements; and potential for development. The position objective and duties can also be used to assist in addressing the selection criteria. 1. Knowledge and experience of technical aspects in relation to electrical worker training and the proven ability to apply such knowledge to the electrical safety functions undertaken by the branch. 2. High level interpersonal and communication skills (including computer skills) and the proven ability to effectively negotiate, liaise and consult with others, including resolving conflict with key stakeholders in a changing environment. 3. The ability to analyse, investigate, research, plan, evaluate, and solve complex electrical technical issues. 4. Extensive knowledge in the application of Australian Standards, and a demonstrated knowledge of electrical safety legislation in Tasmania and demonstrated ability to apply such knowledge in a regulatory environment. 5. High level self-management skills including the proven ability to effectively develop, plan, manage and implement programs within given time frames, and coordinate the activities of other staff within the division including engaged consultants. 6. Ability to work as a team member of a highly specialised group with a common goal to improve electrical safety both in the workplace and the community.

5 Requirements Essential requirements A current Tasmanian electrical practitioner s licence, or meet the requirements to be eligible for such a licence. A current Tasmanian driver s licence. Desirable requirements A minimum of five years working as an Electrical Compliance Inspector or as a Nominated Manager for an Electrical Contractor s Licence or as a trainer of electrical workers.
