EXECUTIVE SUMMARY 1.1 INTRODUCTION Rama Phosphates Ltd. is an existing phosphate fertilizer manufacturing unit, which is situated at # 4807/11, Jhamarkotra Road, Village-Umra, Tehsil-Girwa, Distt.-Udaipur (Raj.). The unit was established in the year 1995. The ministry of Environment, Forests vide letter no F.No J-11011/116/2009-IA-II(I) dated 05/05/2009 has accorded Environmental Clearance for the Expansion project of Single Super Phosphate /Granulated Single Super Phosphate Fertilizers manufacturing plant from 132000 MT/Annum to 181,000 TPA and setting up of NPK mixed fertilizer plant (Annexure-D). Further, MoEF&CC, GoI vid eletter no J-11011/292/2011-IA-II (I) dated 18/09/2014 granted Environmental Clearance for Expansion project of Single Super Phosphate (1,81,000 to 3,15,000 TPA) and 300,000 TPA converted in Granular SSP), NPK (60,000 TPA), and additional Boronated SSP (25,000 TPA) and LABSA (20,000TPA)of M/s Rama Phosphates Ltd at 4807/11, Jhamar Kotra Road village Umra Girva District Udaipur Rajasthan.(Annexure-E) Now since Micronutrient (Zinc & Boron) deficiency can be overcome by use of Fortified Fertilizer (SSP fortified with Zinc, SSP fortified with Boron, DAP & NPK.) (Annexure E), therefore our unit is proposing to produce ( a )SSP fortified Zinc (75000 TPA) from the same SSP produced at Unit, no additional SSP will be produced for fortification and ( b) to increase the capacity of Boronated SSP from 25000 TPA to 75000TPA. Further after the approval of E.C. for the above desired SSP fortified with Boron and SSP fortified with Zinc, the total productio4 of SSP ( powder /granular ) will be unchanged. Zincated SSP Nil 75,000 75,000 If we consider the process of producing SSP fortified with Zinc, its only mixing in proper proposition with already produced SSP (powder) after curing and ready to pack. The details of the process is given below with equipment and flow chart, it is visible from the process only powder Zinc Sulphate will be mixed with SSP, which is totally a physical mixing process and no chemical reaction is involved. The proposed capacity is 75000 TPA the raw materials are Zinc Sulphate (ZnSO4) and cured SSP powder. SSP is available in house and Zinc Sulphate will be procured either from local market or imported from outside. The existing project cost is Rs.3019.94 Lakh. The proposed project cost for modernization (amendment in EC) of Boronated SSP &Zincated SSP (only) is Rs. 11.50 Lakh. Thus, after Amendment in EC the capital cost will be Rs.3031.44 Lakh. As per the Gazette Notification dated Sept.14 th 2006 and subsequent amendment in the Gazette Notification on dated 1 st Dec. 2009, under 5(a), all fertilizer units except SSP will be treated as A category project. Thus, the project is treated as A. The proposed modernization (Amendment in EC) and addition is coming up within the same premises; hence no additional land will be required. The total land area of the unit is 73,200 sq.m. REGULATORY COMPLIANCE Consent to Establish granted for implementation for Pollution Control scheme for proposed SSP unit by RSPCB vide letter no. F 12(30-139)RSPCB/Gr.IV dated 29/06/1995. Consent to Operate for Single Super Phosphate & GSSP powder issued by RSPCB vide letter no F (Tech)/Udaipur(Girwa)/82(1)/2009-2010/6303 dated 16/3/2010. Daily fresh water demand for industrial purposes is 300.5 KLD and domestic water is 13 KLD.Therefore total fresh water is 313.5. Recycled water is 100 KLD. After modernization no additional water will be required. Thus, after modernization (amendment in EC) the capital cost will be Rs.3031.44 Lakh. 1.7 CONCLUSION The unit is already an existing one. All adequate preventive measures are being / will be adopted to keep the various pollutants within permissible limits imposed by Regulatory Bodies. Green belt development in & around the area will increase aesthetic property, as tool for effective pollution mitigate measure, and will also serve as biological indicators for that particular site. 36
