REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS Education & Experience: Masters' degree in mass communication, journalism, English, social sciences, political science or any other related area of study At least 5 years of professional experience as journalist in national media Strong ability in professional writing and editing of documents Grammar skills, creativity, communication, computer skills, working knowledge of publishing and communication tools. Skillful in diplomacy for negotiating changes with authors Ability to work in tight deadlines Concentration, accuracy and professionalism in the delivery of products and services Language Requirement: Fluency in written and spoken English and Nepali. 2

3. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSAL Interested individual consultants must submit the following documents/information to demonstrate their qualifications: Note: Offeror s Letter to UNDP Confirming Interest and Availability for the Individual Contractor (IC) Assignment along with the completed financial proposal and PII template annexed to this letter. A cover letter with a brief presentation of your consultancy explaining your suitability for the work; A brief methodology on how you will approach and conduct the work (limit to under 1500 words); a) Applicants of 62 years or more require full medical examination and statement of fitness to work to engage in the consultancy b) The candidate has to be an independent consultant (If the candidate is engaged with any organization, the organization employing the candidate will be issued with a Reimbursable Loan Agreement (RLA) to release the employee for the consultancy with UNDP.) c) Due to sheer number of applicants, the procurement unit will contact only competitively selected consultant. 4. EVALUATION Individual consultants will be evaluated based on the following methodologies: Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; 70% * Financial Criteria weight; 30% Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the Financial Evaluation. 3

Background Information Support to Knowledge and Lifelong Learning Skills (SKILLS) programme is introduced to improve policy coherence for Technical Vocational Education and Training (TVET) and to coordinate planning and strengthen monitoring and evaluation of TVET programmes and services of Ministry of Education (MoE) and Council for Technical Education and Vocational Training (CTEVT). The programme is working to support TVET policy coherence involving public, private sectors, development partners and social organizations in the process of reform of TVET Policy by identifying the contradictions, inconsistencies, duplication and impractical provisions of TVET Policy 2012. SKILLS programme aims to mitigate the gaps and set the priorities to address the current needs of TVET programmes and services. It is also assisting the government to revise TVET policy 2012 through policy dialogue processes involving TVET related government line ministries, multiple stakeholders and private sector. In order to address these problems, the Government of Nepal (GoN) has recently established TVET Policy Coordination Committee (PCC) chaired by Hon ble Minister of Education with 5

representatives from Hon ble members of National Planning Commission, relevant TVET related government ministries secretaries, Federation of Nepalese Chamber of Commerce and Industry, Federation of Construction Association of Nepal and two experts as members and initiated a SKILLS programme to support Technical Vocational Education and Training Policy coherence involving public, private sector, organization/donors in the reform of TVET Policy 2012. SKILLS Programme is in the final stage of TVET policy dialogue processes/events with multiple stakeholders of this phase. It has completed TVET policy dialogue processes/events with multiple stakeholders at federal, provincial and local levels including industrial corridors and final draft report is available. Validation of the policy dialogue findings are to be discussed in the validation workshops planned at the federal and provincial levels. Media mobilization, communication and documentation is one of the crucial part of the policy dialogue processes. III. Purpose and Objectives of the Assignment The purpose of the assignment is to continue of disseminating the information of SKILLS Programme, media mobilization, communication and documentation in TVET policy dialogue processes/events and support TVET policy dialogue processes/events at federal, provincial and local levels for increasing visibility of the programme as well as creating conducive environment for the TVET policy revision process. The suggested areas of media interventions are: broadcast, audio, print, online and social media. In addition, the assignment also includes monitoring of SKILLS programme activities especially periodic reporting (result tracker) to the UNDP Country Office, prepare quarterly and annual progress reports, tracking of Gender and Social Inclusion (GESI) as a GESI focal point representing SKILLS programme. IV. Job Description The expert will design appropriate method for achieving the results. Further, the following are the specific responsibilities to be performed by the consultant: a) Work extensively for effective media mobilization under SKILLS programme in close coordination with UNDP Communication Unit. b) Close coordination with major media outlets, their editors and forums of reporters and writers who write news and opinions on the issues of TVET policy at federal, provincial and local levels. c) Quality reporting of Policy Dialogues taking place at federal, provincial and local levels during the TVET policy dialogue workshops. d) Support National Programme Manager and Policy Dialogue and Research Coordinator in the facilitation and conduction of TVET policy dialogue processes/events at different levels. e) Develop public information materials to sensitize policy-makers, stakeholders, media and general public on the areas of MoE/SKILLS for the Ministry of Education with regards to reforms in the TEVT policy. f) Prepare Television and Radio programs in close coordination with the MoE, UNDP and SKILLS team on TVET policy dialogue process. g) Capture and document lessons learnt and disseminate them among internal and external audiences. h) Prepare news captions for the Facebook update on TVET programme and coordination to update in the UNDP page site. i) Draft necessary communication materials and articles for the media mobilization. j) Day to day reporting to update SKILLS activities in the UNDP Nepal Facebook page 6

k) Provide technical and logistical support in the development and preparation of media related materials. l) Monitoring of SKILLS programme activities especially preparation of quarterly and annual progress reports, result tracking and reporting to the UNDP Country office on quarterly basis. m) Assist in finalizing and follow up on quality assurance action plans. n) Support to finalize final evaluation of SKILLS programme in 2017. o) Facilitation and documentation of Gender and Social Inclusion (GESI) activities. p) Actively participate in GESI and M & E programme and report to the concerned authority. q) Any other duties as assigned by the supervisor. V. Deliverables/Final Products By the end of the assignment period, the consultant will deliver the following: 1. News reporting from different media regarding the importance of TVET and TVET policy dialogue events 2. Materials to distribute on TVET policy dialogue process 3. Feature article on different aspect of the technical education and vocational training including success story 4. Organize radio and television programme and prepare a summary report to share 5. Storage of news, documents related with policy dialogue process, GESI and M&E activities 6. Report TVET Policy dialogue findings of validation and dissemination workshops. 7. Support in policy dialogue processes/events at federal, provincial and local levels 8. Monitoring of SKILLS programme and also assist in the final evaluation of SKILLS programme. VI. Consultant Inputs and Time frame The assignment will be of a total of 2 months and the expert will be a national consultant. Final report of this assignment is to be submitted not later than 25 December 2017.
