BULGARIAN RDP 2014-2020 Officially approved by the European Commission (EC), by Decision C (2015) 3480, 26th of May 2015 The total budget of the Rural Development Programme 2014-2020 is 2 917 848 203, including contribution by the EAFRD 2 366 716 966, and national co-financing 551 131 237

In line with EU policy for rural development, RDP 2014 2020 has three objectives: First objective: Improving the competitiveness and balanced development of agriculture, forestry and manufacturing; Second objective: Preservation of ecosystems and sustainable management, use of natural resources in agriculture, forestry and food industry, climate change prevention and adaptation; Third objective: Socio-economic development of rural areas, providing new jobs, poverty reduction, social inclusion and better quality of life.

The program is structured around five thematic priorities + one horizontal: Priority 1 (horizontal, contributing all of the three objectives): Promotion of knowledge transfer and innovation; Priority 2: enhancing the competitiveness, promoting innovative farm technologies and sustainable forest management - allocated budget of EUR 372 million euro public funds (12.7% of all RDP funds); Priority 3: promoting food chain organisation, animal welfare and risk management - allocated a budget of 273 mln euro public funds (9.4% of all RDP funding);

The program is structured around five thematic priorities + one horizontal: Priority 4: restoring, preserving and enhancing ecosystems - with budget of EUR 983 million euro public funds (33.7% of all RDP funds); Priority 5: promoting resource efficiency and supporting the shift toward a low-carbon and climate-resilient economy - allocated budget of EUR 430.6 million euro public funds (14.8% of all funds RDP); Priority 6: promoting social inclusion, poverty reduction and economic development - allocated budget of EUR 815.2 million euro public funds (27.9% of all RDP funds) ;

The program is structured around five thematic priorities + one horizontal: Subject to the above priorities, the breakdown of the budget and performance, a division into total 17 measures, and one thematic subprogramme for small farms has been made.

The main priorities of the 2014-2020 BG RDP: Competitiveness of farms - despite the overall budget cuts of the programme, compared to the previous programming period, funds earmarked for investments in farms and processing plants are considerable and they have even increased compared to the budget during the previous programming period. Organic farming - another top priority in the - the budget has increased more than 5 times compared to the funds earmarked for organic farming in the previous. Fruits and vegetables & livestock - particular attention is paid by providing an advantage in the conduct of ranking in investment measures 4 and 6 and by announcing a target receptions, special for these sectors.

M1 Transfer of knowledge Free courses and seminars for farmers and foresters; Assists in organizing the demonstration activities and investments for the purchase of new machinery and equipment for demonstrations; Visits of agricultural and forestry holdings in order to share best practices

M2- Consultancy, farm management services and farm replacement: 1. Consultancy for the beneficiaries of direct payments - for cross compliance, green payments; 2. Beneficiaries of the RDP measures - application of measures for young farmers starting aid for nonagricultural activities, producer organizations, agroecology, organic farming. 3.Training Consultants existing or new European and national legislation, innovations, practices, research results

M4- Investments in physical assets Overall the measure is an analogue of measures 121 and 123 of the old RDP programme. Farmers can: build farms, buy equipment and machinery / agricultural equipment, milking equipment, equipment for milk storage, transportation and others, create permanent crops, greenhouses etc. do investments in the processing of agricultural products - can build processing plants to purchase equipment for the processing, packaging, specialized transportation, refrigerated and others. Investment as recovery of part of the existing irrigation infrastructure in the country are also eligible

M6- farm development and business Investments can be made for: investment in rural areas in non-agricultural activities; tourism development and production; the development of services in all sectors (e.g. child care, adult care, based IT); production of energy from renewable energy sources for own consumption; development of crafts

M7- Basic services and village renewal in rural areas - supports the construction/reconstruction of: Roads and squares, water facilities in settlements, social Infrastructure, municipal buildings, sports infrastructure, subjects related to cultural life, municipal educational infrastructure of local importance in rural areas, construction of broadband infrastructure for next generation access. Also, supports construction, reconstruction and equipment of tourist information centers, tourist attractions that are connected to the local natural, cultural and / or historical heritage, tourist infrastructure - information boards and signposts to tourist sites and routes, safety equipment, bike trails, hiking trails, recovery, restoration, repair and / or reconstruction of buildings of religious significance.

M8 - Investments in the development of forest areas and improve the viability of forests: Afforestation of agricultural and non-agricultural land and maintenance of the newly established forests. Introducing preventive activities such as creating mineralized strips, construction of helipads and water sources, construction of watchtowers and roads. Reforestation of damaged forests Construction of small-scale tourism infrastructure; Conversion of coppice forests into mixed high forest; Transforming coniferous plantations in natural stands; restoration and maintenance of shelterbelts; Purchase of new machinery and equipment for primary processing of wood, such as sawing, cutting, drying; purchase of specialized forestry machinery and equipment for logging, hauling, loading and timber up service.

M9 Creating producer groups and organizations Aid is granted for the establishment of groups and producer organizations in the field of agriculture production which meet the definition of "small and medium-sized enterprises" and are officially recognized until the end of 2020

M10 Agroecology and climate The support applies to lands with high natural value that are supported by mowing and pasture (for livestock) Compensates farmers for income foregone / additional costs coming from compliance with certain prohibitions in order to protect biodiversity in lands with high natural value. Support breeding of endangered breeds of domestic animals of the following species like cattle, buffalo, sheep, etc.; Supports keeping of endangered local varieties of plants and lines

M11 Organic Farming Payments per hectare agricultural area on which the methods of organic planting are being applied; Payments on the royal families, for which applies the methods of organic beekeeping; Payments implemented on the basis of livestock unit per hectare for animals that are kept free in organic pastures and are fed with organic feed.

M12 Payments on "Natura 2000" and the Water Framework Directive. The support is provided as: annual payments per hectare of utilized agricultural area to compensate for the imposed regimes /restrictions /bans on agricultural activities included in order for the relevant area of Natura 2000; annual compensation payments per hectare of forest; annual compensation payments for compliance with the prohibitions laid out the plans for river basin management;

M13 Payments to areas facing natural or other specific constraints. Payment reflects the amount of loss of revenue and additional costs incurred because of natural constraints in mountain areas, or reflects the amount of loss of revenue and additional costs incurred because of natural constraints in areas other than mountain.

M14 Animal Welfare. Compensatory payment covering additional costs and income foregone for the applicant as a result of implementation of the conditions to ensure animal welfare, above the minimum requirements.

M15 Environmental services and climate in forestry and forest protection. Aid is provided for: Keeping felled trees important for biodiversity; Leaving certain forest areas no logging; Activities to preserve genetic pesources, dissemination of good practices; Activities related to information platforms

M16 Collaboration The measure provides aid for activities such as: Formation and functioning of the Task Force for the European Innovation Partnership (EIP). Projects of newly created clusters. Short supply chains and local markets.

M17 Risk Management. Will be implemented at later stage of the programme.

M19 LEADER approach Ensures support for: Preparation of local communities for the implementation of the approach Community-led local development in 2014 2020, and imlementation of the strategies. The implementation of small pilot projects of local action groups whose strategies for community-led local development are not approved for funding in the programming period 2014-2020

Thematic subprogramme 2014-2020 has range of support similar with M2, M4 and M6, e.g.: support shall be paid for investments (including land and livestock) and running costs necessary to achieve the objectives of the business plan. there is an option for consulting within the measure farmers also can build farms to buy equipment and machinery e.g. agricultural, milking, transportation equipment etc., create permanent crops, greenhouses etc. farmers can build processing plants, to purchase equipment for the processing, packaging, specialized transportation, refrigeration etc. can invest in rural areas in non-agricultural activities
