Concrete, Glass, Elevators, Fire Sprinkler, Mechanical, and Electrical INVITATION Sundt Construction, Inc., as the Construction Manager at Risk (CMAR), for the Medical Science Building II at Texas Tech University Health Sciences Center in El Paso, Texas (Owner) is seeking GMP Proposals for design phase assistance and construction services (pending mutual agreement on a GMP) from qualified subcontractors for the trades identified on the cover sheet of this invitation. The selected firm will work with Sundt Construction, Inc., Perkins + Will Architects and all of their Sub Consultants, and Broaddus and Associates as the Owner s Representative to develop pricing, schedules, constructability, and details as necessary for the construction of new 219,900 SF Medical Science Building II in El Paso, Texas. Project Description: The project is a new, five-level concrete structure with a mezzanine totaling approximately 219,900 gross SF including an auditorium, classrooms, dining, library, laboratory space with support areas, president s office, and shell space at levels 2 and 3. There are seven (7) additive Alternates that could potentially increase the scopes of work. The successful firm will actively participate during preconstruction services and construction based on the Package 1 set of documents. (See enclosed schedule for durations.) Sundt Construction, Inc. and (Team) reserve the right to waive any or all informalities or irregularities in any Proposal received. Sundt Construction, Inc. and Texas Tech University also reserve the right to reject any or all Proposals received, to accept a proposal other than the lowest priced proposal and to cancel this RFP as judged solely by the Team. The selection will be based upon the submittal package and a potential interview process, the review of the proposals will determine the list of subcontractors invited to interview. Subcontractors that make the short list will attend an interview, if conducted, to present their proposed staff, project approach, and answer a general range of questions as to their ability to perform the required functions for the project. Selection of the successful subcontractor may be based solely on review of the proposals, or interviews may be conducted with one or more firms. If conducted, subcontractor interviews will be held during the week of May 1, 2017. Representatives from selected subcontractors for interviews must include the Project Manager and Lead Estimator as a minimum. There may be other required attendees, but they will be identified if required. The successful proposer will be required to execute a standard Sundt Construction, Inc. Subcontractor Agreement. Any and all exceptions to this agreement must be submitted with your proposal. A sample Subcontract Agreement Exhibit B ; a list of standard and customary Reimbursable Costs Exhibit A, and a Project Schedule Exhibit C are enclosed for your review. All costs incurred by Proposer during the GMP will be included in the GMP, and will not be reimbursed. The successful Subcontractor will be issued a Contract for the preconstruction phase of the project; and a supplement to the Contract will be issued for the construction phase of the Contract. If the Subcontractor and Sundt Construction cannot reach an agreement as to the scope, schedule, and cost after the issuance of the Package 2 documents pricing has been submitted in accordance with the timeline stared in the Estimated Costs section below, the construction phase supplement will not be issued, and the project will be competitively bid. Scope of Work Description The basis for the Guaranteed Maximum Price for the respective scopes of work for each of the trades listed on the Cover Sheet, will be based on the Construction Documents Bid Package 1 provided by Perkins + Will, dated April 7, 2017, and Packages 2 & 3 that were issued as part of the 100% Design Development documents that were issued on March 3, 2017. Estimated Costs The Subcontractor shall work with Sundt Construction, Inc. and the Perkins + Will Architects design team to define systems, offer alternative systems and pricing, develop schedules, select materials and equipment, perform constructability reviews, maintain open and transparent communication via virtual or face to face meetings, and determine the most cost effective installation to control the cost to an established Interim GMP Estimate based on the Bid Package 1 documents. The intent of the GMP Documents is to include ALL of the work required to complete the project, whether or not it is shown on the GMP Documents. The GMP Documents are not complete at this time. The GMP shall include all costs as applicable for engineering, labor, material, delivery, freight, layout, supervision, equipment, hoisting, uncrating, setting, installation, parking, storage, insurance, taxes, detailing, shop drawings, submittals, samples, mock-ups, overhead, profit and other services necessary to complete the work as indicated of specified. All work shown on the Contract Documents and any work described therein which is inferable from or is the logical extension of the Contract Documents for completion of the project shall be considered as part of the work, and shall be included and executed by the Trade Contractors or Vendors in the same manner and with the same character of material as other portions of the work without an increase in the Contract Sum. This process will require the Subcontractor to submit and maintain throughout the preconstruction and construction phases an estimating system, which will be the basis for budget control. The Team expectations are that clarifications shall accompany the estimates at all milestones, including any variation from the design documents. All of the estimates will be subject to audit by the Team, until the execution of the GMP at which time the contracts will converted to a firm fixed price. The Subcontractor should plan on completing the following milestone estimates with enough detail to adequately analyze them including identification costs of work (quantities, unit prices, etc.), preconstruction costs and any contingencies starting with the interim GMP estimate based on Bid Package 1 (subject to change): I. Package 1: Interim GMP Documents to be issued on April 7, 2017 Interim GMP Estimate due on April 20, 2017 Anticipated GMP Subcontractors Award date: May 02, 2017 II. III. Package 3: 100% CD Documents to be issued on September 5, 2017 Estimates due on September 26, 2017 On site mobilization would take place on May 10, 2017 (subject to change). Responses to the following sections: I, II, III, IV, and V, should be in a separate document provided in the following format: I. EXPERIENCE List your company s experience on similar projects, including a narration pertaining to design assist and design build projects. Include two references with current phone numbers for each project. II. SAFETY List your company s Experience Modification Ratio (EMR) for the last three years, and describe your firm s in-house safety program. III. ESTIMATING, COST CONTROL, SCHEDULING Submit samples of your estimating systems; showing breakdown of systems and cost control, and scheduling systems. Explain how you intend to use them to control budget and cost. IV. PROJECT TEAM Submit resumes of the proposed key staff members; include at least three client references, including contact names and phone numbers; state their role, anticipated involvement, and individual qualifications pertinent to this project. The proposed Project Team must be committed for the duration of the project. You will be required to sign a key personnel clause, ensuring the proposed staff will be assigned to this project for its duration. Include an organizational chart of your team. Your Lead Estimator and Project Manager must be available for the interview as scheduled. V. BACKLOG Submit your company backlog, with manpower commitments, for the project duration shown on the Project Schedule Exhibit C. VI. WAGES A. Provide composite crew hourly rates for field and shop labor including all Burden, Fringes, Subsistence, etc. (Expand the list as required, include all personnel which will be assigned to the project and shop labor for work fabricated at your home facility.) These rates will be used throughout the project, include any anticipated rate increases and the date they will be expected to become effective. Overhead and Profit percentages (O & P) that will be used as the O & P multiplier for all job costs including change orders will be based on Section 11.8 of the Uniform General Conditions in Specification Section 00 40 00 (Perkins + Will March 03, 2017 Documents). B. For a contract based on a Guaranteed Maximum Price (GMP) the Construction Manager-at-Risk (CMAR) shall not be entitled to a percentage mark-up on any change order work unless the Change Order increases the GMP. By inference this will include any Subcontractors who are contracted to a GMP contract.
