Inception of "Twining Program"-Between KOWACO and Indonesian NARBO. Second twinning program initiated Following the first inception of the twinning program between Indonesian NARBO and JWA, the MOU and agreements on information and personnel exchange between Indonesian NARBO and KOWACO was signed on 15th December 2004 as a second case. The objective of the Twinning Program is to strengthen each side s capacity on Integrated Water Resources Management through continuous sharing of information and experience. During March 14-17, 2005, we had a kick-off meeting for the twinning program between Indonesian NARBO, PJT1, PJT2 and KOWACO in Korea. The Indonesian delegates who visited KOWACO include: - Ir. Socheh, Dipl. HE (President Director of Jasa TirtaI Public Corporation) - Ir. Djendam Gurusinga, Dipl.HE (President Director of Jasa Tirta II Public Cporporation) - Ir. Tjoek Walujo Subijanto, CES (Vice Executive Director of Indonesian NARBO) - Mr. Herman Idrus, CES (Director of Human Resources, Jasa Tirta II Public Cporporation) We exchanged information on the conditions and management practices of three river basins (Brantas River Basin of PJT I, Citarum River Basin of PJT II, and the Geum River Basin of KOWACO) and discussed detailed plans for the benchmarking study, which is an activity developed under the Twinning Program. On March 15, 2005, we visited a number of sites (Daecheong Multipurpose Dam, Monitoring stations, Yongdam Multipurpose Dam) in Geum River Basin managed by KOWACO. <Dirctor Ko explains the main features of the hydropower generation facility at Daecheong Multipurpose Dam>

In the morning of 15 th, we visited the main office of KOWACO and took a tour to major facilities including the state-of-art Water Resources Control Center, the International Drinking Water Analysis Center of KOWACO. <Delegates in front of the KOWACO main office> <Exchange of the MOU and Agreements: Mr. Soche, President of PJT I, handed over the document to Dr. Hwan Ki Lee, Vice President of KOWACO>

The lessons to be learned from this twinning program will be shared by our NARBO members at the end of this year. Any progress made in the future will be updated on the NARBO website. The proposed work schedule for completing the benchmarking study is as follows: Proposed Work Schedule in 2005 * April - June: Identification of critical water/environmental issues and needs for each river basin - Points of Contact: Mr. Aris(PJT1), Mr. Idrus(PJT2), Dr. JK Kim (KOWACO) - Action plans for personnel/technical exchange will be discussed when KOWACO engineers visit the Citarum and the Brantas basins in Indonesia in June * August - September: Personnel/technical exchange * November 14-18: 3rd NARBO Training Workshop in Korea - Special joint session on the progress of the Twinning Program will be presented for the NARBO member countries * December: Joint documentation on the 2005 Twinning Program activities is prepared among NARBO, ADB, Indonesian NARBO, PJT1, PJT2, KOWACO
