Proposed General Local Elections Regulation Bylaw No. 4960, 2018 (Local Government Act Section reference updates) (File: 1610-20-4960) Revised Appendix C (On-Table) Bylaws are passed by a simple majority affirmative vote unless otherwise noted. THAT General Local Elections Regulation Bylaw No. 4960, 2018 be read a first, second and third time. 6.1. Integrated North Shore Transportation Planning Project (File: 0175-01) THAT further to the letter dated January 1, 2018 from Bowinn Ma, MLA, North Vancouver-Lonsdale, regarding the Integrated North Shore Transportation Planning Project, Council is in support of this initiative and commits to participation as a Core Partner Agency. 1329501v2 A-3

Proposed Road Closure and Removal of Highway Dedication Bylaw No. 4958, 2017 (at Jefferson Avenue) (File: 1610-20-4958) The proposed bylaw received first reading at the December 4, 2017 Council meeting. Approval by the Ministry of Transportation and Infrastructure (required pursuant to section 41(3) of the Community Charter) was received on December 7, 2017. THAT proposed Road Closure and Removal of Highway Dedication Bylaw No. 4958, 2017 be read a second and third time. 8. Proposed Endowment Fund Bylaw No. 4642, 2010, Amendment Bylaw No. 4947, 2017 (File: 1610-20-4947) The proposed bylaw received first, second, and third reading at the November 6, 2017 Council meeting. THAT proposed Endowment Fund Bylaw No. 4642, 2010, Amendment Bylaw No. 4947, 2017 be adopted. 9. Proposed Park Dedication Bylaw No. 4953, 2017 (Plateau Park) (File: 1610-20-4953) NOTE: Pursuant to the Community Charter s. 30 a park dedication bylaw may only be adopted by an affirmative vote of at least 2/3 of all the members of Council (5 members). The proposed bylaw received first, second, and third reading at the November 20, 2017 Council meeting. THAT proposed Park Dedication Bylaw No. 4953, 2017 (Plateau Park) be adopted. 10. CONSENT AGENDA ITEMS Items listed in the Consent Agenda are considered for approval in one motion, unless a member of Council wishes to debate an item and requests that it be excluded. If an item is excluded from the Consent Agenda it will be considered as an agenda item. The rule of order establishing a Consent Agenda provides that consent agenda items may be considered in total and without debate or amendment. 11. Consent Agenda Items The following Consent Agenda items may be considered for approval in one motion, or considered separately, or items may be excluded for debate. THAT the Consent Agenda items as follows be approved: Item 11.1 regarding Delegation Request; and Item 11.2 regarding Correspondence List. 11.1. Delegation Request (File: 0120-01) Any person, persons, or organization wishing to appear as a delegation before Council, shall submit a written delegation request to the Mayor and Council for consideration. The Mayor and Council may refuse to schedule a delegation on an agenda if the issue is not considered to fall within the jurisdiction of Council. Council must not permit a delegation at a Council meeting, to address: a bylaw in respect of which a public hearing has been held where the public hearing is required under an enactment as a prerequisite to the adoption of the bylaw; an issue which is before the courts or on which Council has authorized legal action; a request for funding; a purpose or subject that has no relation to an agenda item or is beyond the jurisdiction of Council; except as otherwise permitted by Council.
