PROPOSALS FOR THE UNDERTAKING OF AN ASBESTOS REFURBISHMENT SURVEY TO SPECIFIED AREAS OF JOSEPH BLACK BUILDING UNIVERSITY OF GLASGOW FOR AND ON BEHALF OF KENNETH BLACKBURN UNIVERSITY OF GLASGOW PROJECT REF: J371260 DATE: 16/03/2017 Prepared By: Chris Cook Scottish Office (Hamilton) Unit 3 Cadzow Park Hamilton South Lanarkshire ML3 6BJ
Introduction Further to your recent enquiry, we are pleased to confirm that we have now had the opportunity to evaluate our preliminary investigations for the aforementioned property and to submit the following quotation for a survey as you requested. Aim, purpose and type of survey The type of survey undertaken may vary, depending on the aim and purpose for which it is to be used. Surveys before demolition and refurbishment will continue to be required under the Control of Asbestos Regulations 2012 and the Construction (Design and Management) Regulations 2015. However, it is anticipated that most surveys will be undertaken to comply with the duty to manage asbestos in premises. In these cases, the aim of an asbestos survey is, as far as reasonably practical, to locate and assess all the ACMs present in the building and its purpose is to present the information collected in the way which allows the employer to manage the risk. Considering the aim/purpose of the survey and the clients position we suggest that a Refurbishment and Demolition Survey requires to be undertaken where as reasonably practicable:- Refurbishment and Demolition Survey A Refurbishment and Demolition Survey is used to locate and describe, as far as reasonably practicable, all ACMs in the areas where refurbishment will take place or in the whole building if demolition is planned. The survey will be fully intrusive and involve destructive inspection, as necessary, to gain access to all areas, including those difficult to reach. The site/building The property is accessed via the main Campus of the University of Glasgow. The property is a mid 1900s built block consisting of brick walls and flat roof areas. Extent of Survey The following areas are specifically excluded from the survey proposal: - All areas out with the scope of works supplied by client. The Survey will be undertaken in the following areas only: - Asbestos refurbishment survey to areas highlighted on client supplied plans.
The Survey A full and thorough survey of the areas identified on the plans supplied by the client will be necessary and will be conducted to determine the full extent of asbestos internally and externally of the areas designated at the above mentioned property. This will include where necessary the investigation of the building fabric, including structural fire protection, floor coverings, ceilings and voids above, cladding insulation materials, etc. Also included will be the pipework, the lagging, flanges and gaskets, boilers, exhausts and other installed building services. All operatives carrying out the service will be directly employed by Environtec Ltd. Environtec Ltd shall provide the necessary tools and equipment (ladders, hand tools, and sampling tools) to gain access to the areas being surveyed. All keys to doors and duct covers have to be made available to all areas and in so doing facilitating a full and concise survey with continuity of work. Environtec shall perform the survey in complete accordance with the current HSG264 Asbestos: The Survey Guide and other guidance relating to Health and Safety. Unless specifically requested we have not included for the following: Areas above 3m in height Floor voids Inspection of lift shafts without a specialist engineer (supplied by client) in attendance. Entry into confined spaces without prior knowledge and risk assessment supplied by the client Roof voids without safe walking access Flat roofs without sufficient hand rails in situ Underground ducts and voids Areas with potential Chemical and Biological hazards If you require any of the above to be included within this proposal you must inform the writer without delay. The format of the report The survey findings shall be presented in a single electronic copy, together with marked up drawings of each floor of the building, (the original drawings to be supplied by the client, where possible prior to the survey being undertaken). Photographs will be included. A detailed asbestos register section can be found in the report appendix. The report can be customised to incorporate the clients requirements.
