1 DISPOSAL OF SOLID WASTE Prepared by: City of Palm Coast Purchasing and Contracts Division
2 I. GENERAL The City of Palm Coast is considering alternatives to its current residential solid waste and recycling services. The City recognizes that many options it will consider will require significant development time, and is beginning this process now to proactively evaluate such options. The City seeks, through this Request for Information (RFI), to identify firms that can meet the City s future recycling and solid waste processing and disposal requirements. While this RFI will not result in the award of a contract, information gathered and obtained during this process may be used to support future procurement(s). Overall solid waste disposal and recycling objectives of the City include: Provide environmentally sound solid waste management and recycling services, preferably within Flagler County, for the next 30 or more years; Provide maximum reliability; Provide optimal waste reduction; Increase recycling levels to meet or exceed State mandated goals; and Encourage the use of innovative technology. Future requirements may include development of new facilities, contracting for capacity at existing facilities, acquisition or a combination of approaches. II. OBJECTIVES The objectives of this RFI are: 1. To inform interested parties of the City s solid waste management needs and to engage qualified firms regarding possible approaches to addressing those needs. 2. To determine the viability of emerging solid waste management options and technologies, in addition to established technical approaches. Viable options are defined as those solid waste processing and disposal options that would: Provide the City long-term waste disposal capacity; Be cost effective for the City; Provide high levels of service to the community; Increase recycling levels to meet or exceed State of Florida goals; and Provide flexibility to adapt to future changes. 2
3 3. To identify relevant procurement, technical, business and management issues. 4. To identify parties with the experience, financial capability and proven technology to effectively manage the City s solid waste. III. BACKGROUND The City s current solid waste collection and disposal service provides for manual curbside solid waste and recycling collection for all single family residential customers in the community. This service is broken down into twice weekly solid waste collection and disposal, once per week dual-sort recycling collection, once per week yard waste collection, and once per week bulk pick-up. White good disposal is on an as needed basis. The current annual volumes for calendar year 2010 are as follows: 25,600 tons of garbage 5,300 tons of yard waste 4,000 tons of recycling The expected future changes include: Increase in diversion of solid waste to recycling. The current residential recycling participation rate in the City is approximately 55%. IV. RFI RESPONSE AND PROCESS PURCHASING AND CONTRACTS DIVISION 160 CYPRESS POINT PARKWAY, SUITE B-106 PALM COAST, FLORIDA TO: RFI-CM-PCMD Disposal of Solid Waste SUBMITTED BY: Name of company It will be the sole responsibility of the Respondent to ensure that the response reaches City Offices at above stipulated address by no later than 2 p.m. on Tuesday June 7,
4 PROPOSAL SUBMISSION AND WITHDRAWAL: The City shall receive RFI submittals at the above address. The outside of the envelope/container must be identified with the RFI number and title as stated above. The envelope/container must also include the Proposer's name and return address. Receipt of the RFI submittal in the Purchasing & Contracts Management Division after the time and date specified due to failure by the Proposer to provide the above information on the outside of the envelope/container shall result in the rejection of the RFI submittal. RFI submittals received after the specified time and date shall be returned unopened. The time and date will be scrupulously observed. The City shall not be responsible for late deliveries or delayed mail. The time/date stamp clock located at the Reception Desk in Suite B-106 of City offices shall serve as the official authority to determine lateness of any RFI submittal. The City cautions Proposers to assure actual delivery of mailed or hand-delivered RFI submittals prior to the deadline set for receiving RFI submittals. Telephone confirmation of timely receipt of the RFI submittal may be made by calling (386) , before the 2:00 deadline. Proposers shall submit Six (6) COMPLETE SETS (one [1] original, four [4] copies and one [1] electronic copy (CD)) of the RFI submittal with all supporting documentation in a sealed envelope/container marked as noted above. The CD should be an exact duplicate of the hard copies and should be one complete file (PDF preferred), not a series of files. The Proposer may submit the RFI submittal in person or by mail. The Proposal must be submitted on 8 1/2" x 11" paper, numbered, typewritten, with headings, sections, and sub-sections identified appropriately. The total number of pages MUST NOT exceed 45 pages (does not include the required submittals, addenda or résumés). Proposers may withdraw their RFI submittals by notifying the City in writing at any time prior to the time set for the RFI deadline. Proposers may withdraw their RFI submittals in person or through an authorized representative. Proposers and authorized representatives must disclose their identity and provide a signed receipt for the RFI submittal. RFI submittals, once opened, become the property of the City and will not be returned to the Proposers. No additional information may be submitted, or follow-up made, by any Proposer after the stated due date unless requested by the City. At the time of opening and upon review of the RFI submittals, the City reserves the right to request all required forms/attachments (other than issued addenda) that may not have been submitted at the time of submittal. The respondent shall have twenty-four (24) hours from the City s request to supply this information to the City for their RFI submittal to be considered valid. 4
5 1. Process Overview The RFI responses will be reviewed by an evaluation team determined by the City Manager. Based on the results of this review, certain Respondents may be invited to make formal presentations to the evaluation team. Following these discussions, the City will review the responses, the results of firms team discussions and developments in solid waste management in Florida, the United States and abroad. Based on the data gathered, the City may conduct procurement(s) as appropriate to develop new infrastructure, structure new agreements, as well as, other related activities to provide for a smooth transition. 2. Firm Discussion Sessions The City may invite potential firms to participate in formal presentations to the City Evaluation Team. An agenda will be prepared in advance of these presentations to allow for discussion of the City s issues. The purpose of these presentations is to further discuss the responses submitted to this RFI. Therefore, in selecting companies to participate in the presentations, the City will consider the nature of responses. 3. Costs of RFI Responses Preparation and Meeting Attendance The costs and expenses associated with the preparation of a response, including attendance at any formal presentations, and preparation of all other information required pursuant to this RFI, will be at the sole cost and expense of the Respondent. In no event will a Respondent have a claim against the City, its staff or its consultants or agents for reimbursement of any such costs or expenses. 4. RFI not a procurement document This RFI does not constitute a solicitation or procurement document for any design, construction, operation or service relating to the City s solid waste management infrastructure. 6. Format Respondents are to use The City requests that responses to this RFI be organized into the following sections: 1. General Company Information 2. Overall Approach 3. Technical Issues The City further requests that responses include a letter of transmittal that identifies the name, address, title, telephone number, fax number and e- mail address of the Respondent s contact person who will serve as the interface between the City and the Respondent. 7. General Firm Information Respondents shall submit a cover letter on company letterhead transmitting the company s response for the requested services. The letter must be executed by a corporate officer of the company. The company shall provide the following information: Business structure of the Respondent entity (e.g., corporation, partnership, sole owner, joint venture, etc); The ultimate parent company ownership of the proposing entity; The address and location of the office responsible for providing the potential services; Name, address, telephone number, and contact person who will be responsible for all services to be provided; The area of expertise of the Respondent entity; Information related to the financial resources, professional ability to implement any or all component(s) of their plan(s); Related experience performing the services; At least three (3) references from clients that have acquired similar services to the services being considered; and A timeline of how long your company has been providing the respective services. 6
7 8. Overall Approach A narrative shall be provided that describes the Respondent s understanding of the RFI and its objectives, as well as, the Respondent s overall proposed approach. In this section, the Respondent should discuss: The role the Respondent may be able to serve in order to meet the City s needs (e.g., technology vendor, overall program manager and project guarantor, single source provider of all services, etc.); A narrative description of the component(s) of their proposed plan(s) or product(s) that would aid the City s solid waste management efforts, including a description of the proposed management approach; The portion, component, or amount of the City s waste that their proposed system(s) would be able to manage; Any facilities owned by the Respondent that are currently in operation, and that may be incorporated into the Respondent s proposed approach; Any new facilities envisioned to be developed or acquired in the County or outside the County in order to assume the envisioned responsibilities; Sketches, drawings, photos, etc. of existing installations or any other graphics that would convey the proposed concept; Information related to the financial resources and professional ability to implement any or all component(s) of their proposed plan(s); and How the Respondent will involve the public in the implementation of their proposal. 9. Technical Issues Issue 1. The City is open to a variety of solutions to the future needs of their solid waste management. Such solutions may include but are not limited to: Transfer, Haul and Disposal of Waste; Waste to Energy (WTE) Processing ; Landfill Disposal; Thermal Conversion; Biological Conversion; Chemical Conversion; Recyclable Material Recovery and Marketing; and Recovered Material Beneficiation (for end user marketing). 7
8 Respondents should provide a discussion of interest and capability to perform each of the above-mentioned services. For each technology considered, please provide, as appropriate: A narrative describing the component(s) of the proposed plan(s) or product(s) that would aid the City s solid waste management efforts; The portion or amount of waste that the proposed system(s) would be able to manage; and Sketches, drawings, photos, etc. of existing installations or any other graphics that would convey the proposed concept. Issue 2. The City may be interested in the use of innovative technologies as part of its solid waste management infrastructure. The City is, however, concerned about the reliability and effectiveness of any such technology. Respondents shall discuss any innovative technologies it may propose for use in the City s System. For each technology considered, please provide at least the following, as appropriate: A description of the process flows, including all inputs, outputs, conversion methods, and related information to provide for a complete understanding of the technology(ies); The most probable throughput capacity to be accommodated by such technology(ies); Examples of similar projects completed by the Respondent, including their processing capacity, operating costs, commissioning date, and years of operation; Pre-processing requirements; Site requirements (area, location, etc.); Total waste reduction by weight and volume; Environmental impacts and required controls; Approximate capital and operating costs; and Any applicable revenues projected from the sale of products. Issue 3. There are currently no solid waste management facilities located in Flagler County. This is a major contributor to higher rates currently being imposed upon City residents. The City is interested in any and all possible alternatives including potential sites for the development of facilities to assist in the solid waste/recycling processes. Respondents shall describe any potential sites in general terms, including total developable area, proximity to major transportation routes, and any other relevant information, that either potentially enhances or prohibits site development. 8
