1 Agriculture, Food Security and Rural Development The cluster supports the NEPAD/AU agenda on agriculture, food security, and rural development. A key target is to implement the Comprehensive Africa Agriculture Development Program (CAADP), adopted by NEPAD. Cluster activities: Providing coordinated and effective UN support to NEPAD and the Rural Economy Agriculture Department (DREA) and the Regional Economic Communities (RECs) in their effort to advance food security and agriculture development in Africa Promoting Agro-Industry and Agri-business Development in African Countries with emphasis on Regional Value chain Providing sustainable land and water resources management in view of climate change and its impacts Undertaking studies requested by NEPAD and DREA Enhancing market access for Small-Holder Farmers Tracking agriculture expenditure in the context of the Maputo Platform of Action commitments Key achievements: Provided input that highlighted possible areas for joint Afro-Arab Cooperation to achieve sustainable agricultural development and food security. This information used for the highlevel expert meeting jointly organized with the league of Arab states and the Africa Union Organized the Ministerial Conference on Water for Agriculture and Energy in Africa held in Sirte, Libya, which focused on the challenges of climate change. The result was a final declaration of twenty-one recommendations on enhancement of agriculture through water resource management and improvement of the energy sector in Africa FAO, IFAD, UNICEF and WFP supported the NEPAD Planning and Coordinating agency (NPCA) to launch the Home-Grown School Feeding Programme under CAADP, focusing on eradicating hunger and poverty through increased agricultural productivity, well-integrated markets and expanded purchasing power of vulnerable groups
2 Assisted NEPAD and the African Union by conducting a survey on public expenditure in support of the food and agriculture sector in line with the commitments from the Maputo Plan of Action in 2003 Supported an FAO/AU Technical and Ministerial Meeting in 2006 to deliberate and agree on concrete measures to accelerate CAADP implementation, focusing on water control, infrastructure development and intra-african trade for food security Helped the NEPAD Secretariat to reclaim land, promote investment in agricultural production, promote public-private partnership at sub-regional levels, improve rural infrastructure, reduce post-harvest losses and enhance women s participation and entrepreneurial activities, including in rural areas For further information, please contact the coordinator at: weldeghaber.kidane@ fao.org Reference:
3 Advocacy and Communication The main objective of this cluster is to promote greater understanding of NEPAD globally, build support for NEPAD among Africans and the international community, and promote the work of the UN in support of the NEPAD Cluster Members: Please refer to the 2010 edition of the RCM-Africa Directory Cluster governance: This cluster is coordinated by the Office of the Special Adviser on Africa (OSAA). ECA is the Co-coordinator. Ms. Mieko Ikegame from OSAA is the current Coordinator Cluster activities: Organize dialogue for senior members of the African Media to improve the media s ability to cover the unfolding NEPAD story; and maximize the journalists exposure to high-level NEPAD officials Arrange Briefings with Member States and with members of the press to increase information about activities and priorities on the continent Arrange high-level meetings in major capitals of traditional and emerging donors to Increased political commitment and financial support Informative website with up-to-date project content on national and regional initiatives to Improve media and agencies ability to provide up-to-date coverage and advocacy for resource mobilization and information purposes Produce radio programmes in all official UN languages and Swahili to enhance public awareness of NEPAD Get involved in NEPAD workshops and sharpen NEPAD communication strategies Provide strategic and technical support to OSAA in public information and advocacy in support of NEPAD Key Achievements: Developed a Business Plan that was aligned with the African Union Commission and NPCA communication priorities as reflected in their then current communication plans. Several cluster members were involved in the NEPAD-organized workshop on communication (Ghana, April 2007). The goal of the workshop was to make African civil society and private sector organizations more aware of NEPAD and to develop a forward-looking communication and advocacy strategy
4 The cluster held a Regional Media Dialogue (RMD) on NEPAD (South Africa, February 2009) with journalists working in Africa, and UNDP has provided funds for this. 5 Environment, Population and Urbanization The Environment, Population, and Urbanization Cluster deals with cross-cutting and sectoral issues and assists the AU Commission and other African organizations in the formulation and implementation of their environmental population and urbanization policies. In addition, it works to increase joint projects and collaborative efforts in support of the African Union and its NEPAD programme. The objectives are to address the challenges of growing populations and movement of people; rapid growth of towns; environmental degradation and pollution; and the lack of demographic statistics. Cluster activities: The activities of this cluster were based on three thematic areas: Sustainable NEPAD cites led by UN-HABITAT Data monitoring and evaluation of progress in the achievement of NEPAD goals in environment, population and urbanization led by UNFPA and WMO Development and implementation of the Environment initiative of NEPAD led by UNEP Key achievements: Developed a Business plan in line with AU/NEPAD Action plan for the year Developed the African Common Position that helped present a united front during the climate change negotiations held in Copenhagen, Denmark in December The key issues were mitigation; reduction of emission levels; low carbon development options and adoption; disaster reduction and risk management; sectoral planning and implementation and; building economic and social resilience Developed a comprehensive program on climate change for Africa through establishing the Climate Information for Development in Africa (ClimDev Africa ) Contributed to the establishment of the Africa Climate Change Policy Center (ACPC) hosted by UNECA

7 Governance The Cluster promotes good governance through direct support to the secretariat of the Africa Peer Review Mechanism (APRM) and to the APRM process at the regional and country levels. It is composed of two Sub Clusters: Political governance coordinated by UNDP Economic and corporate governance coordinated by ECA Cluster Members: Please refer to the 2010 edition of the RCM-Africa Directory Cluster governance: The cluster is coordinated by United Nations Development Programme (UNDP). Mr.Khabele Matlosa is the current coordinator Political governance: The Sub Cluster gives high-level advice to the NEPAD Secretariat and has participated, with other cluster members, in NEPAD Steering Committee meetings, Heads of State and Government meetings, and Africa Partnership Forum. UNDP worked closely with partners, including in regional and country workshops, to develop both the Capacity Development Strategic Framework, which was endorsed by Ministers of Public Service, and the Communication and Advocacy Strategy. Economic Governance: The Sub Cluster contributed to the improvements in macroeconomic policy, which helps create a positive economic environment for growth and achieving the MDGs. Its yearly flagship publication, the Economic Report on Africa (ERA), and its advocacy activities, such as the annual Conference of African Ministers of Finance, Planning and Economic Development, inspire thinking and progress in many African countries. 8 Key achievements: Provided advisory services to the NEPAD Steering Committee meeting,hsgic and the African partnership forum Produced two Africa Governance Reports (AGR) in 2005 and 2009 Contributed to capacity building of APRM stakeholders and APRM Sensitization and training workshops in support of country process. These were organized in Dar-es-salaam, Djibouti, Cameroon, Togo, and Guinea. 9 Industry, Trade and Market Access Cluster (ITMA) This is cluster was established following the re-configuration of the Agriculture and Market access cluster, during the 7th RCM. Its objective is to support African regional and sub-regional organizations in strengthening their capacity to lead the development, needs assessment, resource mobilization, implementation and monitoring of AU/NEPAD related programmes and projects in the context of trade, industry, and market access. Mr. David Tommy is the current coordinator. Cluster Activities: Ensure better market access for African exports Help African countries to set standards including sanitary and phytosanitary requirements. The Agreement on the Application of Sanitary and Phytosanitary Measures (SPS Agreement) is an international treaty of the World Trade Organization. Under the agreement, the WTO sets constraints on member-states policies on food safety (bacterial contaminants, pesticides, inspection and labeling) as well as animal and plant health (phytosanitary). Build capacity in agriculture, trade analysis and negotiation Diversify commodity-dependent economies Key achievements: Assisted in the development of the Plan of Action for the Accelerated Industrial Development of Africa which forms the basis of the work on the industrial sector The Plan of Action for the Accelerated Industrial Development of Africa, together with other projects was approved by the Conference of African Ministers of Industry (CAMI) Cluster members jointly provided support in the implementation strategy of the Plan of Action; Monitoring, Evaluation and Financing and Resource Mobilization, and the Way Forward. 10 Infrastructure Development Cluster The Infrastructure Development Cluster is comprised of four separate sub-clusters as follows: Water and Sanitation, well known as UN-Water Africa, coordinates all inter-agency activities on water and sanitation. Energy, well known as UN-Energy Africa coordinates all inter-agency activities on energy. Information and Communication Technology (ICT), which includes the United Nations Group on the Information Society (UNGIS) and the United Nations Geospatial Information Working Group (UNGIWG), coordinates all inter-agency activities on ICT. Transport: implement the Sub-Saharan Africa Transport Policy Program (SSATP), the Yamoussoukro decision, Transport corridors, the Almaty programme of Action. All sub-clusters have a stake in climate change and work closely with AUC, NEPAD Planning and Coordinating Agency and related sectoral ministerial conferences. Water and Sanitation Sub-cluster The sub-cluster operates under the auspices of the UN-Water/Africa with the aim to support the Integrated of Water Resource Management (IWRM) principles of the Africa Water VISION 2025 and to assist River Basin development initiatives. Sub-cluster activities: Sustaining institutional support to the African Ministerial Council on Water (AMCOW). Developing of a Common Position and perspectives on water. Produce publication of key policy documents on water and establishment of financing mechanism. Key achievements: Maintained support to AUC, RECs (i.e. ECCAS and SADC), River Basin Organizations (i.e. CICOS and NBI) in substantive operations. Continued the maintenance of the African Water Information Clearing House (AWICH), a waterrelated Meta data information clearing house, designed to improve international cooperation based on ready access to available data and information in the water resources sector.
11 Energy Sub-Cluster The sub-cluster supports the implementation of the outcomes of the World Summit on Sustainable Development (WSSD), the Ninth UN Committee on Sustainable Development (CSD9), to make the African Energy Commission (AFREC) operational and assist Member States to provide an enabling environment to attract investors, within the frame work of the NEPAD energy infrastructure. Sub-cluster activities: Activities are in three thematic areas: energy access; energy efficiency; and renewable energy. Activities are meant to: Strengthen capacity in decision-making at national and sub-regional level. Provide support to the AU Commission in developing an Africa Energy Vision Develop tools to resolve institutional gaps in addressing the low levels of access to and consumption of energy in rural areas. Key achievements: Undertook capacity-building for press officer on Climate change. Financing for Clean Energy and climate adaptation was presented by the AfDB. Agencies in the sub-clusters are working with the AfDB, AUC and NEPAD Planning and Coordinating Agency whereby they fully participate in planning meetings and elaboration of work programmes for UN-Water/Africa and UN-Energy/Africa. Information and Communication Technology (ICT) Sub-cluster The sub-cluster aims at narrowing the digital divide by helping implement the NEPAD Short- Term Action Plan (STAP) on infrastructure. Sub-cluster activities: Enhance Africa s participation in a global ICT policy. Follow up the World Summit on Information Society. Follow-up the African Regional Action Plan on Knowledge Economy, as well as the CONNECT Africa Summit held in Kigali, Rwanda, in It helped harmonize policy and regulatory frameworks at regional level and improved availability and use of information for development of geo-spatial technologies. Key achievements Following the launch of the Africa Climate Policy Centre (ACPC), research is ongoing on a program targeting e-waste. Development of a dedicated Climate Change Activities geospatial database. Met with the NEPAD e-africa Commission on harmonizing Information Society activities between the NEPAD Secretariat and AUC as well as launching HIPSSA.
12 Meetings held with AUC related to PIDA, ARAPKE, ConnectAfrica and AFREF as well as bureau servicing of ICT Ministers meetings as well as with RECs i.e. ECOWAS & SADC on e-legislation. Transport Sub-cluster The sub-cluster implements the Sub-Saharan Africa Transport Policy Program (SSATP), liberalize access to the air transport market in Africa, in accordance with the Yamoussoukro decision, Transport corridors and the Almaty programme of Action. Sub-cluster activities: Support the AU in the context of the Programme for Infrastructure Development in Africa and the RECs with regard to the transport corridors. Support ad hoc programmes such as the Sub-Saharan Africa Transport Policy Programme (SSATP) in collaboration with the World Bank. Sustain road safety in collaboration with the World Health Organization (WHO) and Almaty Programme of Action (APoA) in collaboration with the United Nations Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (UN-OHRLLS) were undertaken. Key achievements Worked directly with AUC, RECs, Transport corridors and SSATP, with The Fédération Internationale de l Automobile ( FIA ) in Road safety, and UN-OHRLLS in the Almaty programme of Action. 13 Peace and security The Peace and Security cluster aims at strengthening regional and sub-regional organizations in terms peace and security, postconflict reconstruction and development, human rights, justice and reconciliation. It also supports the implementation of the Ten- year Capacity Building Programme for the African Union. This cluster is supported by three sub-clusters: Peace and Security Architecture of the AU; Post-Conflict Reconstruction and Development; and Human Rights, and Justice and Reconciliation sub-clusters. Cluster activities Peace and Security Architecture of the AU The sub-cluster actively provides the AU Commission with financial, material and technical support. Providing coordinated support to help the AU make its peace and security structures operational Providing technical support to the Peace and Security Council (PSC) Assisting in gathering and sharing information and developing an AU website for the PSC Providing the AU with expertise for the African Standby Force (ASF) Mobilizing technical support for the Panel of the Wise and give technical, financial and material support Helping to implement AU s Post-Conflict Reconstruction and Development Policy and work towards making Africa free of landmines and illicit trade in small arms and light weapons Post-conflict Reconstruction and Development The sub-cluster supported the AU to develop a comprehensive and strategic policy on Post-Conflict Reconstruction and Development. It is coordinated by the UN High Commission for Refugees (UNHCR). The sub cluster continues to provide the AU Commission with finical, material and technical support.
14 The Human Rights, Justice and Reconciliation The sub cluster encouraged further harmonization of plans between AU and UN in the filed of human rights, justice and reconciliation and also addressed health, gender, culture and regional integration issues as part of its activities. It is coordinated by the Office of the High Commissioner on Human Rights (OHCHR). Key achievements of the Cluster: DPA set-up of the Secretariat of the Panel of the Wise(POW ) EAD, DPA provided resources to develop and mange a data base /Roster of African Technical Assistance and Election observers Developed support towards the development of ASF Rapid Deployment Capacity (RDC), Polices capacity, and logistic support concept. Provided resources for the first AU Special Summit, and the production of various publication Provides support in the development of the legally binding international instrument in the world African Union Convention on the Protection and Assistance of IDPs. Published and widely distributed twelve comprehensive assessment reports on countries emerging from conflict. Mapped existing scattered human rights strategies programmes and plans of action being implemented through the institutional framework of various AU and other regional organs. 15 Science and Technology The Science and Technology Cluster supports the implementation of Africa s Science and Technology Consolidated Plan of Action (CPA). Three inter linked pillars make up the CPA for science and technology: capacity building, knowledge production and technological innovation. Cluster Members: Please refer to the 2010 edition of the RCM-Africa Directory Cluster governance: The cluster is coordinated by United Nations Educational, Scientific and Cultural Organization (UNESCO). Economic Commission for Africa is the Vice -coordinator. Ms. Shamila Nair-Bedouelle is the current Coordinator. Cluster Activities: The cluster actively participated in the establishment of the AU/NEPAD Science and Technology Consolidated Plan of Action (CPA), which was formally adopted by the AU Summit in Addis Ababa in January UNESCO s General Conference adopted a plan to contribute to the implementation of the CAP, which included joint activities with other agencies. Others include Supporting and monitoring the process of the development of the AU Africa s Science and Technology (S&T) Consolidated Plan of Action Updating and restructuring of S&T systems and policies in Africa Supporting the Inter-agency Network on Biotechnology Key achievements: Developed science, technology, and innovation policy. 16 Social and Human Development The working objectives of this cluster are based on the AU and NEPAD priority areas and are consistent with the MDGs, the UN General Assembly Special Session on HIV/AIDS and the 2001 Abuja Declaration on HIV/AIDS, Tuberculosis, Malaria and other related diseases. It has six sub clusters: Health, HIV/AIDS, Malaria, TB and other infectious diseases with WHO and UNAIDS as cocoordinators; Education and Human Resources coordinated by UNESCO; Gender, Youth and Development coordinated by UNIFEM; Social Welfare, Protection and Human Trafficking coordinated by IOM; Labour and Employment coordinated by ILO; Sports and Culture coordinated by AUC/UNDP. 17 UNIFEM, UNFPA supported the launch of the UN Secretary General s Africa-UNiTE Campaign to End Violence against Women and Girls (UNiTE) UNDP.IOM, UNFPA supported the AU Youth Volunteers Program IOM, UNICEF, UNODC, ECA, OHCHR, UNHCR, ILO supported the AU strategy on the Human Trafficking Campaign ILO, ECA, WHO, WFP, UNDP contributed to the elaboration of the Roadmap for the Implementation of the Global Jobs Pact for Africa UNAIDS, UNECA,UNICEF, WHO, in support of the a study to be undertaken on cost of hunger in selected pilot countries focusing on economic and social impacts of child under nutrition, contributed to compilation of the Draft country selection criteria UNECA, UNFPA, UNICEF, WFP, WHO supported the organization of the 3rd Interagency meeting1 of UN agencies, RECs and AUC in the preparation for reporting on Universal Access for HIV/AIDS, TB and Malaria by 2010 and beyond.
