11 DISCUSSION Questions? Policy restraints to upgrading of aging infrastructures may restrain farmers ability to maintain economic livelihoods and food security. Policy recommendations to Canada and the USA to improve local diking structures with strong incentives and capacity building in diking districts that include farmer participation. Potential to foster future dialogue in agricultural policy-making within trans-boundary water treaties.
