3 I. INTRODUCTION I. LEGAL BASIS

4 1. Integrated Crop Management approach (ICM) need to be the strategic guidelines which has a crucial role in the management of crop cultivation. 2. Crop protection activities, as integral parts of the ICM concept, still becomes one of the backbone in the implementation of crop cultivation, besides its role in reducing the rate of loss of agricultural output. 3. One of the crop protection concepts that have been widely known as Integrated Pest Management (IPM) is a national program, and considered to be quite successful since a few years ago. 4. In Integrated Pest Management concept, pesticides use, especially chemical pesticides, becomes the last alternative to control crop pest and disease.

12 APPLICANT Application forms enclosed with administration requirement document to Minister of Agriculture via Head of Pusat Perlindungan Varietas Tanaman dan Perizinan Pertanian (PPVTPP) Registration application documents Administrative evaluation by Head of PPVTPP -at the latest 3 days ACCEPTED- sent to General Director with form model I TECHNICAL EVALUATION by General Director REJECTED Written notification with form model II Quality of active ingredient, Toxicity and Efficacy Trial Institutions Evaluated by Technical Expert Team, then discussed in the Pesticide Committee during Plenary meeting ACCEPTED, Ministry of Agriculture Decree (TEMPORARY/PERMANENT PERMIT) at the latest 90 working days. If > 90 working days there has been no decision, the decision will be taken by General Director on behalf of Minister of Agriculture POSTPONED Written notification by Director General via Head of PPVTPP with form model IV, the applicant should complete the data no later than 7 work days REJECTED Written notification by Director General via Head of PPVTPP with form model IV Minister of Agriculture Decree about Registration and Pesticide License sent to applicant via head of PPVTPP 12 MINISTRY OF AGRICULTURE

Experimental Use Permit Procedure Applicant PPVTPP Administrative evaluation (3 days) include : Deed of Incorporation and the amendments for business entity (Usaha Dagang, Firma, CV, NV), and for legal entity (PT, Koperasi); Trading License (SIUP)/Trade Registration Certificate (TDP) of pesticide; Tax Number (NPWP); Domicile certificate/card Identity(KTP); Statement of Entitled person to sign in the context of the registration and licensing; Letter of Guarantee of Supply from Active Ingredient Supplier. COMPLETE Send to Director General of Facility and Infrastructure for technicak evaluation NOT COMPLETE Written Notification from Head of PPVTPP 13 MINISTRY OF AGRICULTURE

14 TECHNICAL EVALUATION by Directorate General of Agriculture Infrastructure (from documents that send by Head of PPVTPP) technical evaluation related to : Continue.. Physical and chemical properties of Pesticide Toxicology; Efficacy. 19 VII. CONCLUSION

20 1. Registration of pesticides in Indonesia requires very careful attention to prevent the entry of products that do not have sufficient credibility. 2. So it requires tight regulation and supervision at field level for pesticide use.
