The national delegations were made up of 2 representatives: one from the National Statistical Institute (NSI), and one from the Ministry of Agriculture. In the case of Algeria, the representative of the Ministry was unable to attend. Mr Mukesh Srivastava from the FAO contributed to the Task Force and the workshop. The agenda and list of participants are provided in Annexes 2 & 3.
2 Page 2 Workshop on National Strategies for the Development of Agricultural Statistics 1. Main Results a. Building a national strategy for improving agricultural and rural statistics will improve data quality and production, which are necessary for conducting and undertaking frequent and deep analysis of rural and agricultural development. These analyses are crucial for policy-makers as they react to the many new challenges such as food crises, climate change and global warming, resource degradation, market volatility of food products, and poverty alleviation; b. The strategy constitutes a good opportunity for countries to assess users needs, to develop capacities, elaborate plans to satisfy them and to identify financing sources (government and international donors). It is important for countries to take advantage of the current momentum for agricultural and rural development and for the implementation of strategies for improving agricultural and rural statistics. c. The strategy is also a good opportunity for better coordination among international donors in their efforts to improve agricultural statistics and to avoid disparate and unsustainable actions. d. It is important to stress that the Global Strategy is a long-term effort that will be implemented in stages, according to the level of development of the statistical system of each country. e. National strategies should build on what exists and consolidate it, taking into account difficulties in the field and the context of each country. It should be part of the agricultural and rural development strategy. It should halt, and reverse, the current decline in agricultural statistics systems noted in some of the partner countries, due in part to the loss of qualified human resources due to early retirements. f. The strategy is not an addition to the current number of projects; it is a comprehensive programme in alignment with agricultural policies, including statistical operations, the mobilisation of adequate human and financial resources, coordination issues, etc g. The strategy should be developed as one that is inclusive and consultative, using mechanisms that involve all stakeholders, including those that are most likely to bring the resources and support needed to develop agricultural statistics. An active communication policy that increases the visibility of the strategy will help finding support for its implementation. h. It should be realistic and sustainable with identified priorities, timetabled, but also flexible enough to cope with changes. It should also use scientifically-based statistical methodologies for estimates and calculations. i. The strategy should strengthen the relationships between users and producers and increase the awareness of the public regarding the role of good agricultural statistics (dissemination, indicators understandable by the large public (tells stories to the public). j. The strategy should develop advocacy arguments for the general public but also for policy-makers. k. The implementation plan should include i. The three pillars: 1. The establishment of a minimum set of core data to meet the current and emerging demands; 2. The integration of agriculture into the national statistical systems; 3. The foundation for the sustainability of the agricultural statistical system (governance and statistical capacity building). ii. Monitoring, and evaluation system that measures progress and strengthens accountability;
3 Page 3 iii. Organisational and institutional issues; iv. Financial and human capacity. 2. Follow-up a. Most countries expressed their interest in the elaboration of national strategies to improve agricultural and rural statistics. Some have already asked for technical assistance to elaborate it. Others participants will consult with their hierarchy for that. b. The Key Expert will be in position to respond to requests expressed by partner countries to assist in elaborating this strategy where asked to do so. BaseCamp and CIRCA Finally, Mrs. Beata Suszterova, Project Officer from the MEDSTAT III management team, presented the BaseCamp, a communication tool to be used by participants throughout the MEDSTAT III program. 4 Page 4 Annex 1: Objectives, results and organization of the workshop Objectives & results This interactive one-day workshop was the occasion to present to MPCs the Global Strategy to Improve Agricultural and Rural Statistics and to look at the ways to develop and implement national strategies for improving agricultural and rural statistics The objectives assigned to this workshop were: - Understanding of the preparation of national strategies for the development of agricultural statistics; - Better integration of agricultural statistics in the National Strategies for Development of Statistics (NSDS); - Better dialogue between users and producers and among producers themselves. The expected output was an agreed methodology for elaborating national strategies for developing agricultural statistics in South Mediterranean Countries Organisation of the Workshop The Workshop was structured around formal presentations and interactive discussions. Three presentations were discussed: - Global Strategy to Improve Agricultural and Rural Statistics: Agricultural Key expert; - Agriculture statistics development for South Mediterranean Countries: Mr. Redouane Arrach, Morocco; - A Guide to Designing a National Strategy for the Development of Agricultural Statistics: Agricultural Key expert The presentation addressed the following questions: - Why is it important to have a strategy for improving Agricultural and Rural Statistics? - What are the main elements of the strategy? - What are the pillars of the strategy? - How to build a national strategy? Participants shared their views on the issues associated with the Global Strategy for Improving Agricultural and Rural Statistics and the possibilities of elaborating national strategies, which provides the vision for national and international statistical systems to produce the statistical data needed to make policy decisions and to assess their impacts.
