1 Background CONCEPT NOTE GLOBAL LAUNCH OF THE INTERNATIONAL YEAR OF QUINOA 2013 New York, Wednesday, February 20 th, 2013 The number of people living in malnutrition continues to rise in high proportions, particularly by those in developing countries. In 2010, it was estimated that billion people were affected by it, with 98% living in the developing world. Fast food consumption and obesity are on the rise, therefore it is very important that quality foods are identified and produced. Quinoa is an ideal food known for its nutritional value and agronomic versatility, and thus it can benefit most those that lack quality food sources. At the initiative of the Government of the Plurinational State of Bolivia, the UN General Assembly adopted resolution A/RES/66/221, which declared 2013 as the International Year of Quinoa. The resolution recognized the value of quinoa as an agent to provide food security and help poverty eradication that will support the achievement of the Millennium Development Goals as well as the declarations of the World Summits on Food Security and Nutrition. The declaration further reaffirmed that the Indigenous Peoples of the Andes, through their traditional knowledge and practices of working in harmony with nature, maintained, controlled, protected, preserved, and developed quinoa in its natural state, including its many varieties and locations for cultivation, as food for present and future generations. The UN General Assembly invited the Food and Agriculture Organization of the United Nations (FAO) to facilitate the observance of the International Year of Quinoa, in collaboration with governments, relevant UN System agencies, indigenous peoples organizations and NGOs. The FAO Director-General nominated the Regional Office of FAO to Latin America and the Caribbean as the Technical Secretariat for the International Year of Quinoa pursuant to Resolution 66/221. IYQ Master Plan The Technical Secretariat of the International Year of Quinoa and Member States of the International Committee of Coordination For the International Year of Quinoa (ICC-IYQ) have developed the Master Plan for the International Year of Quinoa 2013, contained in document (A/67/553), and its implementation of the IYQ involves identifying and engaging partners, the

2 indigenous peoples and the community associated with quinoa cultivation to develop synergies and initiate joint actions. The strategy for implementing the IYQ is based on three interrelated and complementary components: 1) Information, Communication and Promotion; 2) Research, Technology and Marketing, and 3) Fundraising and Cooperation mechanisms Vision Quinoa is recognized and accepted around the world as a natural food resource with high nutritional value of Andean origin. Objective The main objective of the Implementation of the IYQ is to raise awareness on the nutritional, economic, environmental and cultural value of quinoa. Quinoa plays a vital role in food security, nutrition, and the eradication of poverty in support of the achievement of the internationally agreed development goals, including the Millennium Development Goals. Specific Objectives To increase awareness of the high potential of quinoa to contribute to food security in various regions of the world, especially in countries where the population does not have ready access to alternative protein sources or where crop conditions are not optimal. To prepare the technical basis and formulate policies for the conservation and sustainable use of the diversity of quinoa worldwide. To appreciate the contribution of Andean indigenous people as custodians of quinoa as a food source for present and future generations. To enhance lasting international partnership and cooperation among public, nongovernmental and private stakeholders in the quinoa crop. To value the importance of the development of sustainable production systems of quinoa for consumption and food security. IY Quinoa launch The Technical Secretariat of FAO and the Government of the Plurinational of Bolivia, in the capacity of President of the International Committee for Coordination of the International Year of Quinoa, and in coordination with Member States parties of the International Committee for Coordination of the International Year of Quinoa, will organize the Global Launch of the International Year of Quinoa that will take place in New York on Wednesday, 20 February 2013 during the 67th Session of the United Nations General Assembly. FAO Special Ambassadors for the International Year of Quinoa On 11 June 2012, H.E. Mr. Jose Graziano da Silva, Director-General of the Food and Agriculture Organization of the United Nations, appointed H.E. Mr. Evo Morales Ayma, President of the Plurinational State of Bolivia, as Special Ambassador to FAO for the International Year of

3 Quinoa. He also announced that Ms. Nadine Heredia, First Lady of Peru, will be designated as Special Ambassador to FAO for the International Year of Quinoa. The proposed themes of the High-level Panel Discussion on food security and nutrition: Global Launch of the International Year of Quinoa Food security and nutrition, and the right of people to food and food sovereignty. Indigenous peoples, ancestral knowledge, and sustainable development in harmony with nature. Biodiversity of quinoa and its potential to address climate change. The high potential of quinoa and its contribution to food security, nutrition and the eradication of poverty in achieving development goals.
