5 3 from the director nepal Dear Friends, This year we continued to empower communities to achieve increased income and nutrition, food security, better environments, women s empowerment and social capital. Though inputs of livestock, agriculture inputs and trainings seem simple, they are ideal for rural farm communities and the impacts are visible long after the project ends. In Nepal, women s groups supported by Heifer with livestock, agriculture inputs and trainings many years ago are still active proponents of development in their village. Heifer s approach is effective and sustainable because the participants play an active role in bringing themselves out of poverty. For Nepal, where most of the resource poor are rural farmers, this means increasing productivity by building the technical expertise in livestock and agriculture. Mobilization of personnel and community resources, institutional development and increased market access are also crucial. Our signature project Smallholders in Livestock Value Chain also known as Empowering Women Farmers in Nepal, which began in January, is Heifer s 5 year plan to do exactly this to ensure that farmers continue to reap profits and live a better, more dignified life. This year, our drive has been towards scaling up the impacts by capitalizing on Heifer s past work and incorporating new ideas to create sustainable economies for rural Nepali families. I am pleased to bring to you a summary of our work in fiscal year Dr. Shubh N. Mahato Country Director
6 4 nepal Heifer International Heifer International is a non-profit, humanitarian organization dedicated to ending world hunger and poverty and saving the earth by providing livestock, trees, training and other resources to help poor families around the globe become self-reliant. Since it began in 1944, Heifer has worked directly with 15.5 million families in 125 countries. We are currently working in more than 40 countries including United States and Canada. Animals from Heifer International provide milk, eggs, plowing power and other benefits that for families across the planet can mean improved nutrition, education for children, health care, improved housing and literally a new way of life. What makes Heifer unique is the practice known as Passing on the Gift. Families receiving animals agree to pass on the first offspring or appropriate equivalent to another family in need, starting a chain of giving that often touches thousands of lives. But Heifer International s most striking qualities are its simplicity and effectiveness. In short, Heifer s practical approach to sustainable development works one group at a time. Heifer International Nepal Heifer s history in Nepal can be traced back to 1957, when Heifer International sent shipments of cattle, pigs, sheep and parent stock of poultry at the government s request in order to introduce high-yielding livestock into the native animal population. In 1993, the Baruwa Goat Raising Project for a group of 25 women in the Gitanagar Village Development Committee of Chitwan District was initiated as Heifer s first project in Nepal. Heifer International Nepal began its official operation as a country office in September 1997, by signing the first formal agreement with the Social Welfare Council. Since that time, Heifer International Nepal has supported more than 71,000 families with livestock, trainings and community mobilization. Heifer International works very closely with Heifer Project Nepal (HPN), a legally separate entity (LSE) registered with the District Administration Office, Kathmandu and in affiliation with the Social Welfare Council. These international and national NGOs share Heifer s values as well as programmatic model and processes.

9 7 Heifer s Theory of Change nepal Heifer Nepal s work is guided by our Theory of Change (figure below) in which improvements in the five components merge to take families from vulnerability to sustainability. Physical aspects (red blocks) combined with social aspects (orange blocks) form a multiplier effect that accelerates processes and expands impacts. A combination of livestock and agriculture along with content specific training help battle the economic and environmental challenges to holistic development and bring families greater income and food security while protecting the environment. Trainings on nutrition build participants understanding of a better diet while increased income enables them to purchase nutritious foods. Social capital and women's empowerment are critical for increased impacts and sustainability of projects. Women, traditionally marginalized in Nepal, represent their families as primary participant in the projects. They are organized into groups which both provide formal social structures and enrich positive values and attitudes to achieve common project outcomes. Through the use of social mobilization tools, Heifer forges dialogue and motivates action through the leadership of women and participation of the community. By engaging with the community as a unit and not just the very poor, Heifer uses existing knowledge / resources and mobilizes the community to create an ecosystem that is pro -poor but also promotes community as a whole to have social and economic channels in place to ensure resilience and aim for prosperity. 10 Key Organizational Strategies Our primary strength in achieving our purpose is our diverse team of strong, committed and passionate people who are ready to move forward with a common vision and purpose. Building on the skills we already have, the strategies we have identified as key for FY12 are: 1. Scale Up Program Impact: To continue helping more beneficiaries become less vulnerable and marginalized by increasing scale and taking necessary measures to ensure resilience and sustainability. 2. Grow and Diversify Revenue and Support Base: To strive for a better understanding of our donors and supporters to ensure consistent and sustainable support for our work around the world. 3. Improved Core Operations: To support scaling-up in an efficient manner through strong core global operating systems and improved strategies.
11 Progress in nepal Inputs in livestock, agriculture and trainings have increased income and nutrition, improved food security and the environment for 12,570 families in Livestock and agriculture: Heifer placed 30,156 animals with 12,570 families in Farmers were able to produce more milk from buffaloes, achieve efficient weight gain in goats and pigs and increase production of meat and eggs from poultry through a strategic understanding of factors of production and knowledge of improved techniques of management in habitat, feed and health. Promotion of improved forage and fodder as a precursor to increasing productivity took precedence this year. This had positive implications in reducing the cost of production for smallholder farmers. It also helped decrease dependency on natural forage resources. Forage production also saved a lot of time for women, traditionally tasked with finding fodder from near and far, to allow them to spend the saved time on knowledge building and income generating activities. Heifer s projects include training in producing vegetables at a commercial level using organic fertilizers. Improved vegetable seeds and funds for vegetable farming were also provided. Other inputs included land lease fund for landless farmers, funds for small irrigation projects like water pumps, treadle pumps and generators for power for areas where water scarcity limited production. Vegetable production is an important source of income and nutrition for smallholder farmers. Due to the its high market value, more and more farmers are drawn towards growing seasonal and off-season vegetables. Behavior change in equitable consumption of nutritious vegetables and their increased availability provides improved nutrition for all. Building institutions: In 2012, fifty-five Social Entrepreneurial Women s Cooperatives were registered and operational. Heifer participants contribute monthly to a group savings fund. Cooperatives are Heifer s way of institutionalizing these funds to provide access to capital, pool resources, lead the community s production and marketing efforts and create long term linkages with stakeholders to ensure supply and demand sensitive value chains. Cooperative members can take out loans to scale up production of goats, buffaloes, swine and poultry to enterprise or commercial levels. Other
12 10 nepal institutions like Rural Microfinance Development Center and Himalayan Bank Limited have seen value in this idea and have invested into these cooperatives. Heifer supports these cooperatives with guidance and trainings on the value of cooperatives for rural communities, strategic and financial management and business plan formulation. The women who receive gifts of livestock, agricultural inputs and trainings, lead and manage these cooperatives. Social mobilization, capacity building and technical support: Heifer s 12 Cornerstones and Participatory Self Review and Planning are the social mobilization tools that improve social capital so that Heifer s physical interventions have sustainable impacts. Content specific trainings to improve animal management, increase vegetable production and improve fodder and forage production were given to all project participants to build better technical expertise to run sustainable farm enterprises. Heifer trained and equipped 38 Community Animal Health Workers (CAHWs). They will provide the community with livestock health services. Farmers Field Schools were held for 125 farmers in 3 districts to devise a local resource-based livestock rearing plan. The outcomes will support in efficient scaling up of livestock production without financial burden or dependency on external resources. The outcomes were shared with more farmers who have adopted the plan and have reported increased production. Another Farmers Field School aimed at increasing the genetic merit of goats, a limitation to improving production, was started in Ladavir for 35 farmers. Resource maximization through Passing on the Gift : Passing on the Gift allows for Heifer s investments in the grassroots to be passed on to more needy families once those who have availed it gain benefits. Resources ranging from livestock to improved seed funds are passed on. 7,966 families out of the 12,570 families supported in FY 2012 were supported through Passing on the Gift. Collaborations: Collaborations with government and private entities have resulted in resource generation, shared practices and adoption of Heifer s model into other development ventures. A new partnership project with Poverty Alleviation Fund was started this year in Rautahat and Mohattari districts. Existing collaboration with the International Committee of the Red Cross, which has had significant outcomes in helping the families of the missing from the civil unrest, was scaled up with projects in 5 more districts. Another collaborative project with Center for Rural Technology Nepal, promoting improved cookstoves, was initiated and continues to gain momentum.

16 14 nepal Top Priorities for the Coming Year 1. Heifer Nepal s project, Smallholders in Livestock Value Chain also known as Empowering Women Farmers in Nepal proposes a holistic system solution, keeping smallholders as an integral part of the value chain and leading to advocacy for change of current practices affecting goat and dairy production at the national level. Local community initiatives brought into the production and marketing sectors of a value chain specifically focusing on meat and milk will help rural farmers increase income by channelling urban cash to rural areas. This project aims to help smallholder farmers gain the maximum benefits from these markets and have substantial stake in the value chain. Formation and institutional development of cooperatives and district unions will ensure this stake. Cooperatives, in collaboration with private an government partners for shared learning and resources, will help influence politics that will favour food producers and help farm families lead better, more dignified lives. Heifer s experience of 15 years in Nepal suggests that smallholders, when facilitated for entrepreneurship in farming, will become competent producers and can be integrated well in the national and even international food market web. 2. Heifer values strategic and programmatic partnerships with development partners to expand and deepen its scope of work. In the next year Heifer Nepal hopes to nurture its current partnerships with the Government of Nepal, Department of Livestock Services, Department of Forestry, Department of Agriculture and its regional and line agencies as well as programmatic partnerships with non-government agencies like the International Committee of the Red Cross, Poverty Alleviation Fund, Center for Rural Technology Nepal and Agro Enterprise Center. We will also continue to facilitate in long term partnerships with funding and market sources like the Rural Microfinance Development Center and Himalayan Bank Limited to strengthen the primary cooperatives formed in Heifer project areas. 3. Another priority for Heifer Nepal in the coming year will be to partner with potential international donor agencies to accelerate impact through Heifer s model of holistic sustainable development. Our potential partnership with IFAD is one such endeavor. Heifer s financial and implementing partnership in Improved Seeds for Farmers Program will be valued opportunity to share and learn.

This helps maximize resources and gives families the dignity and compassion they need to overcome their mental state of poverty. accountability Heifer encourages its participants to focus on fulfilling one s accountability rather than to demand for one s rights. Valuing what you can do for the community rather than focusing on the reverse creates a favorable environment to initiate social, and economic change. sharing & caring Heifer believes that global problems can be solved if all people are committed to sharing what they have and caring about others. Heifer promotes sharing and caring to aide in solving hunger and poverty and caring for the earth. sustainability& selfreliance Heifer s projects aim to make communities socially and economically self-reliant by encouraging the community itself to design and lead project activities. Heifer s investment in physical inputs, capacity building and technical strengthening strive for sustainability. improved animal management Taking rural farm communities from subsistence to resilience means increasing its livestock and agricultural productivity.
