1 African Initiative Progress Report for Horn of Africa Presented during Kick-off Meeting held in Dakar, Senegal 1 st to 3 rd March 2017 By E. Chagala-Odera, J. Wanjiku, Y. Honjo, M. Karanja, R. Mwendandu and J. Ngugi Capacity Development Project for Sustainable Forest Management (CADEP-SFM)

Background The Sahel and Horn of Africa region face environment deterioration Much of the region is dry, highly degraded, suffers from frequent and severe drought Climate change is likely to accelerate desertification African Initiative: Building Network Knowledge Sharing Access to Finance 7 countries in Horn of Africa: Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan and Sudan Kenya is the Horn of Africa Hub
3 Capacity Development Project for Sustainable Forest Management in Kenya Project period : June 2016 June 2021 ( 5 years) Overall Goal Sustainable forest management is promoted in Kenya towards the national forest cover target of 10% (2030) Project Purpose National capacity at the national and county level for sustainable forest management is strengthened Outputs African Initiative for Combating Desertification to Strengthen Resilience to Climate Change Policy Support MENR *Improved Policies * Pilot implementation through County Government, Private sector, CG, KFS *2 Pilot Counties to promote SFM *Work with private sector to promote use of improved seedlings REDD+ Readiness KFS *NFMS * FRL *2020 Land Cover/Land Use map. Tree Breeding KEFRI *Seed orchards and seed stands. *Seed orchards in the pilot Counties. Regional Cooperation KEFRI *Collect and share good practice information *Regional cooperation meetings and forum. Project on Development of Drought Tolerant Trees for Adaptation to Climate Change. *Established Seed orchards for Melia volkensii and Seed stands for Acacia tortillis in Kitui and Kibwezi

5 3.1. Formation of African Initiative 1) Held Preparatory Meeting: 11 th -13 th July 2016, Nairobi, Kenya 2) Launched the African Initiative during TICAD VI Side Event: 27 th August 2017, Nairobi, Kenya

Climate smart agriculture 3 Vegetation degradation Drought tolerant tree re-seeding techniques Species enrichment planting Enclosures 4 Overgrazing Natural pasture improvement Transhumance Herd management planning 5 Shortage of biomass Establishment of woodlots energy Efficient woody biomass conversion and use techniques 6 Narrow genetic base for Participatory crop breeding

Regional Forum for Horn of Africa 1) Regional Forum for Horn of Africa held on 1 st to 3 rd February 2017 Main Agenda for the Forum: Recommended Terms of Reference Establishment of Networks - Focal Points for each country were nominated - Developed database for contacts for participants Knowledge Sharing - Presentations by member counties - Adoption of tools for collecting good practices - Field visit to selected farmers with good practices for combating desertification

Regional Forum for Horn of Africa (Continued) Access to Finance - Identified some possible development partners Monitoring and Evaluation - Agreed upon a monitoring and evaluation framework Developed draft country action plans Agreed upon way forward - Hold country briefings to policy and major stakeholders - Refine the country action plans developed during the Forum. - Initiate resource mobilization activities for implementation of the country workplans for African Initiative.

13 4. Major Challenges and Lessons Learnt
14 4.1. Major Challenges How to keep momentum high and communication among the participating countries. The participating countries are at different levels of infrastructural development making it difficult to effectively implement the Initiative Networks formation for common interest groups Inadequate resources for implementation of activities Language
15 4.4. Major Lessons Learnt Though Terms of Reference were developed and recommended, there is need to review the same from time to time to encompass any emerging issues Documents for discussion and adoption should be circulated in time for in-country discussions before holding regional meetings/fora. Roles and responsibilities within and among participating countries and institutions should be clearly defined and communicated

Major Lessons Learnt (Continued) Use all forms of communication to reach the target audience for effective coordination within and among the participating countries Have innovative ways to reach farmers and pastoralists to enhance adoption of good practices Need to create awareness to policy makers and for political good will to ensure success of the Initiative
