2 BACKGROUND FASDEP II was to guide development and investment in the agricultural sector FASDEP I provided a framework for modernizing the agricultural sector and making it a catalyst for rural transformation A PSIA study of FASDEP I concluded that the policies would not be achieved for a number of reasons The expectation of modernizing poor smallholder agriculture was unachievable because of improper targeting of the poor with an environment where the drivers of modernization, access to credit and technology, good infrastructure, and markets are very limited
3 BACKGROUND Problem analysis was weak and did not sufficiently reflect client perspectives on their needs and priorities; and The process by which MOFA was to stimulate response from other MDAs for intervention that fell outside the domain of MOFA was not specified. FASDEP II sought to enhance the environment for all categories of farmers, while targeting poor and risk prone and risk-averse producers.
4 THE FASDEP REVIEW PROCESS Started with a review of past interventions in the food and agriculture sector and the preparation of building blocks for the policy. The building blocks were based on seven thematic areas of FASDEP I: Human resource development Technology development and dissemination Infrastructure development Promotion of specific commodities for markets Improved financial services Cross-cutting issues (e.g. gender, land, etc) Implementation framework
5 THE FASDEP REVIEW PROCESS Seven working groups based on the thematic areas and with members drawn from MOFA, Development Partners, and other Ministries, Departments and agencies (MDAs). Each group produced initial inputs which were used to produce a zero draft for discussion within MOFA and comments from DPs. The zero draft was also presented to stakeholders at a MOFA performance review meeting for comments Consultations were held with stakeholders in one district of the ten regions, to seek views on agricultural sector constraints and how they could better be addressed.
6 THE FASDEP REVIEW PROCESS Consultations were held with agricultural input suppliers Views and comments of these consultations on the zero draft informed the preparation of the first draft. This First Draft was again circulated to stakeholders for comment and was used for regional consultations. These consultations included private sector and civil society actors. Separate consultations were held with MDAs, the banks and the Parliamentary Select Committee on Agriculture and Cocoa.

8 AGRICULTURAL SECTOR CONSTRAINTS Cross-cutting constraints: Gender inequality and discrimination against women Access to land and finance Energy availability and cost Commodity specific constraints linked to one or more of the constraint stated above.
9 Human Resource and Management Skills Aging farmer population yet the sector is unable to attract the youth High illiteracy among producers means constant need for facilitating their access to information on new approaches, opportunities and policies High incidence of poverty among farmers limited their ability to respond to opportunities either because of lack of capacity or because of their risk-averse strategies. Changes in global trade environment are widening the gap between the skills needs of the private agribusiness and the skills of existing manpower of service providers
10 Human Resource and Management Skills Limited livestock specialists e.g. veterinarians, breeders, and meat scientists are especially limited in the country.
