2 Welcome Letter Welcome to the Defense Procurement and Acquisition Policy s (DPAP s) 2017 Procure-to-Pay (P2P) Training Symposium! We are particularly pleased to host procurement leadership from across the Department s Services and Agencies, as well as our partners from DoD Comptroller, Office of Logistics and Materiel Readiness, the General Services Administration, and beyond. This symposium will train procurement and acquisition personnel on how to apply enterprise data standards and protocols across Component procurement environments. Defense and Federal leaders will also facilitate training sessions on their process improvement initiatives, which are helping to improve P2P performance across the Department, achieve the transparency required by the DATA Act, and meet Financial Improvement and Audit Readiness (FIAR) goals. We look forward to sharing with you the many accomplishments that we have made against DPAP s Strategic Plan for Defense Wide Procurement Capabilities, and identifying those goals that we are working to achieve in Fiscal Years 17, 18, and beyond. Critical among these objectives will be expanding the use of enterprise standards such as the Procurement Data Standard, promoting the application of common data keys to link transactions spanning functional communities, increasing adoption of enterprise tools/services, and better capturing and displaying data to help inform business choices. DPAP and partners will also host sessions examining initiatives at the Federal and Defense levels, including the DATA Act, Government Furnished Property, Combatting Counterfeiting, and Contract Deficiency Reporting. There will also be special input provided by GSA addressing updates to the Integrated Award Environment, including the System for Award Management and Federal Procurement Data System. In addition, we will introduce you to some new and emerging systems and initiatives such as the Clause Logic Service, FedMall, and the Procurement Integrated Enterprise Environment. By conducting this event in-person we hope to encourage knowledge sharing between organizations and facilitate collective problem solving of shared challenges. Subject matter experts will be available both in formal and informal Q&A sessions to help answer specific questions and provide targeted guidance and recommendations. Business Intelligence FPDS and DoD Procurement BI Service Gary Wolanske, Terry Ford, Jovanka Caton, and Brian Davidson Come to this session to see how DPAP s Business Intelligence tools are making contract award data more accessible and presenting it in ways that can help you do your job and make smarter procurement decisions. Also, learn tips and tricks for using FPDS standard and ad hoc report capabilities more efficiently. Wide Area Workflow What s the Latest? Ty Bledsoe, Will Whittington, Matt Jacobs, and Carrie Garris Wide Area Workflow (WAWF) is the portfolio that contains EDA, irapt, MyInvoice, and more. Representatives from the WAWF program office will provide an update on the latest system and capability advances in this mission critical suite, and a peek at what s to come. Supplier Risk, Combating Counterfeit and Using PPIRS-SR Mae Bartley, Carol Vigna, Dennis Coffey, Brett Davis, and Alan Robinson PPIRS-SR captures, aggregates, and displays many sources of data to expose indicators for potential counterfeit parts and high risk vendors. Come to this session to learn how PPIRS-SR can help you avoid these risk areas. 3

The recent introduction of streamlined deficiency reason codes in conjunction with use of the Procurement Data Standard (PDS) will provide vast improvements in contract visibility and contract data analysis capability. Contracting Officer s Representative Tracking (CORT) Tool Update Mae Bartley and Dana Chan The CORT Tool provides management insight into the COR nomination and designation process. It is used to assign and track Contracting Officer Representatives (CORs) against any DoD contract awarded by a Department of Defense Agency. Come to this session to learn more about the system updates and next steps. Clause Logic Service (CLS) Kathleen Lemming and Chris Webster The CLS provides enterprise-wide support for clause selection for solicitation and contract creation. Learn how our experts implemented and tested the logic that selects and recommends clauses for all contract types, and how you can utilize this exciting tool in your ERP or contract writing system. The Decoder Ring Key Data Elements (DoDAAC, CAGE, and PSC) Carmen Schwenk and Lisa Romney Some enterprise data elements, such as DoDAACs, CAGE codes, and Product Service Codes (PSCs), are critical linchpins that connect the various steps in our Procure-to- Pay processes. In this session, our subject matter experts will explore these codes and the best usage practices. 2:50-3:10 Break and Exhibits Plaza International D-F 3:10-4:00 Line Item Basics Bruce Propert Properly constructed contract line items are essential to support traceability of requirements and funding through the Procure-to-Pay process, enable automated tracking of deliverables, and enable analysis of contract data. This session will walk through some common errors that are made on line items, and how to correct them. Surviving Contract Closeout LeAntha Sumpter, Adarryl Roberts, Matt Jacobs, and Dave Guinasso Contract closeout is an often under-appreciated step in the full Procure-to- Pay lifecycle. Come to this session to learn about ways DPAP is making closeout more efficient, including new automated closeout capabilities and the identification of physically complete contracts in EDA. Standard Procurement System (SPS) Update Gary Pugliano, CACI Team SPS still plays a critical part in supporting the Department s contract writing capabilities. Come to this session to hear about the state of the technology in the SPS software and learn about current issues and future plans for the product. Reporting Grants and Cooperative Agreements to DAADS Jovanka Caton and Brian Davidson The Defense Assistance Awards Data System (DAADS) is used to capture grants and other types of assistance awards made by DoD to support Federal Funding Accountability and Transparency Act reporting. Contractor Acquired Property Carol Vigna and Dave Guinasso The business rules for recording and tracking Contractor-Acquired Property (CAP) (property acquired, fabricated, or otherwise provided by the contractor for performing a contract and to which the Government has title) can be confusing. This session will provide all you need to know to properly track CAP through the Procure-to-Pay process. What is the Data Lake and PIEE? Adarryl Roberts and Matt Jacobs The Procurement Integrated Enterprise Environment (PIEE) is a scalable, data-centric environment to support enterprise procurement capabilities. It will host a Data Lake that is capable of integrating contract data from enterprise procurement systems, offering unprecedented insight into operational data. This session will explore the promise of this emerging capability. FPDS Version 1.5 Implementation Lisa Romney, Gary Wolanske, and Jovanka Caton Version 1.5 of the Federal Procurement Data System (FPDS) is due to be released in October of this year. This session will review the v1.5 implementation, explaining data changes and the related policy that will affect the contracting workforce and contract writing systems that interface with FPDS. 4

In this session, the presenter will share a view from the top of how these laws are being applied and implemented in our procurement business processes, data standards, and systems. IAE Roadmap/Federal Update Vicky Niblett, Deputy Assistant Commissioner, Office of Integrated Award Environment, General Services Administration GSA s Integrated Award Environment (IAE) is undergoing major changes, as data sources and systems are being merged into a powerful shared platform. Mary Thomas and Melinda Reed This session provides an opportunity to ask your burning questions about the cybersecurity landscape and DoD s multi-pronged approach to protecting the Department s unclassified information on contractor/ non-federal information systems. 5

6 2:00-2:50 Capturing Performance CPARS, PPIRS-RC, FAPIIS Dennis Coffey, Brett Davis, and Alan Robinson Confidence in a prospective contractor s ability to satisfactorily perform contract requirements is an important factor in making best value decisions in the acquisition of goods and services. In this session, representatives from the CPARS/PPIRS/FAPIIS Program Office will share information on how their tools capture and disseminate descriptive information on contractor performance. Government Furnished Property (GFP) Attachment Carol Vigna DFARS guidance requires DoD Components to identify GFP information in solicitations and awards using a specific format (the attachments). Tracking of GFP, from the identification of these items to contractor access to these items, will significantly enhance the visibility of GFP across the DoD. IAE Roadmap Implementation What to Plan for in the Next Year Christy Hermansen Building on the Integrated Award Environment (IAE) Roadmap plenary presentation, this session will provide a deeper dive into the IAE transition schedule with a particular focus on the capabilities expected to be deployed in the next year and tactical actions that should be taken to prepare for these changes.
