3 Dear Community Choice Aggregator: Southern California Edison (SCE) is providing this handbook to assist Community Choice Aggregators (CCAs) with their efforts to implement CCA Service. The handbook provides detailed information on the policies and procedures for conducting business with SCE under CCA Service. This document was developed to facilitate the implementation of Community Choice Aggregation Service (CCA Service) and to assist Community Choice Aggregators (CCAs) in understanding SCE s policies and procedures associated with CCA. The policies, procedures, and business practices described herein may change without prior notice. SCE will attempt to provide updates to this document in as timely a manner as possible. 4 This handbook has been developed by Southern California Edison (SCE) to be used by cities, counties, Joint Powers Authorities (JPA), and Public Agencies (PA) interested in providing Community Choice Aggregation Service (CCA Service) within the SCE service territory. This handbook is intended to provide Community Choice Aggregators (CCA) with a comprehensive overview of SCE s CCA Service processes and procedures so they can better interact with SCE in establishing and providing CCA Service within their jurisdiction. Please view this handbook as a source of initial guidance in providing CCA Service and for interacting with SCE. This Handbook is offered in response to the challenging issues raised by the establishment of this new program in the electric services market but is not meant to include all of the requirements that may be necessary to comply with the state laws, California Public Utilities Code, Federal Energy Regulatory Commission (FERC), and/or California Independent System Operator (CAISO) rules applicable to CCAs. It reflects SCE s best practices and current thinking; however, SCE may modify this handbook to reflect regulatory and/or business process changes as a result of legal or regulatory developments. All eligible entities planning to participate in CCA service should first develop an understanding of the California electricity market restructuring process and protocols. 6 Background On October 2, 2003, the California Public Utilities Commission (CPUC) issued an Order Instituting Rulemaking to implement portions of Assembly Bill (AB) 117 concerning Community Choice Aggregation. AB 117 permit cities, counties, cities and counties, Joint Power Authorities (JPA) whose governing boards have elected to acquire their electric power needs to act as Community Choice Aggregators (CCAs) to purchase and sell electricity on behalf of utility customers within their service area(s), or the Kings River Conservation District, the Sonoma County Water Agency, and any California public agency possessing statutory authority to generate and deliver electricity at retail within its designated jurisdiction. AB 117 sets forth several specific criteria for CCAs who wish to participate in Community Choice Aggregation Service (CCA Service) and requires the Commission to adopt rules and cost-recovery mechanisms for implementing CCA Service. Please see the legislation itself for additional detail. CCA Service is an exception to the general suspension of Direct Access (DA) required by Extraordinary Session Assembly Bill (AB) 1x, and renewed, with certain exceptions by Senate Bill (SB) 695. The Legislature ordered the suspension of DA as part of its response to the electricity crisis that gripped the State of California in late 2000 and early While AB 117 allows for CCA Service as an exception to the general suspension of Direct Access, the Legislature also included several important requirements in AB 117 to specifically address issues that arose out of the electricity crisis to prevent them from recurring again with CCA Service. SB790 revised and expanded the definition of Community Choice Aggregation (CCA), required the California Public Utilities Commission (PUC) to establish a Code of Conduct rulemaking, and allow CCAs to receive Public Purpose funds to administer energy efficiency programs. SCE s Role in Generation The Generation portion of the electricity service is provided by the CCA. SCE s Role in Transmission California s Investor Owned Utilities, including SCE, continue to own and maintain their transmission facilities (the highest voltage lines), but have turned operational control of these facilities over to the California Independent System Operator (CAISO) per AB1890, which restructured the electric utility industry in California. The CAISO operates the overall transmission system to ensure that all generation suppliers have equal opportunity to send their electricity through the transmission system to consumers, and to maintain the balance between the supply and demand for electricity. The CAISO also assumes responsibility for the safety and reliability of the transmission system. Southern California Edison Company Chapter 1, Page 1

7 SCE s Role in Distribution SCE continues to own and operate the regulated distribution lines in its franchise territory and is responsible for the reliable and safe delivery of electricity to end-use customers. SCE provides energy suppliers, retailers, and aggregators with necessary resources, including distribution services, and dependable and impartial information to ensure that energy suppliers have the necessary resources for participation in the DA and CCA Service market. As part of its distribution role, SCE continues to provide the following services to its bundled service customers, and offers the same services to both DA and CCA customers as an option: Metering services (ownership, installation, removal, calibration, testing, and maintenance of meters) Meter reading and usage data acquisition services (meter usage data management, validating, editing, and estimating) Billing and payment services (calculation, consolidation, mailing, payment processing, credit and collections, and receivables services e.g., outbound payments to third parties, transferring receivables, return of receivables) Customer Care & Account Maintenance (customer telephone information centers, processing service requests such as; turn-on/off electricity, outage response, etc.) The Role of Community Choice Aggregators (CCAs) Under CCA Service, the CCA is responsible for procuring and providing for the generation portion of the electricity (including ancillary services) needs of its customers. A CCA is responsible to ensure that this generation power is delivered to the necessary grid location required to serve those customers. The CCA also has exclusive responsibility for the Resource Adequacy and Renewable Portfolio Standard requirements of such customers. The CCA is responsible for ensuring that the power needs of CCA Service customers are scheduled and settled with the CAISO. Additionally, CCAs are responsible for customer communications and customer inquiries regarding, and the management and oversight of, its own CCA Service program. 8 Customer Eligibility All residential customers located within a CCA service area must be offered CCA service. A CCA may also elect to serve non-residential customers within its CCA jurisdiction. Under California law, the CCA program operates on an opt out basis. Thus, customers who have been offered service by a CCA and who do not affirmatively decline such service (i.e., opt-out of the program) will be automatically enrolled in the program and will be served thereafter by the CCA. Accounts with Participation Limitation Any customer that is not interconnected with the rest of the system may encounter CCA participation limitations. For example, at this time SCE is not aware of any proposal from any CCA to arrange for the delivery of energy to customers on Santa Catalina Island. For any accounts established to bill only non-energy service, such as Added Facilities and Other Operating Revenue, participation in CCA Service may not be feasible. Added Facilities occur when an applicant requests, and SCE agrees, to install facilities which are in addition to, or in substitution for the standard facilities SCE would normally install. The costs associated with Added Facilities are the responsibility of the applicant Other Operating Revenue (OOR) is revenue generated from non-energy service provided by SCE. Phase-In of CCA Service SCE and the CCA will work together to reach agreement on a mutually acceptable implementation plan and schedule. A CCA has the legal authority under AB117 to offer CCA Service to some eligible customers before others; this may include incrementally enrolling customers in the program. This incremental enrollment process is referred to as Phase-in. A CCA may propose its own phase-in plan to SCE. To assist CCAs with this effort and to minimize the Phase-in costs, SCE has developed an optional Standard Phase-In Service. The Standard Phase-In Service includes the following options: Phase-in by customer class, or Phase-in by rate class, or Phase-in by incorporated city, or Phase-in by county. 9 Should the CCA propose its own phase-in plan to SCE, a Specialized Services Agreement will need to be executed between the parties. For further information on the requirements of a CCA proposed phase-in plan, please refer to Section E., of Tariff Rule 23. Regardless of whether a CCA chooses one of the Standard Phase-In options or proposes its own phase-in criteria, SCE will cooperate with a CCA to phase-in groups of customers in ways that minimize SCE and CCA costs. Obtaining Customer Information Because customer specific information is confidential, it can be provided to a CCA only after SCE has received a signed Community Choice Aggregator non-disclosure Agreement (Form ) and a signed Community Choice Aggregation Declaration (Form ). Both of these forms are available in Chapter 4 of this handbook and on SCE.com at A CCA can also request non-confidential information subject to the 15/15 Rule adopted by the Commission as part of the DA Proceeding on the protection of customer confidentiality. As explained in Schedule CCA-INFO, the 15/15 Rule requires that any aggregated customer information provided by SCE be made up of at least 15 customers and a single customer s load must be less than 15% of an assigned category. If the number of customers contained within the compiled data is below 15, or if a single customer s load is greater than 15% of the total data, categories must be combined before the information is released. The Rule further requires that if the 15/15 Rule is triggered for a second time after the data has been screened once already using the 15/15 Rule, the customer will be excluded from the information being provided.
