15 World Health Organization Engagement LOW Maturity Supply Chain Maturity HIGH Maturity Stage 1: Innovator products developed, made available on limited basis to developing countries based on first stringent regulatory authority approvals Stage 2: WHO process for specifications to define products and list of essential medicines begins Market demand created Stage 3: Product classes become feasible; multiple manufacturers; quality becomes inconsistent and needs uniformity. Product Quality testing parameters need to be established. Stage 4: WHO prequalification or stringent regulatory approvals as basis for developing country approvals. Product testing becomes consistent.
