4 Frame Relay Replacement Project This project is critical to the state as the existing Frame Relay network is an aging architecture with end of life equipment supporting service in the state. Manufacturing of the hardware used for Frame Relay will be discontinued as of November 1, 2016, putting the system at risk of failure after that time Policy Option Package #301 within HB 5032, enables the Oregon Military Department s Office of Emergency Management to proceed with one portion of the Next Generation implementation project: the Frame Relay Replacement Project will facilitate the replacement of the existing frame-relay network to a current industry standard Ethernet network at all 43 Public Safety Answering Points 4
5 Project Status OEM jointly with the Department of Administrative Services formed a project team consisting of a Project Manager, Subject Matter Expert and a Network Architect for the development of a RFP for obtaining a sole provider for the network Project was officially chartered and approved April 2015 The project team developed a project plan while engaging stakeholders for the development of the project schedule including site surveys and implementation dates 5
6 Project Status RFP released on June 3, 2015 Due to lack of a viable proposed solution the procurement was canceled. As a result, the project team took advantage of the opportunity to modify the scope of the procurement On December 8, 2015 the project team rereleased the RFP. Responses to the RFP are anticipated to be received by January 19, 2016 with final award by mid-march dependent upon negotiations Consistent with best practices an independent Quality Assurance review was completed. The project plan and associated project controls are deemed low risk 6
7 Stakeholder Engagement The project team provides regular project status updates through the OEM PSAP monthly operational status calls, during quarterly conferences or as needed The project maintains a public facing website containing project related documentation including the project status and a high level project schedule PSAP representatives are active members of the RFP evaluation committee and are key stakeholders in the selection process 7

9 Why the need for GIS? Currently Oregon utilizes 25 GIS data providers for delivering critical public safety GIS datasets which support operations GIS datasets are inconsistent between PSAP sites Inefficient non-standard duplication of development effort between State Agencies resulting in higher costs associated with managing GIS data Greater risk of incurring increased public safety response times 9
10 Budget Note BUDGET NOTE: Oregon Emergency Management (OMD) is directed to work with the Oregon State Chief Information Officer (OSCIO) to produce a Next Generation GIS Project Plan for the collection, management, and sharing of geographic data sets and geographic information systems capabilities required to effectively implement Next Generation throughout the state of Oregon. The Next Generation GIS Project Plan is to be submitted to the Legislative Fiscal Office in December 2015, and jointly presented by OMD and the OSCIO to the Joint Legislative Committee on Information Management and Technology and to the Joint Committee on Ways and Means during the 2016 legislative session. 10
11 Project Status Collaborated with the Geospatial Enterprise Office (GEO) and LFO to produce the requested GIS Report. The project team identified the scope and future activities required to complete the GIS Project Plan Stakeholders and partners engaged to review, draft and submit the report 11
