3 What problem are we solving? From HSE Research Report 800, The Burden of Occupational Cancers in GB annual cancer deaths in construction were estimated as 3,843 workers. Asbestos 2,717. Diesel exhaust emissions 234. Painters 254. Silica 614.
4 What problem are we solving? fatal injuries to workers. Approximately 100 health related deaths to 1 fatal injury An estimated total cases of work-related ill health. An estimated 2.3 million working days were lost in Injuries and new cases of ill health cost society over 1.1 billion a year.
5 2015 CDM Regs principles Protection for the worker; ensuring that the worker has: skills knowledge training experience Ensuring workers are consulted and that they have the right information, instruction, training and supervision for the job in hand
6 CDM 2015 principles Client must make suitable arrangements for managing the project (including sufficient time and resources are allocated) and provide preconstruction information. Principal Contractor, Contractors, Principal Designer and Designers must apply the principles of prevention: avoid risks where possible evaluate the risks that can t be avoided and take measures to control them.
7 CDM 2015 principles All to appoint the right people and organisations: with the right skills, knowledge and experience At the right time Co-operate and communicate in order to: Plan, manage, monitor and co-ordinate health and safety in the preconstruction and construction phase. As a duty holder, if you are not sure why you are doing something stop, ask yourself: how does this help protect the worker?

12 The Worker Report anything that is likely to endanger themselves or others. Skills. Knowledge. Training. Experience.
13 The Contractor Make sure client knows their duties. Plan, manage and monitor the works. Provide appropriate information, instruction, training and the right level of supervision. If no Principal Contractor: Construction Phase Plan Provide welfare, site rules and induction Prevent unauthorised access to site.
14 The Principal Contractor Plan, manage and monitor the construction phase. Construction Phase Plan kept under review Provide welfare, site rules and induction Prevent unauthorised access to site. Consult workers. Co-operation between contractors. Liaise with Principal Designer. H&S file info to Principal Designer.
15 The Designer Make sure client knows their duties. Eliminate foreseeable risk. Reduce risks. Provide information on risks. Design information to assist others. Provide information to Principal Designer for H&S file.
16 The Principal Designer Plan, manage and monitor pre-construction phase. Help client with pre-construction information (PCI). PCI to designers and contractors. Ensure designers comply with their duties.. Information from designers. Identify, eliminate or control risk. Liaise with Principal Contractor. Prepare and update Heath & Safety File.
17 The Client Make suitable arrangements (review and maintain) Provide pre-construction information. Appoint Principal Designer & Principal Contractor and take reasonable steps to ensure they do their duty (where applicable) Notify HSE of project. Ensure Principal Designer prepares H&S file. Ensure welfare is provided. Ensure a Construction Phase Plan is drawn up before work commences.
