1 WE ARE UNDERWAY! CDM 2015 CDM 2015 HAS NOW KICKED OFF. ARE YOU AWARE OF THE CHANGES?
2 What are the main changes? A simplification of the regulations with issue of information aimed at individuals (Clients, ers etc) The creation of a principal designer role and the removal of the role of the CDM Coordinator A client duty to appoint both a principal designer (PD) and a principal contractor (PC) to a project; where they do not the client is deemed to be carrying out those roles A client duty to ensure that those appointed to the PD and PC roles are qualified to do so in respect of training and competence Duties of the regulations to apply to domestic works where previously they were exempt to some parts Construction Phase Plans (CPP) to apply to all projects
3 What are the timescales? The new CDM Regulations 2015 came into effect on 6 th April 2015 The CDM Coordinators role has now ceased for new projects CDM co-ordinators already appointed on projects prior to 6 th April 2015 to remain in post for six months, or to the end of the project, whichever is earlier Any new schemes currently contemplated will be subject to the new regulations
4 What do the changes mean for clients? The client must identify and appoint the principal designer at concept stage on all construction projects The client must assess competence of the principal designer prior to appointment The client now has responsibility for duties formerly given to the CDM-C which include notifying HSE; providing and collating pre-construction information; reviewing and accepting the CPP and checking that there are adequate welfare facilities Clients now need to take a much more involved role in the monitoring stage of on-site activities than under the previous regulations
5 What do the changes mean for Architects? Architects will commonly become principal designers as they are the generally the primary providers of the design on any project This will be an additional service to that of the designer (Architect) and may require additional training to ensure that they can fulfil the requirements of the PD role The intent of the regulations is that the designer (Architect) and principal designer should be the same person A considerable proportion of architects may not have the training or inclination to take on the additional role. Current trained CDM-C may provide an opportunity for support to be given to Architects in the PD role
