Santin Masonry Contractor Ltd. for Tett Centre Masonry Upgrades pursuant to a Request for Proposal (RFP) F31-CES-FMCS Four (4) submissions were received and evaluated and staff is recommending the contract be awarded to A. Santin Masonry Contractor Ltd. which ranked the highest in the evaluation framework but was not the lowest price. Pursuant to the Purchasing Bylaw, Council approval is required when the lowest priced proposal is not being recommended. Recommendation: That Council authorize the Mayor and Clerk to enter into a contract pursuant to the results of RFP (F31-CES-FMCS ) with A. Santin Masonry Contractor Ltd. for Tett Centre Masonry Upgrades in a form satisfactory to the Director of Legal Services. Council Meeting 22 1

3 Options/Discussion: Background Page 3 of 5 The Facilities Management and Construction Services (FMCS) department issued a request for proposals for masonry contracting services for limestone repointing and stone replacement at the Tett Centre, 370 King St. West. This work is the first part of a two year program for masonry maintenance and upgrades. The intent of this project is to complete preventative maintenance work to seal the building from the elements and extend the life of the exterior wall for the next 25 years. The second part of this two year project will be completed under a separate RFP and contract in In accordance with the City s Purchasing By-Law, RFP F31-CES-FMCS was publicly advertised on Biddingo and closed on Wednesday August 17. Four (4) submissions were received. Evaluation of Submissions The Request for Proposals established an evaluation framework as follows: Criteria Points Fee Proposal 55 Recent and Relevant Experience 20 Project Understanding, Implementation Plan and Proposed Schedule 20 Accessibility 5 Total 100 Note that the fee was to be quoted in two parts: Part A for a specified scope of work and Part B as a Cash Allowance for a specified quantity of additional work to be completed if the budget allowed. The 2016 submissions were reviewed and evaluated in detail by the Project Manager and Director, Facilities Management & Construction Services. Council Meeting 22 3
4 Page 4 of 5 The following table summarizes the results of the evaluation: Firm Rank Points Part A + B Price Submission A. Santin Masonry Contractor Ltd $231, Roof and Building Service Intl. (RBS in a Division of Ricardo Roofing Limited) $208, Limen Group Construction Ltd $265, Heritage Restoration Inc $335, A.Santin Masonry Contractor Ltd. submitted a proposal that best met the terms of the RFP. The proposed Contractor has successfully completed many technical and challenging limestone masonry assignments in Ontario including previous work on the Tett Centre and will bring the benefit of this experience to the Tett Masonry Upgrade project. Based on A. Santin Masonry Construction Ltd. s Part A and Part B fee of $231,200.00, the cost of this project will allow all of Part A and some, if not all, of the Part B work to be completed. A. Santin Masonry Construction Ltd. s fee is $22,888.50, or 11%, higher than the lowest fee proposal and 7.6% below the next highest price submission. However, of all of the submissions received, the proposal submitted by A. Santin Masonry Construction Ltd. presented the best combination of recent and relevant experience, understanding of the project, proposed Implementation Plan, Proposed Schedule, Accessibility for Ontarians with Disabilities Act (AODA) compliance statement and company references. The lowest price proposal ranked number two in the overall evaluation. In compliance with the Purchasing By-Law No , Section 3.4, staff is required to present a recommendation to City Council for their approval to award this contract as this proposal was not the lowest cost proposal received.
