11 FOREWORD The Developers Manual is an initiative by the Water Corporation in response to feedback from the development industry for greater standardisation of requirements for water, sewerage and urban drainage developments. The manual is made up of topics extracted from the technical manuals that deal with administrative rather than technical requirements. In bringing these requirements together considerable effort has been made to standardise, clarify and simplify them. The terminology of the manual reflects the reality that the only agreement the Water Corporation has is with the Developer, not with any Consulting Engineer or with any Contractor. Please use the Request/Suggestion for Change form on page iii if you have other ideas on improvements that we could make. Any feedback is welcome and all suggestions for improvement will be carefully reviewed and acknowledged. This manual refers to the Water Corporation Technical Manuals and or Design Standards for technical information relating to water, sewerage and drainage works. These manuals will be updated in the future to remove information that is in this new manual and bring them in line with it where necessary. Should material in a technical manual or Design Standard conflict with information in this manual, this manual takes precedence. x

13 1. Glossary of Terms In this Manual the following words and expressions shall have the following meanings. These meanings do not necessarily comply with the meanings given in the Water Corporation Act and other Water Corporation publications. Agreement Alignment As-constructed Document Asset Inspector Beneficiary Lot Clearance to Work Permit Construction Engineer Contour Plan Contract Contractor Contract Price Corporation Design Drawings Design Engineer Design Standard Developer The formal legal document between the Developer and the Corporation with respect to fulfilling the WAPC conditions for a designated area of subdivision (known as the Agreement Area). The line on which the pipes are laid and measured from the adjacent cadastral boundary. The document on which details of the constructed works are recorded and submitted to the Corporation. An officer of the Corporation responsible for assessing and or inspecting the works. Lots that acquire water supply or wastewater service availability, as a result of an extension of the reticulation, without the owner having paid, or been deemed to have paid, Headworks Contributions. A permitting procedure to authorise a contractor to conduct work on, or near a designated asset, other than where the personnel carrying out the work are being directly supervised by a person who has operational control of the asset. The Engineer or Engineering Firm appointed by the Developer to manage the construction of the Works. The plan provided by the Design Engineer showing contours of existing surface levels or finished surface levels. The agreement between the Developer and the Contractor for the execution of the works. A person or organisation bound to execute the works under a contract. The amount payable to the Contractor for the execution of a contract. The body corporate known as the Water Corporation, Western Australia. The drawings prepared by the Design Engineer, showing the proposed works. The Engineer or Engineering firm appointed by a Developer to prepare design drawings and documents for submission to the Corporation. The Corporation s Design Standard relevant to the works being undertaken as defined in Clause 2.2. The person or organisation that has made an agreement with the Corporation to provide drainage, water or sewerage infrastructure. 1

A water supply pipeline to which standard services are not normally connected. A defined area of land over which the Corporation has a right to enter for purposes defined by agreement or statute and subject to any conditions/restrictions implied therein. Such purposes can include for example, access, construction, maintenance and repair. A person qualified to be a Chartered Professional Engineer, and who has appropriate engineering experience. A certificate issued by the Corporation at the end of the Warranty Period provided conditions have been met as detailed in Section 27. A letter issued by the Asset Inspector confirming that the Works are acceptable. (See Clause ) The inspection prior to Takeover as detailed in Clause Any activity undertaken to assess the condition of the works. An existing or proposed drain within the Metropolitan Area that is declared under legislation and controlled by the Corporation. A wastewater collection sewer to which connections are not normally made. A surveyor s precalculated cadastral plan of the proposed subdivision development. The procedure necessary to address the Corporation s Statutory requirements for General and Major Works. An area of the State designated as a Corporation Region. The principal office of that Region. The pipelines and appurtenant works constructed to provide a water supply or sewerage service to a subdivision development. A mandatory requirement. A requirement to be adopted unless circumstances justify a variation. The document containing the technical clauses to be read in conjunction with the design drawings for the works. Registered Corporation drawings, which are intended to reduce the amount of work involved in the preparation of drawings though some additions may be required before submission. When the Corporation assumes ownership of the works and the Warranty commences. (See Section 25) 2

15 Technical Manual The Corporation s technical manual relevant to the works being undertaken as defined in Clause 2.2. Warranty Period The period commencing from Takeover as defined in Section 26. 3

16 2. Introduction 2.1 Scope This Manual explains the administrative requirements for the provision of works that are covered by an agreement, for the works to be incorporated into the Corporation s schemes and taken over by the Corporation, from the preliminary investigation stage to the final acceptance of works by the Corporation. Works consist of the following categories: a) Water and sewerage reticulation involving land subdivision b) Water and sewerage reticulation mains extensions not involving land subdivision c) Water and wastewater pumping stations and pressure mains d) Water tanks e) Main sewers and water distribution mains, and f) Urban main drainage works. g) Water and wastewater treatment plants. 2.2 Technical and Other Manuals This manual should be read in conjunction with the Technical Manual or Design Standard relevant to the type of works being undertaken together with other appropriate Water Corporation manuals or standards as listed below: for water reticulation works the Water Reticulation Manual for water distribution mains the Water Distribution Manual for sewerage reticulation works the Wastewater Manual Volume 1 and the Water Services Association of Australia Sewerage Code for wastewater pumping stations Design Standard Number 51 for drainage works the Urban Main Drainage Manual for electrical works the Electrical Manual of Standards for any works if nominated by the Water Corporation the Engineering Design Process Manual for drawing standards the WCX CAD Standard (formerly WCX Pack) for vacuum sewerage the Vacuum Sewerage Manual for all works the External Approvals Manual (includes Preliminaries to Work) Where this manual conflicts with another manual or standard this manual takes precedence (not applicable where the works are nominated by the Water Corporation as being subject to the Engineering Design Process Manual). 2.3 Roles and Responsibilities Developer The developer is the proponent of the works. The developer is responsible for: 4

17 a) carrying out the requirements of the Agreement with the Corporation for these works b) appointing a Design Engineer, a Construction Engineer and a Contractor to carry out the works in accordance with this manual and the Technical Manuals and Design Standards Design Engineer The role of the Design Engineer is to achieve a design for the works that is accepted by the Corporation. The Design Engineer is responsible for carrying out that design in accordance with relevant manuals and standards. The Design Engineer must be a registered holder of all current and relevant manuals, codes and standards Construction Engineer The role of the Construction Engineer is to manage the construction of the works. The Construction Engineer is responsible for arranging the construction of the works to meet the requirements of the relevant manuals, codes and standards Notification The Developer should inform the Corporation in writing of the names of its Representative, Design Engineer and Construction Engineer. Where such advice is not received, information supplied by engineering organisations will be accepted in good faith as being in accordance with the Developer s wishes. The Corporation reserves the right to accept or reject nominations based on its assessment of the capability, capacity and past performance of the nominated party. 5

19 4. Fees The following fees are payable by the developer to the Corporation. Fees will remain valid for the life of the submission Water Reticulation Planning Fee is a payment for water supply reticulation planning which is based on 3.75% of the Water Corporation s estimate of the construction cost of the works. This fee is payable for all water supply reticulation submissions accepted, irrespective of whether the works proceed or not Connection to Existing Works Fee is a payment for the Corporation to connect new infrastructure to the Corporation s existing system. These fees are dependent upon the type and size of connections and are payable prior to the connection being undertaken. (a) (b) For water works, in situations where an invoice has not already been received, the Construction Engineer shall apply to the Submission Contact for a determination of the fee amount. For sewerage and drainage works the Construction Engineer shall apply to the Customer Technical Services in the Regional Office for a determination of the fee amount. For sewerage and drainage works the fee may include the installation and removal of a physical isolation e.g. a plug Review of Design Fee is a payment for the Corporation to review design submissions for headworks infrastructure ie: wastewater pumping stations, water supply distribution mains, urban main drainage works etc. Whether or not a Review of Design Fee is payable should be discussed during the Preliminary Investigation stage of the project (see Section 6). 7

Preliminary Investigation To ensure that the concept and capacity of the proposed works are compatible with the Corporation s overall planning requirements, the Design Engineer shall discuss the broad planning concepts of the design with the Water Corporation Submission Contact. If a vacuum sewerage system is proposed in lieu of gravity or other alternative servicing proposals they must ensure that this planning is acceptable to the Water Corporation. The requirements shall be discussed at an early stage in the planning of the development. Any requirements that will be imposed by other Authorities on the operation of the works must be discussed and agreed to by the Corporation. 7. Land Requirements 7.1 General All easements, reserves and land to be owned by the Corporation required for a project shall be shown on the design drawings Where easements or reserves outside of the developer's land holding are required, written agreement in principle to the arrangements proposed to acquire these easements or reserves is required Land requirements for permanent or temporary works shall be discussed with the Corporation Submission Contact (Clause 5.1) at an early stage in the planning of the development, prior to the Initial Submission Where necessary the Corporation will require the Design Engineer to produce any documentation necessary to acquire land All land requirements shall be satisfied prior to the takeover of the works. 8. External Approvals 8.1 General At an early stage in the preparation of a submission the Design Engineer shall give attention to the requirements for reference to external agencies as detailed in the Corporation s External Approval Manual [including the Corporation s (Statutory) requirements for Preliminaries to Works action as required by the Water Agencies (Powers) Act 1984] Particular attention and early discussion needs to occur where a design proposal is adjacent to, within or crosses a reserve or asset under the control of either the Mains Roads Department (MRD), Public Transport Authority (PTA), Western Power or Telstra Prior to discussing a proposal with these bodies all alternatives should first be considered and input on your design invited from the Corporation before any formal approvals are sought. An impact statement and a ranking is required for each of the options considered 14

27 8.2 Preliminaries to works The Design Engineer shall determine the category of the Works as described in Sections 86 to 97 of Water Agencies (Powers) Act 1984 and shall satisfy the requirements of Guideline 1.2 of the Corporation s External Approval Manual. Works can be categorised as General, Major or Exempt. Major works are generally carried out by the Corporation and therefore not included in this manual. Most works will be General works and the remainder will be Exempt works. 8.3 Objections Objections to the proposed works that cannot be resolved by the Design Engineer shall be referred to the Submission Contact (Clause 5.1). All objections shall be resolved prior to commencement of construction. 8.4 Completion required for acceptance of Final Submission Completion of all requirements of Preliminaries to Works, including full resolution of objections, is a mandatory condition for acceptance of the Final Submission. (See Clause 14). 9. Design Requirements 9.1 Design Submissions Designs for the works shall be submitted by a Design Engineer. 9.2 Drawing Certification Each drawing (and document) forming the submission shall be signed by an Engineer who has the authority to act on behalf of the Design Engineer making the submission. 9.3 Design Responsibilities Compliance with the Corporation s Technical Manuals and Design Standards and with statutory requirements shall be the responsibility of the Design Engineer. Acceptance by the Corporation of a submission shall not relieve the Design Engineer of this responsibility or the responsibility for any discrepancies, errors or omissions in the submission or for the adequacy of the design. 9.4 Drafting Standards For all works, drafting shall generally be in accordance with Australian Standard 1100, Part For works in categories a) and b) of the Scope (Clause 2.1), drawings shall be suitable for microfilming. Where available, a digital copy of the drawings will be submitted along with the required number of hard copies. In particular, a digital copy of the precalculated cadastral plan will expedite the incorporation of information into the Corporation s Facility Mapping System. The digital file to be in MGA94 coordinates For works in categories c), d), e), f) and g) of the Scope (Clause 2.1), drawings shall conform to the Corporation s WCX CAD Standard (formerly WCX Pack). The standard is available from Infrastructure Development Branch, phone contact

28 9.5 Standard Drawings Standard Drawings are available in the Technical Manuals and Design Standards. Additional hardcopies or digital copies are available by fax request to the Infrastructure Development Branch at Example Drawings For Wastewater Pumping Stations Example Drawings shall be used. These can be purchased in digital form by completing the application at Attachment 3 and forwarding it to you Submission Contact. 10. Initial Submission The major purposes of the initial submission are for the Corporation to: ensure that the planned works conform with the overall planning; and ensure that the preliminaries to works have commenced Requirements for the Initial Submission General The initial submission shall consist of: The Submission Cover Sheet. (See Clause 0) The Initial Design Checklist Two copies of the Design Drawings. (See Clause 11.4) A letter from the owners of land, other than the Developer, agreeing in principle to the granting of any easement or reserve considered by the Corporation to be necessary for the works One copy of the Development Staging Plan for staged developments. (See Clause 11.5) One copy of a Supplementary Survey Plan in cases where there is a likelihood of conflict of services or variations from the standards in the Technical Manuals or Design Standards. (See Clause 11.6) One copy of the approved structure plan for the area Drainage Additionally, submissions for Drainage works shall contain: One copy of the Local Water Management Strategy for the area One copy of the Urban Water Management Plan for the area A letter that includes: A reference to the Department of Water s drainage strategy for the area. 16

29 A statement setting out the Developer s understanding of who is responsible for funding of any proposed future connection of a catchment to any part of the drain covered by this submission A letter from the appropriate waterway/wetland catchment management agency (eg. Swan River Trust) detailing its comments on the drainage proposal where appropriate One copy of a soils investigation report where an investigation is required One copy of the summary of the proposed pollutant removal processes and mechanisms within the drainage system including sizing calculations, where appropriate Two copies of the technical specification. The technical specification shall consist of the technical clauses covering the work, or a statement shall be included in the covering letter confirming that the specification is the same as one previously submitted. Wastewater Pumping Stations Additionally, submissions for Pumping Station works shall contain: Confirmation that water, electricity, telephone services and an all weather access road will be available in the road reserve in front of the pumping station. Vacuum Sewerage Additionally, submission for Vacuum Sewerage Systems shall contain: A statement from a supplier of an approved vacuum valve, as listed in the DS36 Product Atlas stating that the supplier has received the system design prepared by an approved designer. The statement must guarantee the hydraulics of the system and confirm that the guarantee is transferable to the benefit of the Water Corporation. The Review must be carried out by a suitably experienced Engineer and the Engineer must be explicitly identified in the statement referred to above. Currently approved vacuum valves are; Airvac (contact Watercon as local agent) Flovac (contact Flovac Vacuum Sewerage Systems) Low Pressure Sewerage Low-pressure sewerage systems incorporating grinder pumps. are not currently accepted for wide scale use. They may be accepted for splitting of blocks that are currently serviced by this method. This has typically only occurred where the sewer was installed under the Infill Sewerage Program. Any other proposals for use of this system are to be referred to the Land Servicing Manager. 17

30 11. Design Standard Variation Requests 11.1 General Given that the Corporation s Design Standards are developed to ensure that fit for purpose assets capable of achieving their economic design life with minimal operating and maintenance costs are delivered, a request for a variation will need to be comprehensively justified Requesting a Design Standard Variation The Design Engineer shall submit a request to vary a Design Standard in writing to the Submissions Contact. The request shall, at a minimum address the following: A Design drawing detailing the variation/s A statement detailing the reasons / circumstances prompting the request An assessment of the impacts and benefits for both the Corporation and their client Details of the options considered to negate the need for the variation Considerations to be Made Before a Design Standard Variation is Submitted Design Standard variations that are requested for any of the following reasons will generally not be considered by the Corporation: 11.2 The Submission Cover Sheet Substandard site investigation activities resulting in obstacles or constraints of a non-latent nature Seasonal impacts that will resolve themselves with time Where the Design Engineers assessment is for significant impact to the Corporation s fundamental objectives Where the request relates purely to the financial benefit of the proponent Where the request is lacking in some or all of the requirements set out at The Submission Cover Sheet for the initial engineering submission shall be in the following format: 18

Please Note- Should the submission be assessed as not meeting the above criteria, the submission will be returned and no further processing or assessment of the submission will occur. 3 Planning Considerations 3.1 The design complies with current Water Corporation planning 3.2 The design allows for all interconnecting flows (current and future) 4 Influencing Factors 4.1 Where the proposal is dependent on the delivery of headwork s assets, the design of headworks assets are at a stage where they are capable of acceptance by the Corporation. 4.2 The design makes appropriate allowance for existing or proposed physical features of influence ie: retaining walls, trees, other services, building etc. 4.3 In the case of designs in existing established areas, the route has been surveyed and the locations of other services and obstructions that may impact on the design have been established. 4.4 Where the design requires the approval of other parties (ie; DEC Clearing Permits, affected landowners, other service providers) a strategy to obtain these has been developed. 5 Design Criteria 5.1 Without compromising the planning, the design meets the fundamental objectives of: a) minimising access chambers b) minimising sewer depths c) minimising sewer length d) maximising the locating sewers in public land 5.2 The design incorporates the most appropriate Access Chamber types and running traps where required. 5.3 All lots served have sewer junctions at a location and depth suitable to correctly serve the lot/s and boundary traps where required. 5.4 All fill requirements are denoted (ie: if design based on contours appropriate tolerances have been applied) 5.5 All sewer grades are within acceptable tolerances 5.6 All sewers terminate at the extremity of the land served unless future extension does not need to be catered for. 5.7 Connections to existing works have been appropriately designed (ie: flow to flow where called for) and isolation from live works requirements have been considered and designed appropriately. 5.8 The design applies standard alignments OR non-standard alignments have been approved by both the Water Corporation and other service providers. 5.9 The design considers the proposed construction technique and/or constraints For designs proposing a variation to the Design Standard a formal request has been made to the Water Corporation for approval. 35 11.4 Design Drawings Technical requirements for the Design Drawings are given in the appropriate Technical Manuals and Design Standards. The Design Drawings shall include the following: The Locality Plan (drainage only) The site plan The construction drawings The design data plan (sewerage & drainage only) The major event plan for drainage (only if required by Water Corporation) For water reticulation works and small sewerage works the site plan and the construction drawings may be combined The Development Staging Plan The Development Staging Plan is only required for staged developments. A Development Staging Plan need only be submitted with subsequent stages if planning has been revised or if requested by the Corporation. The Development Staging Plan shall show: The total land holdings controlled by the Developer in the area Integration with the Corporation s scheme plan Any subdivisions and existing roads The sequence of stages Proposed final contours or, if appropriate, levels for the area Integration / implementation of drainage planning with the proposed staging of development 11.6 The Supplementary Survey Plan If requested for water and wastewater submissions, the Supplementary Survey Plan shall show any additional survey data obtained for the design of the works such as details of all other existing and proposed services, and significant features such as trees etc. For drainage submissions a Supplementary Survey Plan shall be provided and include as a minimum Finished surface levels at critical low points in the catchment The extent and level of proposed fill Contours of proposed earth works Road levels where substantially different from ground level Details of existing or proposed water mains sewers, gas mains, underground cables and other services Seasonal and design water levels in the drainage system and compensating basins. 23

36 12. Review of Initial Submission 12.1 Acceptance The submission will be checked for conformity with the Corporation s overall planning requirements. The submission will be: Accepted. If the submission is acceptable to the Corporation, it will be stamped as accepted, the Corporation reference numbers and one copy of the drawings will be returned to the Design Engineer. The Design Engineer will then be in a position to proceed with the final submission, or Accepted with amendments. If the submission is acceptable to the Corporation with minor amendments, it will be stamped as accepted conditional to the amendments being made, or Rejected. If the initial submission is not acceptable to the Corporation, the Corporation will reject the submission and request that the design be reconsidered Amended drawings When drawings are amended and resubmitted, they shall be distinguished from previous submissions by a new revision identifier. A brief description and date of the amendment shall be included in the title block. 13. Objections to the Corporation s Requirements If a Design Engineer objects to a planning or design decision made by the Corporation, the objection shall be stated in writing. The objection shall be addressed to the Corporation Submission Contact (see Clause 5.1), quoting Corporation and WAPC references and all relevant information. At the request of the Design Engineer, unresolved objections shall be referred by the Submissions Contact to the Manager Development Services Branch. 14. Final Submission The Final Submission includes: the provision of final plans, incorporating references provided by the Corporation and any amendments required as a condition of acceptance the finalisation of Preliminaries to Works Requirements of the Final Submission: The final submission shall consist of the following documents: The Submission Cover Sheet. (See Clause 15.1) Copies of the Design Drawings, calculations and specifications as detailed in Clause

37 An agreement in writing formalising the arrangements for the provision to the Corporation of any land, reserves or easements required for the works A list of the existing lots serviceable as a result of the works. The list shall show the lot numbers and land use eg residence, industrial units, stables etc. (NB property owners names and addresses are not required).. Drainage In addition, final submissions for drainage shall include: Maintenance agreements negotiated with the Local Authority in accordance with the requirements in the Technical Manual and Design Standards A copy of the letter of acceptance from the Local Authority stating that all aspects of the submission including where applicable, environmental, social implications and the provisions for major storm events, are to the Local Authority's requirements Approval from Western Australian Planning Commission Final Submissions for works associated with land subdivision will not be accepted by the Corporation prior to subdivision conditional approval from Western Australian Planning Commission. 15. Details of the Final Submission 15.1 The Submission Cover Sheet The Submission Cover Sheet for the final engineering submission shall be in the following format: 25

Please note that the Water Corporation will not accept a final submission until advice of WAPC conditional approval of the subdivision has been received. 5.
