2 1. SCOPE This specification covers the requirements of Boot for Flight Deck Personnel 1.1 Boot for FLIGHT DECK personnel described in this specification has been designed and developed with latest technology, to provide a smart, durable, light weight and comfortable Boot for FLIGHT DECK personnel in all weather conditions. 1.2 The ground conditions shall include wet, dry, muddy, highly abrasive surfaces, tarmac and other terrain. 1.3 The Boot for FLIGHT DECK personnel is manufactured in thirteen Sizes namely size 3 to Size 15 to cater for the maximum population. 1.4 The Boot for FLIGHT DECK personnel outer shell apart from good aesthetics is also Oil repellent and Water Repellent. The Boot for FLIGHT DECK personnel is provided with a Flame Resistant sole and composite Steel Toe to protect the FLIGHT DECK personnel in times of extreme performance. 2. MATERIALS: 2.1 Boot for FLIGHT DECK personnel shall be fabricated out of specified basic materials/ fittings given in appendix B1 to this specification.

3 MANUFACTURING GUIDELINES FD-Boot Boot for FLIGHT DECK personnel shall be fabricated in accordance with the procedure laid down in Appendix A to the specification. 4. DIMENSIONS & TOLERANCES: The finished Boot for Flight Deck personnel shall conform to the dimensions laid down in Appendix C to the specification. 5. LABELING: All items required to be labeled as follows:- (a) (b) Order No. Firm Name 5.1 In addition following details also be imprinted/labeled on all items:- (a) Instruction to upkeep and maintenance of the items. (b) LOGO & PROPERTY OF INDIAN NAVY 5.2 The Marking/Identification Label shall be stitched centrally so as to be easily visible. 6. CONSTRUCTION AND WORKMANSHIP: Boot for FLIGHT DECK personnel shall be free from all defects that would affect proper functioning in service. The Boot for FLIGHT DECK personnel and its cover shall conform to the quality and grade of product established by this specification. The occurrence of defects shall not exceed the acceptance quality levels. The workmanship and finish throughout shall be of the best quality. The number of Stitches per inch shall not be less than 10 using lock Stitch machine. 7. INSPECTION: 7.1 Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contract order, the contractor may use his own or other facilities suitable for the performance of the inspection requirements specified herein. The inspecting authority reserves the right perform any of the inspections set forth in the specification where such inspection are deemed necessary to assure supplies and services conform to prescribed requirements. 7.2 The Joint Inspection will be carried out by the Ship representative and BVO(Kar) or his authorised representative and the inspection site will be BVY (Karwar) and Guaranty Warranty Certificate to be produced by the supplier.

4 Certification of Compliance: Participating firm to give Certificate of Conformity from NABL Accredited Laboratory meeting material requirement of specification. 7.4 Component and Material Inspection: In accordance with para 7 above components and materials shall be tested in accordance with all the requirements of referenced specifications, drawings and standards unless otherwise excluded, amended, modified or qualified in this specification or applicable purchase order. In addition setting shall be performed on components and materials listed in Appendices to this specification as required by Inspecting Authority. 8. SELF CERTIFICATION STORES/CONSIGNMENT: 8.1 Test Report: The Vendor is to required to submit a test report for each category of item from a NABL accredited Lab along with the Commercial Bid. If the test report is not found enclosed, then the respective quote will be rejected. 8.2 Manufacture / contractors must satisfy themselves that the store are in accordance with contractual terms and fully conform to the required specification by carrying out a through Pre Inspection of each lot. A declaration by the contractor that a necessary pre inspection has been carried out on the stores offered for inspection shall be submitted along with the delivery challan. The declaration will also indicate the method followed for carrying out for pre inspection showing features checked/ tested and will have the test certificates attached to the challan. 8.3 Pilot Sample: Once the order is placed, the L1 firm prior to commencement of Bulk production will submit a Stitched and ready pilot sample of Category A item to this yard within 15 days of order placement and same will be jointly inspected by this yard and a representative of end user. Once the Pilot sample is cleared, a written confirmation will be given for Bulk production. For Category B-Sample cleared by Board of Officers during Tender Opening will be used for bulk production with minor amendments suggested if any, by the board. 9. SAMPLING: 100% sampling of stores/ Boot for FLIGHT DECK personnel by the manufacture shall be inspected by the Inspecting Agency as per the Inspection schedule. Vendor to depute sufficient representative to carryout joint inspection and muster of stock along with Board of Officers at BVY(Kar) on arrival of each consignment. If the representative of vendor is absent, then the decisions of Board of Officers for rejection/selection of item and muster rep would be final and binding on the vendor. From each lot 5% items can be offered for sampling / conformity to the specification to any NABL accredited lab by BVY(Kar). The expenditure involved in such sampling would be borne by the supplier.

5 WARRANTY The stores supplied against this specification shall be deemed to bare a warranty against defective design, workmanship and performance for a period of at least 12 months from the date of receipt of stores at consignee s depot. If during this period the stores supplied are found to be defective the same shall be replaced immediately with serviceable ones, by the contractor, at site, free of any charges. 12. PACKING The Packing of Boot for FLIGHT DECK personnel shall be in accordance with procedure laid down in Appendix D to this specification. 13. INSPECTION The Joint Inspection will be carried out by the Ship representative and BVO(Kar) or his authorised representative and the inspection site will be BVY (Karwar) and guarantee Warranty Certificate to be produced by the supplier.

6 -5- Appendix A Refers to Para 5 of MANUFACTURING DETAILS DESIGN 1.0 The general design of Boot for FLIGHT DECK personnel shall b as per Figure 1. The Vamp shall have smooth finish leather Vamp as per the material specification detail, with a toe cap, a laminated quarter with loop-hole hooks and eyelets lacing system, a padded collar, a leather back strap, a tongue extending from the top line to the Vamp and outsole. 1.1 The interior of the Boot for FLIGHT DECK personnel shall be suitably lined with 3 layer water proof, windproof and Breathable lining as per the details given that is waterproof, windproof and breathable eptfe laminate to ensure that the foot remains dry in all weather conditions. A fitting antimicrobial cushioning insert and a lace faster shall be provided with each Boot. 2. SIZING: The Boot for FLIGHT DECK personnel shall be in Sizing confirming to standard Indian sizing that is equivalent to UK foot Sizing. 3. TONGUE: 3.1 The dimension tongue for the Boot for FLIGHT DECK personnel shall be comfortable and suitable for use and shall not cause difficulty to wearer in putting on the FLIGHT DECK personnel. 4. SOLE: 4.1 The Sole shall be manufactured as per the material specified and care is to be taken to ensure that there is no delamination of the outsole. The sole is suitable treated to make it Flame Resistant and the requirement is specific. 5. TREAD PATTERN: As a reference, the sole trade pattern for US 9 equivalent to Indian Size-8 shall be of dimension confirming to FIGURE 2. The dimension for the other sizes shall be proportional. Care is to be taken to maintain the trade pattern.the grip of the FLIGHT DECK personnel is dependent on the trade pattern. There is to be no change in the trade pattern whatsoever as it the essence of the grip of the product. Tread pattern to be such to provide maximum grip and friction on abrasive surface as well as surface with metallic finish e.g. ladders, general decks.

7 -6-6. LASTS: 6.1 The lasts used shall provide good fitting to the feet and make the Boot for FLIGHT DECK personnel comfortable to wear. 7. CONSTRUCTION: 7.1 Cutting of leather: None of the leather components shall be split or shaved. Care must be taken in cutting the leather to ensure that the tightness of the leather is in heel to toe direction. 7.2 Skiving: All skiving of the leather components shall be straight toper on the flash side of the leather. The skives shall be of suitable width and thickness. 7.3 Upper Fitting: All upper components shall be marked, fitted and closed in the best commercial practice. Line marking patterns shall be used for upper fittings. No marking Wholes shall appear in any part of the upper. The stitching shall be of lockstitch type containing minimum 10 stitches per inch. Unless otherwise specified all joining of all components shall cemented and stitched with at least double row of stitching. There shall be sufficient allowance for the seam and underlay. The strength of the stitched seam shall not be less than 8 N/mm when tested as per SATRA TM Lacing of Boots: A combination of loop-hole hooks and eyelets shall be used for the lacing of the Boot for FLIGHT DECK personnel. The loop-hole hooks and the eyelet shall be set along the eyelet facing above and below the ankle level respectively. The number of loop-hole and eyelets shall be in accordance with appendix C. 7.5 Setting of loop-hole hooks and rivets: The hooks shall be positioned about 13mm from the edge of the quarter to the innermost edge of the hook and shall be equally spaced. The top hook shall be about 13 mm from the top edge of the Boot. The rivets of similar material shall clinch the hooks firmly in the position. The hooks shall not be flatted or fractured during clinching. They shall have breaking strength of not less than 400 N when tested in accordance with SATRA TM Setting of eyelets and washers: The eyelets and washers shall be securely clinched without splitting in a manner that will prevent detachment from or cutting of the edge of the surrounding material. They shall be positioned about 4-13 mm from the edge of the quarter to the centre of the eyelet and shall be equally spaced. The bottom eyelet shall be located about mm from the front edge facing. The breaking strength of the eyelets shall not be less than 250 N when tested in accordance with SATRA TM149.

8 -7-8. THREAD Unless otherwise specified nylon or other suitable hydrophobic thread shall be used for stitching the upper components. It should have min Breaking Strength of 100 N when tested in accordance with SATRA TM LACES The laces shall be made of nylon suitable dyed to black and shall not less than 2000 mm long. They shall be finished soft and have minimum breaking strength of 500 N when tested in accordance with SATRA TM INSERTS, CUSHIONING 10.1 A pair of cushioning inserts made of latex foam or other suitable good quality shock absorbing materials shall be provided for the every pair of boot.the inserts shall be shaped in the contour of the foot and shall have a built inarch support. A piece of soft and non skid Fabric shall be fully and securely lined to the top surface of the inserts. The inserts shall fit into the boots snugly The inserts shall be soft, comfortable, durable and water resistant and shall have quick recovery from impact. They shall not degrade or disintegrate during storage under local climatic conditions. They shall b suitably antibacterial treated and odour absorbing. Certificate of Conformity to be provided by manufacturer 11. LACE FASTENER & ZIPPER Each Boot for FLIGHT DECK personnel shall be provided with a small lace fastener made of durable plastic and finished in matt black. The fastener shall have a spring catch for fastening the lace. A zipper shall be provided along the inner periphery closing upwards. The mouth of the zipper shall be suitable reinforced with a leather closure as a safety measure in case of zipper malfunction. 12. SHANK FIXING The shank shall be of suitable length and width for each size of Boot for FLIGHT DECK personnel. It shall be positioned and fixed centrally with the forward end levels with the ball line and the rear end reaching to within approximately 40 mm of the end of the last.

9 LASTING: Last of correct size to that of the upper shall be used. The boot for FLIGHT DECK personnel shall be well lasted so that the upper is snugly bedded to the last. The last margins shall not b less than 12 mm. 14. REMOVAL OF TACKS AND STAPLES: All tacks and staples shall be removed with care to ensure that no broken tack points remain. 15. TOE PUFF: The toe puff shall be made of a composite toe of suitable material, moulded to shape of suitable length to provide the same protection as laid down in nil standard for steel toe protection.

Alternative materials meeting all the specified requirements shall be considered for use. 14 -13- Appendix D Refers to Para 14 of PACKING INSTRUCTIONS PACKING Each pairs of Boot for FLIGHT DECK personnel shall be packed in a Cardboard Box suitable designed to undertake transit hazard. Eight such boxes shall be packed together into an outer box made of 7 ply Cardboard. The mouth of the Outer Box shall be suitably closed with sealing tape to prevent any transit hazards. 2. 15 -14- Appendix E Refers to Para 16 of INSPECTION SCHEDULE 1. Sample to be certified by NABL Accredited lab for conformity to specification of RFP prior submission of quotations. Absence of certificate will make the quotation null and void. 2. Sample Clearance- Sample submitted by the firm along with RFP to be cleared by the Board of Officers, prior opening of quote. For vendor selected as L1, pilot sample to be cleared prior clearance of bulk manufacturing. Minor modifications on design can be suggested by the board at this stage. 3. Self-certificate of vendor to be submitted while delievery of each lot. 4. 5% of item being supplied post-delivery will be forwarded, immediately on receipt at vendors expense, to NABL Accredited Lab selected by BVY(KAR) for confirmation of specifications, prior clearance of final bill. Shoes deformed / defected / damaged during inspection would be replaced by vendor at own cost. In case item found not conforming to the specifications of RFP, entire lot can be rejected. 5. Dimensions: 5.1 Dimensions of the finished Boot for FLIGHT DECK personnel shall be checked as per Appendix C. 6. Finish: 6.1 Finish of the Boot for FLIGHT DEKCK personnel shall be examined for correct position embodiment of all fittings/ component parts as per drawing and the sealed approved sample of the manufacturer. 7. Any Boot for FLIGHT DECK personnel rejected under the foregoing inspection procedure may be reworked/ modified to rectify the defect/deficiency and resubmitted for acceptance at the discretion of the inspection Officer. \ 8.
