2 1. This specification has been prepared for use by contractor when deep cleaning and fumigating the canteen and catering equipment s to achieve quality standard expected. 2. When this Specification is used in connection with a tender or contract it shall be read in conjunction with such documents setting out contractual requirements particular to the contract as have been issued direct to those tenderers concerned at the time of invitation. 3. 3 DEEP CLEANING 1. SCOPE This specification relates to the thorough cleaning of food rooms and catering equipment to the hygienic standards required by City Power Canteen. 2. RELATED DOCUMENTS This Specification shall be read in conjunction with ISO 14001, 18001, 9001, WASTE MANAGEMENT AND CHEMICAL HANDLING STANDARDS, HACCP STANDARD, HYGIENE AND SAFETY, OCCUPATIONAL HEALTH AND SAFETY. 3. EXTENT OF WORK The Contractor shall comply with statutory requirements and: Manage the works Provide all labour, materials and equipment, Clean the premises, services and catering equipment in the unit Dismantle and disconnect equipment and services as necessary to ensure all areas of the food premises covered by the contract are cleaned Reassemble and reconnect equipment and services after cleaning Clean all wall, floor, windows in and out and ceiling surfaces Dispose of all cleaning waste and products of the cleaning process Report signs of plague/ outbreak that may cause any risk related problems. Report blockages and sign of deterioration standard in the canteen. Scope of work 3 store rooms 3 offices Stair cases Boardroom 2 dining area 2 serving station/area 2 cooking/production area Tiles Equipment s Items to be cleaned include: 03
4 Fabric and services Including but not limited to ceilings, roof lights, roof mounted extractor, luminaires/ complete lighting unit, walls, floors, windows, Ceiling, window frames and sills, ledges, racking, shelves, cupboards and storage area. Dining hall chairs, tables Work surfaces, internal and external surfaces of air extraction and ventilation system, air filters, grease eliminators and traps, ventilation canopies, fans, heating appliances, fly screens, doors skirting and any other fitting. Draining Including but not limited to drainage channels, Wash up equipment Include but not limited to all sinks, hand basins, dishwashing machines and waste disposal units including all waste traps. Sinks and washing basin shall be filled with water to the over flow level and the overflow point shall be checked to ensure that it is not obstructed in any way. Any obstruction to the free flow of water shall be reported to City Power Canteen. Catering equipment Including but not limited to trollies, ovens, grills, cooking and baking pans, urns/ kettles, warmers fryers, refrigerators, deep fridges and detachable items such as trays and shelves. The cleaning pans, utensils crockery not supplied with catering equipment s is not included in the work. Supervision A competent qualified and experienced person shall supervise the work. HEALTH AND SAFETY The contractor shall ensure that: A risk assessment has been prepared by a competent person prior to any work being commenced. All required health and safety measures identified by the completion of the risk assessment are put into practice and that all employees are made aware of the findings of the risk assessment. All chemical used by the Contractor s employees have been assessed as required by the relevant legislation and that satisfactory control measures are in place to prevent any risk to the health, safety and welfare of any person as a result of the use of these products. City Power will not be held responsible for any incident or injury in the premises or due to negligence. 04
5 The Contractor shall: Report all accidents to the City Power Canteen and keep an accident report book on site. Notify the appropriate authority of any accident reportable under (IOD) Injury on duty 4. PROTECTION OF FOOD PREMISES AND EQUIPMENT The food premises and equipment must be adequately protected prior to any work being carried out. Electrical equipment must be protected to prevent any water ingress and to protect employees carrying out deep cleaning work from any electrical hazard. No item of equipment shall be used as a work platform or to gain access for high level cleaning work. 5. LOSS AND DAMAGE No cleaning material, equipment or process shall be employed by the contractor which causes any damage, discolouration or other deterioration of the fabric, services or equipment of the food premises. All loss or damage caused by the contractor during the course of the work shall be made good by the contractor at no charge. 6. DISINFECTION All stored water within the catering equipment shall be drained down and disposed of. The reservoirs shall be thoroughly cleaned and disinfected. At the end of the disinfection period the reservoirs shall be drained and flushed with potable water to remove any residue. The reservoirs shall then be refilled using potable water. 7. DISPOSAL OF WASTE Cleaning waste and by products including scale and sludge shall not be charged into the building draining system. The contractor shall place such waste in sealed and marked container and arrange for their removal from site by a registered waste disposal contractor. The Waste Transfer Note shall be handed to Canteen department. 8. MOVING, DISCONNECTION AND RECONNECTION OF EQUIPMENT AND APPLIANCES The contractor shall arrange for the canteen supervisor in time to isolate main services including electricity, gas, steam and water supplying the kitchen, the contractor shall provide a competent person on site to ensure that this isolation has been carried out disconnection and reconnection of the equipment s with supervision from City Power Building and Works Department. The contractor should move all equipment s to be able clean. 9. CHECKS AND TESTS Equipment s which has been disturbed, dismantled or disconnected shall be checked by the City Power Building and Works Department, Canteen Team Leader after re-assembly or re-connection. 10. PROGRAMME OF WORK The food premises will be available for cleaning work during the times stated on the Schedule provided by Canteen Team Leader. Before starting work: 05
6 Inform Canteen Team Leader of name of person who will be in charge of the work Agree on a programme of work to be done, and focus areas. 11. SECURITY City Power Risk Control should be notified or declare equipment s contractor is bringing to carry out work. City Power Risk Control have the right to monitor and search equipment s, Vehicles during and after work is completed. City Power Risk control has the right to do breathalyzer or they suspect that there is use of any drugs, the person will be removed from premises. 11. CERTIFICATE OF COMPLETION AND REPORT On completion of the work the contractor shall complete Annexure 02 or similar form and hand to Canteen team leader Sign the certificate of job carried out for both Canteens. Submit a detailed report of before and after on work done. 06
7 FUMIGATION 9. SCOPE This specification relates to Pest Management of all food rooms and catering equipment to the hygienic standards required by City Power Canteen. The pests referred to in this Contract include cockroaches, rodents, rats, birds, paper mites, flies, bees, spider webs, wasps, snakes, and ants 10. RELATED DOCUMENTS This Specification shall be read in conjunction with ISO 14001, 18001, 9001, WASTE MANAGEMENT AND CHEMICAL HANDLING STANDARDS, HACCP STANDARD, HEALTH AND SAFETY REGULATION, OCCUPATIONAL HEALTH AND SAFETY AND DEPARTMENT OF AGRICULTURE AS STIPULATED BY ACT NO: 36 OF EXTENT OF WORK The Contractor shall comply with statutory requirements and: Manage the works Provide all labour, materials and equipment, Provide professional pest control services Trapping, pesticide application Pest removal components Provide detailed, site specific recommendations to modify to aid in pest prevention. Scope of work 3 store rooms 3 offices Boardroom 2 dining area 2 serving station/area 2 cooking/production area Equipment s Change/ locker rooms Material and chemicals for pest control: The contractor shall supply all chemicals/ pesticides, tools, labour and all equipment necessary for the proper execution of pest control services. Chemicals/ pesticides provided should comply with requirements of relevant government authorities and be the least toxic and harmless to humans. It is also the contractor s responsibility that chemical/ pesticides usage does not defer from law and 07
8 regulations stipulated by the local government and Department of Agriculture as stipulated by Act No.36 of All insecticides and chemicals must be used discretely. Treatment should not cause damage or be corrosive to the buildings, equipment and electrical equipment s. Work schedule and station baits: The contractor should submit a comprehensive work schedule on the pest control and fumigation services for the contract period for each building for approval 10 days after contract approval. A detailed plan of baits stations (rodents, cockroaches, fly trap etc.) should be submitted for approval 10 days after contract approval. The contractor should arrange a suitable method of disposal of any carcass found. On occasion Canteen Team Leader may request that the service provider perform corrective, special, or emergency services that are beyond schedule provided. Service and reports The contractor should confirm the following: Certificates with accredited institution for all personnel providing service. Pest control officers are trained, certified and registered with Department of Agriculture. Note: Failure to do so, could lead to disqualification of Bid submitted. The contractor should submit list of chemical data sheet, before contract starts. The contractor should submit a report before and after each service. Sign off certificate for fumigation with finding and recommendation. There is to be a provision made for a monthly treatment if required to treat locker areas, trollies and outside dust bin area and any other areas. 11.
