3 introduction Moving Innovation Forward In Pennsylvania The State Transportation Innovation Council (STIC) is composed of a multi-stakeholder leadership team led by the Pennsylvania Department of Transportation (PennDOT) and the Federal Highway Administration (FHWA). Through collaboration, the STIC fosters an environment of innovation, imagination, and ingenuity to pursue initiatives and support their rapid implementation to deliver a modern, high quality transportation system to the citizens of the Commonwealth. User s Guide Overview The purpose of this user s guide is to provide a brief description of the many STIC and Every Day Counts (EDC) innovations that could be considered in the delivery of a modern high quality transportation system. 4 Innovation in Pennsylvania Pennsylvania State Transportation Innovation Council (STIC) Pennsylvania s State Transportation Innovation Council (STIC) is a unique forum that blends together the expertise and experience of stakeholders in the transportation industry with representatives from planning partners, academia, state resource agencies, and local government. The STIC is a critical component of PennDOT s Next Generation efforts and serves as an instrument to implement FHWA s Every Day Counts initiatives. 7 The Innovation Process From Idea to Innovation Consider the innovations listed on pages 6-17 to streamline operations, increase efficiency and improve safety in your next project. Innovations are categorized into four focus areas: Design, Construction & Materials, Maintenance, and Safety & Operations. 1 Idea 2 TAG Review 3 White Paper 4 STIC Review 5 Innovation Deployment Process 6 Innovation Underway An idea is presented to the STIC or a TAG. The subject area TAG reviews the idea, and decides to accept, defer, or request more information. The TAG presents a White Paper to the STIC. The STIC reviews the White Paper and can accept, defer, or request more information. If the White Paper is accepted, the TAG works with PennDOT and FHWA to develop a deployment plan. Through the deployment plan process, an idea becomes an innovation ready to be deployed in practice. Innovations are green-lighted for implementation. 8 Innovations Underway in PA DESIGN Innovations The STIC and TAGs have advanced innovations to improve project design, construction, maintenance, and safety and operations. Two design innovations underway are highlighted below. GRS-IBS Bridge Geosynthetic Reinforced Soil-Integrated Bridge Systems (GRS-IBS) utilize historic bridge-building methods to construct sustainable, efficient, and effective bridges for low volume roads and over low velocity streams. GRS-IBS requires a shorter bridge construction time by using local labor and equipment, which lowers costs by 25-60% and minimizes the impact to the public. The technique allows for construction in an environmentally friendly manner and the flexible design can adjust to conditions and weather events. PennDOT encourages the use of GRS-IBS technology for low volume roads. The technology is included in Publication 447, New Products for Low Volume Roads. Innovation Status: As the STIC and TAGs advance innovations through the deployment process, the innovation status is updated with an icon as indicated below and in the chart. Consider green-lighted innovations for your next project. Innovation Status Indicators Accelerated Bridge Construction (ABC) uses safe and cost-effective planning, design, materials, and construction methods to reduce the onsite construction time involved in building new bridges or replacing and rehabilitating existing bridges. ABC includes Slide-in Bridge Construction, Prefabricated Bridge Elements and Systems (PBES), and Geosynthetic Reinforced Soil-Integrated Bridge System (GRS-IBS). ABC drastically decreases project planning and construction, which results in a cost savings and a significant reduction in traffic delays and road closures. 9 Design Innovations Innovation Description Impact on Practice / Benefits Status (As of October 2014) STIC Innovations Wayfinding Signs for Water Trails Sign installation that can be incorporated into bridge projects for Pennsylvania Fish and Boat Commission-designated water trails along the Commonwealth s rivers and streams. Maximizes the use of roadway access and improves user safety and navigation for recreational water trails. Design & Use of Pervious Pavements A material that allows water to pass through the slab to eliminate surface runoff and to recharge groundwater sources. Improves groundwater recharge, reduces stormwater run-off and flow in surface drainage systems and decreases the need for land-consuming water holding ponds resulting in more sustainable transportation solutions. Digitally Integrated Environmental Commitments Mitigation System A system that efficiently tracks environmental mitigation requirements for state and federally-funded projects using an online tracking system. Allows for seamless tracking of projects through all phases of development, construction and maintenance to improve compliance with requirements under environmental permits and to ensure efficient and successful post-construction monitoring. Implementation of Mechanistic- Empirical Pavement Design System The software program includes calibration and validation of the national pavement performance models and builds upon the mechanistic-empirical pavement design guide. Leads to better pavement designs with fewer premature failures, better pavement performance, and lower overall life cycle costs. Includes Slide-in Bridge Construction, Prefabricated Bridge Elements and Systems (PBES) and Geosynthetic Reinforced Soil-Integrated Bridge System (GRS-IBS). Reduces mobility impacts to hours while planning and bridge construction are reduced by years. This leads to significant agency cost savings and improved public support. Flexibilities in Utility Accommodation Relocation Promotes the use of existing flexibilities to foster effective utility coordination during the project development process. Clarifies and promotes procedural and administrative flexibilities to improve coordination and reduce delays. Geospatial Data Collaboration (GDC) Geosynthetic Reinforced Soil- Integrated Bridge System (GRS-IBS) Using cloud-based technology to allow data sharing and collaboration of Geographic Information Systems data between internal and external partners to create maps and share the latest data. Layers of geotextile and compacted stone bridge superstructure units are combined with beams and a deck to create an integrated bridge system. Promotes data sharing consistency through a single data warehouse, fosters collaboration by forming groups within the data user community, focuses resources, and provides data accessibility and potential cost savings by using a common data sharing approach. Allows bridges to be built quickly at a lower cost and in a manner that is environmentally friendly. The technology is a great solution to address structurally deficient bridges on low volume roadways or over low velocity streams. Interchange/ Intersection Design Geometrics Page 8 Proven techniques that can accommodate traffic volumes more efficiently while improving the safety of motorists, pedestrians, and bicyclists. Improves safety, reduces delays and construction time, and provides direct and indirect cost savings to businesses, communities, and system users.
11 Innovation Description Impact on Practice / Benefits Status (As of October 2014) Every Day Counts Innovations (continued) Prefabricated Bridge Elements/ Systems (PBES) Quality Environmental Documents Design Build Locally Administered Projects Structural components of a bridge that are constructed offsite. Incorporate existing FHWA recommendations on improving the quality of environmental documents as well as other state DOT practices into the Department s Design Manual 1B to provide more specific guidance for developing quality and concise Environmental Assessments (EAs) and Environmental Impact Statements (EISs). A method of project delivery in which the design and construction phases of a project are combined into one contract awarded on either a low-bid or best-value basis. A three-pronged strategy to aid Local Public Agencies through the complexities of the Federal-aid Highway Program s requirements and processes for establishing and administering Federal-aid projects. The strategy includes: certification/qualification programs, consultant services flexibilities, and stakeholder partnering. Saves time and expense by reducing or eliminating the onsite construction time and lessening the mobility impact. PBES are constructed in controlled manufacturing environments, which improves efficiency, quality, and durability. Reduces the amount of work and resources required to prepare the documentation, saves time and money while improving document quality, and refocuses efforts on telling the story of the NEPA decision-making process in an efficient manner that the public understands while maintaining appropriate consideration for the environment. Reduces costs and production time without reducing quality and improves constructability and cost-effectiveness. Potentially increases compliance with Federal and State regulations, reduces accountability risk, shortens time and reduces cost, and achieves stakeholder buy-in and local ownership of projects. PNDI Access Full access to the Pennsylvania Natural Diversity Inventory (PNDI) system by PennDOT personnel to facilitate transportation project planning. Streamlines the process and saves time by removing barriers to accessing environmental impact information necessary for project planning. Page 9
12 Innovations Underway in PA Construction & Materials Innovations The STIC and TAGs have advanced innovations to improve project design, construction, maintenance, and safety and operations. Two construction & materials innovations underway are highlighted below. Intelligent Compaction (IC) uses modern vibratory rollers equipped with an integrated measurement system to provide realtime monitoring and facilitate timely adjustments to the compaction process. IC increases productivity and improves in-place density of pavement materials. The integrated measurement technology provides operators with the ability to map and identify weak support areas for corrective actions and maintain consistent rolling patterns under lower visibility conditions, such as night paving operations. IC can minimize spot failures, extend pavement service life and reduce highway repair and maintenance costs. Safety Edge SM uses a wedge shaped attachment to paving equipment to create a sloped 30 degree angle edge to the roadway. Safety Edge SM requires less than 1% of additional asphalt and can be implemented quickly at a low cost. Since the technique was introduced, more than 200 construction projects have incorporated Safety Edge SM into roadway paving. PennDOT issued Strike-Off Letter making a new Standard Special Provision for inclusion of a Safety Edge SM detail in the placement of bituminous concrete pavements. Safety Edge SM Page 10

STIC Innovations Reduces waste, cuts costs, and provides durable new roads. Expanded Polystyrene Geofoam (EPG) New Application of Innovative Bidding (A+Bx) Best Practices for the Design, Evaluation and Quality Control of High Percentage Reclaimed Asphalt Pavement (RAP) Mixes Consultant Construction Inspection Selection Dates A lightweight, rigid foam plastic used as an embankment fill to reduce loads on underlying soils or to build highways quickly without staged construction. A bidding method where a monetary value is placed on the time component of a contract and added to the bid amount. A = traditional bid B = total time required to complete the project x = daily cost of inconvenience to the traveling public Evaluate uses of higher RAP percentages along with tighter testing and material quality controls needed to ensure successful performance. Staggering consultant construction inspection selection dates so that consultants have the knowledge of as many pending selections as possible when they make their next submission. Accelerates foundation construction, which reduces project schedules, saves money, requires limited labor for construction, exerts little to no lateral load on retaining structures, and can be constructed easily in limited right-of-way areas and in adverse weather conditions. Encourages contractors to direct projects on a tight schedule leading to cost savings and fewer traveler inconveniences. Asphalt pavement recycling includes both economic savings and environmental benefits. Economic benefits include material cost savings from reducing the amounts of raw aggregates and binders in new mixtures as well as reduced costs associated with transporting raw materials to plant sites. Environmental benefits include reduced emissions and fuel usage associated with extraction and transportation of raw materials. Leads to better inspection staff, improved documentation, and project reporting compliance. 14 Innovation Description Impact on Practice / Benefits Status (As of October 2014) STIC Innovations (continued) Trainee Program for Construction Projects Amendment of the Trainee Program for Construction Projects to allow contractors to provide the required training company-wide as opposed to the particular job with the trainee requirement. Increases attractiveness of starting a career in the construction industry, thus increasing the pool of candidates. Every Day Counts Innovations 3D Models for Construction Technology that allows design and construction teams to connect virtually to develop, test, and alter project designs throughout the design and construction phases. Allows for faster, safer, more accurate, and more efficient planning and construction. Intelligent Compaction (IC) Modern vibratory rollers equipped with an integrated measurement system, an onboard computer reporting system, Global Positioning System (GPS)-based mapping, and optional feedback controls. Improved in-place density of pavement materials, reduced variability of measured density, and improved efficiency of compaction. Safety Edge SM A low-cost paving technique to make roadways safer by giving the edge of the road pavement a 30-degree angle. Allows drivers who drift off highways to return to the pavement safely, leading to a decrease in highway fatalities and serious injuries. Makes the pavement more durable, potentially leading to less frequent road maintenance. Page 12
15 Innovations Underway in PA maintenance Innovations The STIC and TAGs have advanced innovations to improve project design, construction, maintenance, and safety and operations. One maintenance innovation underway is highlighted below and several other innovations are in progress. Warm Mix Asphalt (WMA) technology allows Hot Mix Asphalt (HMA) producers to mix pavement materials at 30 to 120 degrees lower than traditional heating practices. WMA can be used in cooler temperatures and improves efficiency by allowing the paving season to start earlier and extend beyond the construction season. WMA s lower production temperatures produce less emissions, which improves the environment for construction workers as well as drivers and pedestrians. PennDOT supports the use of WMA statewide and has included WMA in two new specifications in Publication 408. Warm Mix Asphalt Page 13
16 Maintenance Innovations Innovation Description Impact on Practice / Benefits Status (As of October 2014) STIC Innovations Sustainable Stormwater Alternate Bidding Process for Grass Seeding Commercial Vehicle Mainline Virtual Weigh Stations Sustainable Micro- Surfacing Practices The use of grass swales and other best management practices, including removing existing pipes and replacing these with alternatives (when feasible) for stormwater management. The application of a performance based, multiyear bidding process for a low maintenance grass seed versus a traditional grass seed to maintain grass at less than 8. Installing mainline high-speed weigh-in-motion scales for commercial vehicle weight enforcement on highways to increase compliance of weight and safety laws. The use of micro-surfacing beyond typical applications to include sealing bridge decks, improving bridge/roadway skid resistance, filling ruts, and as scratch or leveling. Lessens environmental impacts, allows water to absorb into the surface at its own pace, and reduces the need to disrupt traffic for future maintenance or replacements. Leads to cost savings as the number of mowings for this performance based approach are expected to be lower than the current maintenance approach. Animal-related crashes may also reduce over time. Potentially reduces the damage to roadways, leading to increased preservation of pavement and infrastructure. Improves bridge and roadway conditions through a more environmentally friendly application process that leads to fewer resources consumed, less energy used, and reduced greenhouse gas emissions. Every Day Counts Innovations Traffic Incident Management (TIM) Responder Training Warm Mix Asphalt (WMA) A training program that focuses on a response effort to protect motorists and responders while minimizing the impact on traffic flow. Efforts include detecting, verifying and responding to incidents; clearing the incident scene; and restoring traffic flow. A technique that allows asphalt to be produced and placed on the road at lower temperatures compared to the usual hot mix method. Leads to faster incident response and clearance, saving lives, time, and money. It could also lead to fewer secondary crashes resulting from the original incident and less exposure to moving traffic while the incident is resolved. Reduces paving costs, extends the paving season, improves asphalt compaction, allows asphalt to be hauled longer distances, and improves working conditions. 17 Innovations Underway in PA safety & operations Innovations The STIC and TAGs have advanced innovations to improve project design, construction, maintenance, and safety and operations. Two safety and operations innovations underway are highlighted below and several other innovations are in progress. High Friction Surface Treatments (HFST) uses high-quality, wear-resistant aggregates to increase friction on pavement. The treatment can be applied to target areas, such as curves, steep grades, and intersection approaches, with minimal impact to traffic. HFST increases road-surface skid resistance and water draining, which reduces crashes, injuries and fatalities on curves and intersections. Application of the treatment on an intersection curve in District 5-0 reduced wet-pavement-related crashes from twenty in ten years to zero in the six years since treatment installation. HFST deployment is in progress and PennDOT will be deploying the treatment at additional locations throughout the State that would benefit from this innovative technology. High Friction Surface Treatments Adaptive Signal Control Technology uses strategically placed traffic sensors to collect and process data to adjust traffic signals to accommodate changing traffic patterns and ease congestion. The process is repeated every few minutes to keep traffic flowing smoothly. Adaptive Signal Control Technology immediately responds to traffic conditions, improving traffic flow which increases efficiency and decreases emissions from congestion. 18 Safety & Operations Innovations Innovation Description Impact on Practice / Benefits Status (As of October 2014) STIC Innovations Data Driven Approaches to Crime & Traffic Safety (DDACTS) A law enforcement operational model that integrates location-based crime and traffic crash data to determine the most effective methods for deploying law enforcement and other resources. Increases collaboration among agencies and potentially leads to a decrease in both crash frequency and severity, and a decrease in crimes at targeted locations. PA Safety Symposium A symposium to bring together safety professionals to educate attendees on the most effective ways to improve safety. Improves understanding of techniques by safety professionals. Rumble Strip Installation on Thin Pavement Overlays A synthesis of best practices to help determine how to address the process and procedures for the installation and re-installation of centerline and edgeline rumble strips on thin pavement overlay projects. Provides standardized, cost-conscious guidance to transportation agencies seeking to effectively utilize these two features in conjunction with each other and through consideration of existing rumble strips. Integrating the Highway Safety Manual into Practice The application of contemporary methods regarding management of road safety reflected in the Highway Safety Manual. Potentially reduces crash-related fatalities, injuries and property damage. More effective use of scarce safety resources. Smart Applications Automated Road Condition Reporting The collection and sharing of data and information to improve incident management, winter services, and traffic operations. Increases reliable traveler information through 511PA, improves situational awareness and improves efficiency. 19 Innovation Description Impact on Practice / Benefits Status (As of October 2014) STIC Innovations (continued) Transportation Operations Data Warehousing A collaborative plan to bring data into a common framework for archiving, planning, prioritizing, and performance monitoring of the transportation system as a whole. Improves collaboration, eliminates unnecessary data efforts, reduces redundancies, and increases access to previously hidden datasets. Every Day Counts Innovations Adaptive Signal Control Technology Adjust the traffic signal green timing to more effectively manage changing traffic patterns and reduce traffic congestion. Reduces traffic congestion, excess fuel consumption, and delays. High Friction Surface Treatments (HFST) The site-specific application of very high-quality, durable aggregates using a polymer binder that restores and maintains pavement friction where the need for a safer pavement surface is the greatest. Reduces crashes, injuries, and fatalities. The technology is relatively low in cost compared to geometric improvements and is durable and long lasting. Did you know?
