3 1 Scope 1.1 Intent This standard provides procedures for quality control of welded construction. Welding quality control applies in the construction of pipelines, pipeline stations and terminals, tanks and support structures. 1.2 Responsibility This standard outlines the welding inspection policies of the Company. Code compliance with regulatory and industry standards shall be the responsibility of the contractor. The Project Engineer is responsible for establishing all material, welding and inspection procedures. A generic term used to identify a chief inspector or one of many welding inspectors. 2.5 Abbreviations ANSI API ASME ASNT ASTM AWS CGSB CSA MT NDE NPS PN PT RT SMYS UT American National Standards Institute American Petroleum Institute American Society of Mechanical Engineers American Society for Non-destructive Testing American Society for Testing and Materials American Welding Society Canadian General Standards Board Canadian Standards Association Magnetic Particle Examination (testing) Non-destructive Examination Nominal Pipe Size Pressure Nominal Liquid Penetrant Examination (testing) Radiographic Examination (testing) Specified Minimum Yield Strength Ultrasonic Examination (testing) 3 Weld Inspection Summary 3.1 General This section provides a summary listing of standard project inspection requirements to ensure adequate weld inspection will be conducted. 3.2 Mainline Pipe Welds The Project Engineer shall ensure that all mainline pipe welds are inspected non-destructively to the following requirements: a) all weld procedures shall be qualified in accordance with Clause 4.3.1; b) all welders shall be qualified in accordance with Clause 4.3.2; c) all materials to be welded should be fully identifiable and traceable to the material test reports; d) all welds shall be 100 per cent visually examined in accordance with Clause 4.4; e) all welds shall be 100 per cent radiographically or ultrasonically examined in accordance with Clauses 4.5 or 4.6 respectively; f) mainline tie-in welds shall be non-destructively examined as follows: i. pipe butt welded tie-ins shall be 100 per cent radiographed in accordance with Clause 4.5. Prior to welding or cutting of the existing in-service piping to accommodate a REVISION 2, JANUARY 6, 2000 PAGE 4

7 proposed tie-in, the area shall be examined, in accordance with Clauses 4.6.3, to ensure that it is lamination free and has adequate wall thickness for the welding operation; and ii. pipe branch connection tie-in welds to an in-service pipeline shall be 100 per cent magnetic particle examined in accordance with Clause 4.7, and ultrasonically examined in accordance with Clause 4.6. Prior to welding or cutting, the tie-in area shall be ultrasonically examined to ensure adequate wall thickness for the welding operation; g) all attachment welds to the mainline pipe shall be 100 per cent examined by magnetic particle methods in accordance with Clause 4.7. When attachment welds are proposed for in-service lines, the area affected shall be ultrasonically examined in accordance with Clause 3.2 f. ii; and h) weld inspection records shall be retained in accordance with Clause Station Piping Welds The Project Engineer shall ensure that station piping welds are inspected to the following requirements: a) all weld procedures shall be qualified in accordance with Clause 4.3.1; b) all welders shall be qualified in accordance with Clause 4.3.2; c) all materials to be welded shall be fully identifiable and traceable to the material test reports; d) all welds shall be 100 per cent visually examined in accordance with Clause 4.4; e) all welds shall be examined using radiographic or ultrasonic techniques in accordance with Clauses 4.5 or 4.6 respectively; f) station tie-in welds shall be non-destructively examined as follows: i. pipe butt welded tie-ins shall be 100 per cent radiographed in accordance with Clause 4.5. Prior to welding or cutting of the existing in-service piping to accommodate a proposed tiein, the area shall be examined, in accordance with Clause 4.6.3, to ensure that it is lamination free and has adequate wall thickness for the welding operation; and ii. pipe branch connection tie-in welds to an in-service pipeline shall be 100 per cent magnetic particle examined in accordance with Clause 4.7, and ultrasonically examined in accordance with Clause 4.6. Prior to welding or cutting, the tie-in area shall be ultrasonically examined to ensure adequate wall thickness for the welding operation; g) all attachment welds to the station piping shall be 100 per cent examined by magnetic particle methods in accordance with Clause 4.7; h) all fillet and socket welds shall be subject to 100 per cent examination using magnetic particle and/or ultrasonic techniques; and i) weld inspection record shall be retained in accordance with Clause Tankage Welding The Project Engineer shall ensure that all tank construction welds are inspected to the following requirements: a) all weld procedures shall be qualified in accordance with Clause 4.3.1; b) all welders shall be qualified in accordance with Clause 4.3.2; REVISION 2, JANUARY 6, 2000 PAGE 5

8 c) all materials to be welded shall be fully identifiable and traceable to the material test reports; d) all welds shall be 100 per cent visually examined in accordance with Clause 4.4; e) tank construction welds shall be radiographically examined in accordance with Clause 4.5.5; f) all floor plate fillet welds shall have 100 per cent vacuum box examination; and g) weld inspection records shall be retained in accordance with Clause Structural Support Welds The Project Engineer shall ensure that welding of steel support structures is inspected to the following requirements: a) all weld procedures shall be qualified in accordance with Clause 4.3.1; b) all welders shall be qualified in accordance with Clause 4.3.2; c) all structural materials to be welded shall be fully identified to type and grade of steel supplied to ensure that the welding procedure is compatible with the materials used; d) all welds shall be 100 per cent visually examined in accordance with Clause 4.4; e) structural welds to splices in main support beams shall be radiographically examined in accordance with Clause 4.5.6; and Comment: The Project Engineer shall evaluate the need or prudence of splices in main support beams. f) critical structural welds, as designated by the project specification, shall be magnetic particle examined in accordance with Clause Design 4.1 Standard Applicability This standard shall be used in whole or in part with Book 4: Welding, of the Company s Operating and Maintenance Procedures Manual and the specific project welding specifications. 4.2 Organization Organizational Structure The project personnel reportability shall be structured to ensure that the welding inspector has the project and the organizational authority to provide assurance of construction quality. A typical project construction organization may be developed as shown in Figure Project Staffing The staffing of inspectors on a project shall be the Construction Manager's responsibility. Consultation with Engineering Technical Services (Enbridge) is recommended for qualification of new inspectors. REVISION 2, JANUARY 6, 2000 PAGE 6

9 4.3 General Welding Weld Procedures Weld procedures shall be developed in accordance with the following governing codes and standards, as applicable: Type of Canada USA Welding Pipeline CSA Z662 or ASME Section IX ANSI/ASME B31.4, API RP 1107, API Std. 1104, or ASME Section IX Station Piping CSA Z662 or ASME Section IX ANSI/ASME B31.4, API RP 1107, API Std 1104, or ASME Section IX Storage API Std 650 and API Std. 650 or ASME Section IX Tanks ASME Section IX Structural CSA W59/CSA W47.1 AWS D1.1 Weld procedures are to be formulated and/or implemented in accordance with the following Company specifications and procedures, as applicable: a) new Construction: i. welding Specification for Cross-Country Piping (Enbridge); and ii. welding Specification for Station Construction Piping (Enbridge); b) maintenance: i. operating and Maintenance Procedures Manual Section 7; and ii. book 4: Welding, of the O&MP Manual Section 02. All contractor developed weld procedures shall be reviewed and approved by the Company prior to construction. See Figure 6.1: Organizational Chart for project functional reportability Welder Qualifications Welders shall be qualified for the material and/or component being welded using the industry standards or the Company standards, when they exceed the requirements of the applicable industry standards. New welders shall have the first two welds on piping joints, when less than 100 per cent radiographic examination is required, or two spots on the first tank weld, radiographed and examined for acceptability. The welders' performance on these initial welds shall be under the supervision of the Company welding inspector. Any special welder qualifications shall be identified in the project specification, i.e., welding on a liquid filled pipeline. Contractor welder qualifications for specific projects shall be conducted under the supervision of the Company's welding inspector. Welder qualification records shall be retained by the Company in accordance with Clause 4.8 of this standard, and shall include as a minimum: a) the welder s name; REVISION 2, JANUARY 6, 2000 PAGE 7

10 b) welding performance qualifications; c) the welder s file number, when jurisdictionally registered; d) applicable test dates; e) the date of expiration of each qualification; and f) the welding number/symbol issued to the welder Welding Inspector The welding inspector shall monitor construction on a continuing and regular basis to provide assurance that the welding quality adheres to: a) project specifications; b) specified industry standards and jurisdictional regulations; and c) procedures and personnel qualifications for NDE technicians and for welders Welding Inspector Qualifications The Company shall select welding inspection personnel on the basis of relevant experience and training. Documentation of the inspector's qualifications shall be retained by the Company in accordance with Clause 4.8 of this standard, and shall include as a minimum: a) education and experience; b) training; c) results of qualification examinations; and d) company performance evaluations. 4.4 Visual Examination General At various stages of weld completion all welding will be subject to a complete visual examination by the welding inspector to assure weld quality is maintained Visual Examination During Welding The following inspection shall be conducted during welding: a) base material inspection for grade, dimensions, quality, and the specified cleanliness of the surfaces to be welded; b) joint preparation inspection for alignment, land dimensions, gap, bevel angle, and scale removal; c) adherence to procedure and verification of process, electrode type and size, electrode condition and protection, weather protection, equipment settings, preheat and interpass temperature control, and maintenance; and d) root and subsequent weld pass inspection monitoring for cracking, penetration, gas and slag inclusions, and under and over welding. 11 4.4.3 Visual Examination After Welding The following inspection shall be conducted upon completion of welding: a) dimensional tolerance of the weld, including assessment for warpage and distortion; b) surface examination for cracks, porosity, unfilled craters, arc strikes, excessive weld spatter, excessive penetration, incomplete fusion, undercutting, or insufficient penetration; c) ensure all NDE is completed in accordance with project requirements; and d) monitor NDE techniques to ensure procedures are followed Visual Examination Records The welding inspector shall complete inspection reports using Company forms, issued on a weekly basis, to address progress of inspection activities, problem areas, and action taken to address problem areas. The Company shall retain inspection reports in accordance with Clause 4.8 of this standard. 4.5 Radiographic Examination General The documented radiographic procedure shall be approved by the Company prior to use and shall be in accordance with CSA, ASME or API as applicable. Radiographic examination personnel shall be certified to the following standards: a) Canada certification to CGSB 48-GP-4M is required. All film interpretation shall be by a certified Level II or III radiographer; or b) USA certification to ASNT RP SNT-TC-1A is required. All film interpretation shall be by personnel certified to Level II or III. Comment: CGSB has two classifications for inspection equipment operators "junior" for trainees and "senior" for fully qualified operators. The Canadian "senior" designation is equivalent to the ASNT Level Film Identification All film shall be clearly marked with weld numbers, which shall be recorded on as-built drawings, in order to provide direct traceability to the actual weld. The Company welding inspector shall determine the film identification system used for weld location identification. To ensure positive identification of repair areas, all film identification markers should be oriented with the zero point at the top dead center on horizontal pipe runs and oriented at the point where the weld first starts (button) on vertical pipe runs. The markers shall run clockwise from the zero point, when viewed from upstream. REVISION 2, JANUARY 6, 2000 PAGE 9

12 4.5.3 Mainline Piping All mainline piping welds shall be 100 per cent radiographed or ultrasonically tested. Tie-in welds shall be 100 per cent radiographically tested. The testing procedures shall be developed in accordance with CSA Z662 in Canada and ANSI/ASME B31.4 or API Std 1104 (preferred) in the USA Station Piping All station hydrocarbon piping welds shall be 100 per cent radiographed or ultrasonically tested. Pipe butt welded tie-ins shall be 100 per cent radiographically tested. The testing procedure shall be developed in accordance with CSA Z662 in Canada and ANSI/ASME B31.4 or API Std 1104 (preferred) in the USA Radiographic Examination (USA) In the USA, 100 per cent radiographic examination coverage shall apply and be in accordance with the mandatory requirements of the applicable fabrication and Company standards Radiographic Examination (Canada) In Canada, radiographic examination coverage shall comply with the mandatory requirements of the applicable fabrication and Company standards and the following: a) all welds, except as noted in Clause b., shall be 100 per cent radiographed; b) welds on fire water systems and drain or vent lines open to atmosphere shall be subject to a minimum of 15 per cent radiographic coverage (100 per cent coverage of 15 per cent of the welded joints completed each day). The radiographic coverage shall be representative of each welder and each weld procedure used. If the repair rate (the repair rate taken over a sufficient period/number of joints, as determined by the Company welding inspector) exceeds 30 per cent, then the radiographic coverage shall be increased to 100 per cent coverage of all joints. The coverage shall be increased until such time that the repair rate drops below 10 per cent. The repair rate percentage is calculated by dividing the number of joints requiring repair by the total number of joints radiographed and multiplying by 100; and c) the first two welds made by a welder new to the Company shall be 100 per cent radiographed. These two joint radiographs will count as one joint with reference to the required 15 per cent radiography Tankage Tank weld inspection and records shall be based on the following: a) radiographic examination of tank construction welding shall be in accordance with API Std 650, except that two spot radiographs shall be taken in the first 3 m (10 ft.) of weld done by each new welder on the job, regardless of which seam is being welded. When the particular joint being welded is not readily radiographable, the contractor may take the option to produce a radiographable test plate at the same time (same day) and under the same conditions as the initial tank welding; and REVISION 2, JANUARY 6, 2000 PAGE 10

13 b) the Company shall retain radiographic film, interpretation forms and a weld map in accordance with Clause 4.8 of this standard. The weld maps shall show the location of all welds and all radiographs taken and the identification of the welders for each weld joint. Comment: API Std 653 does not currently affect the requirements for weld procedures or qualifications Structural Steel The extent of radiographic requirements, if any, shall be specified in the project specification. When required, radiography shall be conducted in accordance with CSA W59.1 in Canada and ANSI/AWS D1.1 in the USA. The flange portions of all wide flange spliced connections in main support columns or beams shall be fully radiographed in accordance with the above standards Examination Records Examination records shall be retained by the Company, as specified in Section 4.8 of this standard, and shall consist of the following: a) the radiographic examination record (Interpretation Report); and b) radiographic film. 4.6 Ultrasonic Examination General In this standard, ultrasonic examination is intended to apply as follows: a) pipe wall thickness measurements in weld repair areas or in welding to existing components, i.e., branch connections; b) a material check for laminations in weld attachment areas; c) a weld examination for discontinuities; and d) a fillet weld examination Operator Qualifications In all ultrasonic examination applications, except wall thickness measuring, the operators shall be qualified to the appropriate standards. Ultrasonic operators shall be certified as either Level II or Level III to CGSB 48-GP-7M in Canada, and to ASNT RP SNT-TC-1A in the USA. Operators conducting wall thickness measurements can either be qualified to the appropriate standards, as stated above, or can be trained by the Company in the operation of the equipment and calibration techniques. It is recommended that wall thickness measurements conducted for safety, such as remaining wall thickness measurements for hot tapping, be conducted by personnel certified to the appropriate standards. 14 4.6.3 Wall Thickness Measurements Prior to starting tie-in welds to existing piping, wall thickness shall be measured over the boundary area of the tie-in location using ultrasonic examinations to ensure adequate remaining wall thickness for the welding operation. The operator shall mark the position of the thinnest measurements and the average thickness on the pipe surface. Any measurements less than the specified minimum allowable wall thickness shall be resolved by the Project Engineer prior to cutting of the pipe for a tie-in. Wall thickness shall be measured on repair areas, such as weld arc strikes removed by grinding, to ensure minimum wall thickness is maintained Lamination Examination Ultrasonic lamination examination shall be conducted in the areas of piping or tanks to be hottap welded or when adding reinforcement plates to existing un-reinforced penetrations. In general, any time a "stub-on" connection is welded, the weld area shall be checked for laminations prior to welding. A lamination check procedure shall be established in accordance with or equal to ASTM E114. See Book 4: Welding, , for guidance on welding in areas of laminations Ultrasonic Weld Examination Ultrasonic weld examination may be conducted on mainline, station, and fillet welds. Ultrasonic weld examination may also be used as a supplement to all radiographic weld inspection for defect confirmation or a repair aid. Testing procedures, acceptance standards, record and documentation requirements shall be developed in accordance with industry standards, such as CSA Z662, ANSI/ASME B31.4, API Std 1104, etc., or as determined by the Project Engineer Examination Records and Report Examination records shall be retained by the Company, as specified in Clause 4.8 of this standard, and shall consist of the ultrasonic examination records and report. 4.7 Magnetic Particle and Liquid Penetrant Examination General Magnetic Particle (MT) and Liquid Penetrant (PT) examination methods can be used interchangeably with the method selected based on criteria such as: a) the equipment available; b) the type of material to examine, i.e., magnetic or nonmagnetic; c) the type of indication expected, i.e., PT better for rounded indications; d) ambient conditions; and e) the qualification of available personnel. 15 MT of PT examination methods shall be used for the following weld inspections: a) examination of gouged or ground area after removal of temporary or permanent attachment welds on pressure boundary parts of pipeline system or on tank shell; Comment: This clause is intended to primarily cover tacks used for fitup and any other welds that are removed. Pipe sleeves are not specifically addressed, but if a sleeve were removed, this clause would apply. b) examination of a fillet weld, after weld completion, when pipeline system or tank is liquid filled or pressurized during welding process; and c) examination of cavity when repairing welds to ensure total defect removal prior to rewelding Procedures and Examiner Qualifications MT examination procedures shall be documented in accordance with, or equal to, ASTM E709. MT examiners shall be qualified in accordance with the requirements of CGSB 48-GP-8M or ASNT RP SNT-TC-1A. PT examination procedures shall be documented in accordance with, or equal to, ASTM E165. PT examiners shall be qualified in accordance with CGSB 48-GP-9M or ASNT RP SNT-TC-1A Acceptance Standards Acceptance standards for MT and PT examination shall be as specified by the applicable Company requirements Examination Records and Report Examination records shall be retained by the Company, as specified in Clause 4.8 of this standard, and shall consist of the magnetic particle and/or liquid penetrant inspection records and report. 4.8 Weld Inspection Records General This section addresses only records that are directly related to welding inspection. The records required to be retained, as listed in Clause 4.8.2, shall be separated into four separate record categories: a) Mainline Welding Records; b) Station Welding Records; c) Tank Welding Records; or d) Structural Welding Records (reviewed and discarded upon completion of a project) Records to be Retained The following weld inspection records are required to be stored by the Company for retention times as noted: REVISION 2, JANUARY 6, 2000 PAGE 13
