3 PROGRAM OVERVIEW Sioux Lookout & Area Modern Wood Heat Rebate The Municipality of Sioux Lookout s Development Services Department is delivering the Sioux Lookout & Area Modern Wood Heat Rebate program to encourage residents to switch from propane and fuel oil to wood heating systems and replace older, existing wood heat appliances with new ones. The Program will run from May 1, 2018, to December 31, 2019, and rebates are on a first come, first serve basis. One rebate per customer. The program benefits include reducing local greenhouse gas emissions and air contaminants, reducing home heating costs and encouraging growth of local business activity related to renewable energy. ELIGIBLE APPLICANTS AND BUILDINGS Owners and Agents of Single Family Dwellings (SFDs), Multi-Unit Residential Building (MURBs), and commercial buildings located in: Postal code areas starting with P8T (The Municipality of Sioux Lookout); P0V 1X0 (Hudson) P0V 2A0 (Frenchman s Head); and Other areas of special interest and reasonable proximity specified by the Recipient, including but not limited to the First Mining Finance Corporation s Goldlund Project, ELIGIBLE PROJECTS The following are eligible projects: a) Removal of an indoor non-certified cordwood and wood pellet stove, and replacement with an eligible modern cordwood or wood pellet stove (for SFD only). b) Removal of an indoor non-certified cordwood and wood pellet furnace or boiler and replacement with an eligible modern cordwood or wood pellet furnace or boiler (for SFD only). c) Removal of an outdoor cordwood (indoor rated) or wood pellet boiler and replacement with an eligible modern cordwood or wood pellet heating appliance (for SFD only). d) Upgrade a fireplace with an eligible fireplace insert (for SFD only). e) Removal of a fireplace and replacement with an eligible modern cordwood or wood pellet heating appliance (for SFD only). f) Removal of an oil propane furnace or boiler (including dual fuel cordwood combination furnace or boiler) and replacement with an eligible modern cordwood or wood pellet heating furnace or boiler. g) Supplementation of an oil or propane furnace or boiler with an eligible modern cordwood or wood pellet heating appliance. 3 P a g e

5 CERTIFICATION REQUIREMENTS FOR APPLIANCE MODELS To be eligible, appliances must be certified by a qualified independent third-party organization, such as but not limited to, OMNI-TEST, Intertek, PolyTEST, TÜV or a government sanctioned testing laboratory abiding by the rules of International Standards Association (ISO) (a manufacturer s declaration of conformity does not qualify) as meeting one of the relevant test methods below, and must meet the particulate matter emissions limits under the table below: Canadian Standards Association (CSA) B Performance testing of solid-fuelburning heating appliances, reaffirmed in 2015; or United States Environmental Protection Agency (US EPA) New Source Performance Standards (NSPS) for Residential Wood Heaters, New Residential Hydronic Heaters and Forced-Air Furnaces submitted May 15, 2015 (40 CFR 60); or European Standard EN Heating boilers Part 5: Heating boilers for solid fuels, manually and automatically stoked, nominal heat output of up to 500 kw Terminology, requirements, testing and marking, published in June 2012 by the European Committee for Standardization. INSTALLATION REQUIREMENTS FOR NEW HEATING SYSTEMS To be eligible, installations of appliances and other system components must demonstrate compliance with the following requirements to be eligible for the rebate program: All installations must be undertaken in compliance with the Ontario Building Code and local building approval/permit/inspection requirements. Existing chimneys connecting to new eligible appliances must be inspected by a WETT trained and certified technician, who confirms conformance to CSA B Installation code for solid-fuel-burning appliances and equipment. New chimneys, stoves, and fireplace inserts (cordwood or pellet) must be installed or inspected by a WETT trained and certified technician, who confirms conformance with CSA B Installation code for solid-fuel-burning appliances and equipment. Eligible forced-air furnaces must be installed by a Qualified HVAC Contractor in accordance with CSA B Solid-fuel-fired central heating appliances. Eligible indoor wood and pellet boilers (hydronic heater) must be installed by a Qualified HVAC Contractor, who is trained to install hydronic heating systems in accordance with CSA B Installation code for hydronic heating systems. 5 P a g e

6 PROGRAM CHECKLIST Step 1: COMPLETE APPLICATION FORM Come into the Development Services office to obtain information and to fill out the application form. Application will be completed once installation is complete and proper documentation is provided. Step 2: INSPECTION CONSULTATION A building permit MUST BE ISSUED PRIOR to work being done. Once issued, call the Chief Building Official (CBO) to arrange for your first inspection to view the existing appliance ext Once the old appliance has been inspected by the CBO, you may remove it. The new EPA or CSA certified appliance may be installed. You must ensure that your installer is trained and certified in compliance with the Wood Energy Technical Training (WETT) program (homeowner may install the appliance). Step 2: APPLY FOR A BUILDING PERMIT Fill out a building permit AND provide a copy of the manufacturer s certification (EPA & CSA) and installation specifications of the new EPA or CSA certified wood burning appliance. The Sioux lookout Development Services Department will determine your eligibility. Step 4: PURCHASE AND INSTALL YOUR NEW, ELIGIBLE WOOD HEAT SYSTEM Make sure that your replacement appliance meets all eligibility requirements. Save your receipt(s) to be submitted for your refund. If installing a Wood Heat Forced-Air Furnace or Boiler System, it must be installed by a certified HVAC Contractor. Step 5: TAKE BEFORE AND AFTER PHOTOS Before you remove your old heating appliance, you must take a photo of the serial number and/or front of appliance. Once your new appliance has been installed, you must take photos of the serial number and front of appliance. Step 6: DISPOSE OF OLD WOOD HEAT APPLIANCE Take your old appliance to the Municipality of Sioux lookout s landfill site and have the employee fill out the certificate of disposal (see included Landfill Confirmation Form) Landfill tipping fees apply and is determined by weight of the appliance. Step 7: REQUEST YOUR REBATE COMPLETE PHASE 2 APPLICATION Complete the Phase 2 Application with all required documentation attached as follows. A) Copy of the building permit/wood heat Replacement Certificate b) Copy of Sales Receipt c) Signed Copy of landfill confirmation form d) Copy of approved WETT inspection report e) Before and After Photos 6 P a g e

Recent photographs of functioning previous appliance including make, model and serial number Photograph of newly installed appliance including make, model and serial number specifications Copy of WETT certified technician s installation or inspection report of the stove and chimney assembly Copy of Building permit issued by the Municipality of Sioux Lookout Confirmation of decommissioning of old stove (landfill receipt) Copy of all receipts and/or invoices for all eligible expenses Further, I declare that my property is within the Municipality of Sioux Lookout, Hudson and Frenchmen s Head, and that I have removed my old heating system and properly disposed of it and replaced it with a newer more efficient appliance that is up to code and program incentive requirements. I understand that the Municipality of Sioux Lookout is not responsible for the installation or functioning of the installed appliance. The Corporation of the Municipality of Sioux Lookout reserves the right to inspect or verify that the above items has been installed.
