1 MICHIGAN DEPARTMENT OF TRANSPORTATION SPECIAL PROVISION FOR HIGH FRICTION SURFACE TREATMENT OFS:CER 1 of 5 APPR:GM:TEH: FHWA:APPR: a. Description. This work consists of providing all labor, materials and equipment required to prepare pavement surfaces and apply a one coat high friction surface treatment (HFST). Preparation of pavement surfaces and application of materials must be in accordance with this special provision and the manufacturer s recommendations. Any discrepancies between the two must be brought to the attention of the Engineer. b. Materials. Use a two-part polymer resin binder system to overlay the pavement. Containers must be clearly distinguishable. Run all resin binder tests at 73 degrees F. Run tests without delay if testing temperature does not match curing temperature.. Conduct the resin binder tests in accordance with the following: 1. Viscosity - ASTM D Prepare a one pint sample and mix for 2 to 3 minutes before testing. Use X1.1 for spindle selection.
2 OFS:CER 2 of Gel Time - AASHTO M 235. Prepare a 60 gram sample. 3. Ultimate Tensile Strength - AASHTO M 235. Prepare Type I specimens in accordance with ASTM D 638. Cure specimens for 7 days at 73 degrees F and 50 degrees F. 4. Elongation at Break Point - AASHTO M 235. Prepare Type I specimens in accordance with ASTM D 638. Cure specimens for 7 days at 73 degrees F and 50 degrees F. 5. Durometer Hardness - ASTM D Use the Type 1 Precision - Type D Durometer Method. Cure specimens for 7 days at 73 degrees F and 50 degrees F. 6. Compressive Strength - AASHTO M 325. No more than 10 minutes shall elapse between the start of mixing and the placement of the specimens in the curing chamber. Use of a 1 inch by 1 inch by 2 inch specimen is also acceptable. 7. Compressive Strength - ASTM C 579. Prepare specimen according to Method B, 2 inch cube, using 2.75 parts of sand to one part of mixed polymer resin binder by volume. Sand must meet ASTM C 778, sand. Cure specimens for 3 hours and 7 days at 73 degrees F and 50 degrees F. 8. Cure Rate (Dry Through Time) - ASTM D Prepare a specimen of wet mil thickness. Cure specimens for 3 hours maximum at 73 degrees F and 50 degrees F. 9. Water Absorption - AASHTO M 235. Cure specimens for 7 days at 73 degrees F and 50 degrees F. 10. Adhesive Strength at 24 Hours - ASTM C Cure specimens for 24 hours at 73 degrees F and 50 degrees F. Provide surface aggregate that is calcined bauxite (minimum of 87 percent aluminum oxide per Section 15 of ASTM C 25) which is clean, dry, and free from foreign matter. 3 OFS:CER 3 of Provide a test data certification to the Engineer that the materials meet the requirements specified herein. c. Construction. Provide certification to the Engineer from the polymer resin binder manufacturer documenting the Contractor s qualifications to place HFST in a manner acceptable to the polymer resin binder manufacturer and in compliance with this special provision. Place HFST using automated mechanical equipment. At the Engineer s discretion, the HFST may be mixed and placed by hand for areas where mechanical forms of application are not conducive or economical. 1. Equipment. Ensure the mixing and application systems, for the polymer resin binder, are capable of thoroughly blending the polymer resin and hardening agent, and can uniformly and accurately apply the polymer resin binder materials at the specified rate to the pavement surface in such a manner as to cover 100 percent of the work area. Ensure the aggregate spreader is propelled in such a manner as to uniformly apply dry aggregate to excess onto the applied polymer resin binder material. Ensure the vacuum truck is self-propelled to remove excess debris and aggregate. For hand applications, equipment will consist of equipment suitable for mixing and applying the polymer resin binder and aggregate including, but not limited to: calibrated containers, a paddle type mixer, notched squeegees, and stiff bristle brooms. 2. Surface Preparation. Protect utilities, drainage structures, curbs and any other structure within or adjacent to the HFST location from surface preparation activities and application of the surface treatment materials. Cover and protect all existing pavement markings that are adjacent to the surface treatment location. Pavement markings that will be covered with the surface application must be removed prior to performing the required surface preparation. Cover bridge expansion joint devices. A. Concrete. Clean the entire concrete surface by shotblasting before placement of the overlay. The prepared concrete surface must meet the International Concrete Repair Institute Guideline No , Selecting and Specifying Concrete Surface Preparation for Sealers, Coatings, and Polymer Overlays, concrete surface profile 7 (CSP 7). Mortar which is sound, and soundly bonded to the course aggregate, must have open pores due to cleaning to be considered adequate for bond. Use a vacuum truck or oil-free moisture-free air blast to remove all dust and other loose material. Do not use brooms. Control and minimize airborne dust and similar debris generated by surface preparation and cleanup to prevent a hazard to motor vehicle operation or nuisance to adjacent property. Meet the requirements of subsection A.1 of the Standard Specifications for Construction and other applicable contract documents regarding dust control. B. Asphalt. Clean asphalt pavement surfaces using mechanical sweepers and high pressure air wash. Remove pavement markings that will be covered with the HFST
4 OFS:CER 4 of application in accordance with subsection F of the Standard Specifications for Construction. Mechanically sweep all surfaces to remove dirt, loose aggregate, debris and deleterious material. Air wash all surfaces using a minimum of 180 cfm clean and dry compressed air. Maintain the air lance perpendicular to the surface and the tip of air lance within 12 inches of the surface. For applications on new asphalt pavement, ensure the surface has cured a minimum of 30 days prior to performing surface preparation and installation of the HFST. 3. Application. Handling and mixing of the polymer binder resin and hardening agent must be performed in a safe manner to achieve the desired results in accordance with the manufacturer s recommendations for a one-coat system. Apply the polymer binder resin at a rate of no less than 40 ft 2 /gal. Do not place polymer resin binder overlay materials when surface is less than 50 degrees F or ambient air temperature is forecast to fall below 50 degrees F within 8 hours after application. Do not place polymer resin binder overlay materials if weather or surface conditions are such that the material cannot be properly handled, placed, and cured within the manufacturer s requirements and specified requirements of traffic control. A. Mechanized Binder Application. Apply the polymer resin binder by a truck or trailer mounted application machine that is capable of continually mixing and delivering the binder components on demand within the temperature range specified in varying widths of up to 12 feet wide at a uniform application thickness. Ensure that the mechanically applied distributing equipment includes accurate measuring devices and/or calibrated containers and thermometers for measuring the binder temperature prior to placement should heating be required. Do not allow the binder material to separate in the mixing lines, cure, dry, or otherwise impair retention bonding of the high friction surfacing aggregate. Ensure the application machine is equipped with flushing systems such that blockages of lines will not occur, and installation operations are not delayed, stopped, or otherwise compromised. Ensure that mechanical applications are capable of applying binder uniformly at a minimum rate of 10 gallons per minute. Uniformly spread the mechanically applied binder with a notched squeegee. B. Hand Binder Application. Ensure that after the polymer resin binder mixture has been prepared for the overlay, it is immediately and uniformly applied to the pavement with a notched squeegee. C. Aggregate Application. Apply the dry aggregate in such a manner as to cover the polymer resin binder mixture completely within 5 minutes. No bleed through, or wet spots should be visible in the overlay. Minimize all foot traffic on the uncured polymer resin binder and ensure any foot traffic will only be done with steel spiked shoes approved by the Engineer. Remove and replace applications which do not receive enough aggregate. Cure the polymer resin binder until vacuuming or brooming can be performed without tearing or damaging the surface. Do not allow traffic or equipment on the overlay surface during the curing period. Remove all loose aggregate by vacuuming or brooming after the curing period. The minimum curing periods must be according to the manufacturer s recommendation or longer if directed by the Engineer. Remove and replace any areas damaged or marred by the Contractor s operations in accordance with this special provision at no additional cost to the Department.
5 OFS:CER 5 of Replace any damaged or missing transverse and longitudinal joint seals in accordance with subsection S of the Standard Specifications for Construction prior to applying the binder. Provide the Engineer with all records including, but not limited to, the following for each batch provided: batch numbers and sizes; location of batches as placed on pavement, referenced by stations; batch time; temperature of air, pavement surface, polymer resin binder components, and aggregates; loose aggregate removal time; and time open to traffic. d. Measurement and Payment. The completed work, as described, will be measured and paid for at contract unit price using the following pay item: Pay Item Pay Unit High Friction Surface Treatment... Square Yard High Friction Surface Treatment includes preparing, cleaning and applying a HFST to asphalt or concrete pavement including miscellaneous clean-up. The costs associated with the removal, preparation and replacement of transverse and longitudinal joint seals is included in the payment. The costs associated with removing and replacing existing pavement markings will be paid for separately.
