1 Natural Resource Ministries SCHEDULE C Other Conditions File: /PL20TEG032 Attachment to the Agreement with for Spring 2019 Tree Planting 100 Mile House Field Team. 1) Work Progress Plan Prework A work progress plan will be developed at the project prework meeting with Planting contractor, BCTS representative and implementation contractor. This meeting will set start up and priority blocks will be identified, and a progression for the project will be established. The number of blocks allowed to be open at any given time will be established based on contractor capacity. Production Daily production rates are set at 55,000 per day averaged over 6 working days. If the contractor recognizes they will not meet the production rates set in the contract a joint disscussion and written adjustment to the work plan will be set to address production. Thaw Requests The Contractor will be responsible to deliver thaw requests to the High Country Cold storage facility two weeks prior to planting needs. Progress The contractor will completely plant each unit before diverting crews to the next unit. Under no circumstance will a unit be left with an unplanted area unless prior written approval is given by the BCTS Representative. If an unplanted area is discovered, BCTS will traverse the area and bill the planting contractor for traverse costs and reasonable costs for administering planting of the area in the future. If BCTS determines that there are no suitable trees left for a unit and the unit is not completely planted, written permission may be given to the contractor to move on to the next unit. The contractor will plant to leave a condensed and contiguous unplanted area. If possible the unplanted area will be left at the front (entry) end of the unit, not the back. Prior to moving to the next unit the contractor will flag heavily and clearly in the field the unplanted area and submit to the BCTS Representative a map accurately depicting the unplanted area, and describing the type and color of ribbon used. 2) Personnel and Communication Contract Representative; The Planting Contractor will identify an onsite Contract Representative as well as a primary contract for the entire contract. The contractor will maintain daily contact with the BCTS rep or agent as agreed upon in the Work Progress Plan Foreman and Planters The Contractor shall provide at least one (1) foreman for every ten (10) planters unless otherwise stated in the Work Progress Plan. The foreman will be identified to the BCTS Representative at the prework conference and names will be included in the Work Progress Plan. The primary function of the foreman is to inspect and ensure quality control and to recce blocks for stock location. It is also expected that the foreman will be familiar with map reading and familiar with the layout and location of all the units. The foreman will be required to map the locations of seedlot placement and the total number planted in each location. These maps are considered a deliverable which will be supplied to the BCTS Representative. NRS787 - Schedule C Other Conditions July 28, 2015 Page 1 of 6
2 3) Production Rates The minimum acceptable daily planting production rate is 55,000 seedlings. Contractor must advise BCTS Representative when planting production is expected, or planned, to exceed 100,000 seedlings for two or more consecutive days. The minimum production rate is set at 55,000 seedlings per day averaged over six working days. The exception being during the final week of planting that wraps up areas for contract completion. If conditions prevent this level of production for two or more days the contractor must discuss with the contract coordinator and submit a written work plan to increase productivity. A system must in place to measure production rate on a weekly basis. If weekly production based on a minimum 55,000 trees/day is not attained, payments will be reduced by $0.05 for every tree that is under production. 4) General Planting Requirements In addition to schedule A, Article 3, the following clauses are requirements for quality plan. Screefing All trees will require some form of micro-site preparation. For untreated ground a screef will be considered the removal of duff, litter and scalping the micro-site free of minor vegetation, including herbaceous plants and grasses to expose a suitable planting medium. Suitable medium consists of mineral soil, well decomposed organic material or an acceptable mixture of both. The seedling shall be planted in the center of the screef. Minor vegetation, including herbaceous plants and grasses, debris, must be cleared in such away from the foliage of planted seeding so seedlings have a clear area in which to grow. Cow Trails No planting within 1.0 metre on either side of cow trails. Failure to meet these conditions will result in unacceptable microsite selection and will result in a fault tree being assessed. Tea Bag Fertilizer This contract has a estimated 176,000 same hole as tree fertilizer packs. These packs will used with the Fir only in specified IDF blocks. Plant wizard will be available to the contractor to felicitate where the fertilizer packs are to be used. MSDS sheets and planting instruction for the fertilizer will be provided to the contractor by BCTS rep. Information on the fertilizer packs are part of this contract as appendixes. Access Structures All re-habilitated landings, skid trails, and spur roads shall be fully planted. The BCTS Representative shall clarify the specifics for each block during the prework. All permanent access structures including the cut and fill slopes are not to be planted. Re-habilitated areas used for access will be planted after the block has been entirely planted, otherwise a wasted tree assessment will apply for each tree that has been planted on the rehabbed area. Slash Piles No planting within 2.0 metres of slash and landing piles to be burnt. Failure to meet these conditions will result in unacceptable microsite selection and will result in a fault tree being assessed. 3 Acceptable Naturals For a natural seedling to be considered an occupier of a plantable spot it must be one of the following species and meet the specified minimum height and quality standards: UNIT SPECIES MINIMUM HEIGHT REQUIREMENT QUALITY All, unless otherwise indicated on the Work Progress Plan. Pli, Fdi, Sx, Cw Ba 30 cm 30 cm 30cm 30 cm 50 cm - Good form and color - Greater than 50% live foliage - Site specific Obstacle Planting Obstacle planting will be required as directed by the BCTS Representative and will be defined as: planting as close as possible (within 10 cm) to stumps, slash or rocks (greater than 15 cm in height) that cannot be easily displaced by cattle. The Minimum Inter-Tree Distance must also be respected. Failure to meet these conditions (i.e. failure to select obstacles over open areas) will result in an unacceptable microsite selection and will result in a fault tree being assessed. Reworking an Area If an area requires rework, replanting by physically removing seedlings from the ground shall not be allowed without the consent of the BCTS Representative. Rework shall be allowed for increasing screef size or reducing the depth of planted trees by removing soil to the appropriate depth with written permission of the BCTS Representative, or by fill planting an area to bring the planted density up to the target density. Site Specific Information Shovel requirements Minimum shovel blade length shall be twenty (20) centimeters for container stock, unless otherwise stated in writing by the BCTS Representative. Spacing off Residuals It will be acceptable to plant as close as one (1) meter from any Aspen or Cottonwood greater than 15 cm Dbh. Trees can be planted as close as 50 cm from Aspen less than 15 cm Dbh, unless otherwise specified. Drip line rule is to be used for planting distance next to Douglas-fir, Spruce or Balsam residuals. Planting depth The entire plug must be planted in mineral soil, unless otherwise specified by the BCTS Representative. Red rot is not acceptable in the dry-belt or transitional areas. The plug may be planted in red rot in the wet belt. This will be communicated by the BCTS Representative or agent at the onsite prework. 5) Mixed Species Planting The contractor will be required to plant a mixture of species in most blocks in areas best suited for each species. The species mix prescription for each planting unit can be found in plant wizard, or the updated block map. 6) Stock Delivery, Care and Handling The contractor must give a minimum 14 days notice for each thaw request to the regional Reefer Staff. Any revisions to the request must be promptly communicated. The BCTS representative must receive a copy of the thaw request. The Contractor must give a minimum 5 days notice for each intended pick-up of trees to the Regional Reefer Staff. Any revisions to the request must be promptly communicated. Planting foremen must receive a copy of stock to be shipped, one (1) week before trees arrive on site, for operational planning purposes. 4 The Contractor will be responsible for arranging the delivery of seedlings from the cold storage location and to the blocks. The Contractor will pick up trees at the High Country Cold Storage reefer facilities in Kamloops (directions will be provided). Transport of trees from cold storage must occur in a refrigerated reefer van, or in an insulated transport vehicle (e.g. a FIST). Further to Schedule A, 2.8 (d) (e). All vehicles used in the transport of planting stock must utilize a FIST type canopy or equivalent industry standard as approved by BCTS Representative. Further to Schedule A, 2.9. On site seedling storage must utilize a FIST type canopy or equivalent. A tarp cache will be allowed only as an immediate working cache of maximum one (1) box per planter working from tarp cache during cool (max +20 degrees) ambient temperatures. All trees stored within Fist type canopies or equivalent must be planted or returned to the refrigerated unit within six (6) hours of pick up. This may be amended at the discretion of the BCTS Representative or agent, should weather conditions permit. Further to Schedule A, 2.10, the Contractor will provide a mobile refrigerated unit capable of handling seedlings for at least two days minimum production. The unit must be located on or near the planting units. The Contractor will provide all terrain vehicles capable of transporting at least 15,000 seedlings per day within the planting sites. Planters Bags Further to 3.15 Schedule A, planters bags shall contain inserts with an aluminized inner surface or equivalent so as to provide temperature and moisture control for the seedlings. When the bag contains seedlings but is not being planted from, the insert shall be closed. Unloading Seedlings It is the responsibility of the Contractor to provide manpower to unload stock (seedling) shipments at each geographic location as requested by the BCTS Representative. 7) Stock Tracking For the purpose of a continuous and cumulative stock record, the contractor is required to keep a current record of all stock planted. The format will most likely be in the form of Plant wizard data base report, or Excel spreadsheet. The Contractor has full responsibility to track all seedling movements to and between planting units and must ensure that planting locations of all stock are accurately mapped and reported in the Contractor s Request for Inspection. The Contractor is required to keep their own records of what has been received at the reefers. This MUST balance with what was planted and invoiced by Request Key. A single and final stock tracking spread sheet and the final invoices shall be submitted within five (5) working days of the final planting work. 8) Seedlots The Contractor shall submit to the BCTS Representative a written request to substitute stock within planting blocks. The BCTS representative must approve any stock transfers in writing before any stock is planted outside of Plant Wizard database or spreadsheet. Created for the project. The Contractor shall not be paid for any seedlings planted outside of the limits of the respective seedlot or request key. 9) Planting Boxes In addition to Schedule A, 2.13 High Country Cold Storage in Kamloops, ( ) is the pick-up point for seedlings the following shall apply: a) Plastic lining and wrappers to be shaken out and put into one liner and tied. b) Boxes, liners and bundle wraps removed from planting sites and disposed of at the contractors cost. No on site burning of boxes allowed. Most regional dump sites allow for box disposal. FS Schedule A Multi-phase TSL Development September 11, 2008 Page 4 of 6
5 10) Transportation Access to and within the planting units will be the responsibility of the Contractor. Any blocks requiring helicopter transport of seedlings must be preapproved by contract coordinator, after BCTS approval the contractor will be responsible for hiring, scheduling and payment for helicopter. Helicopter expense related to seedling transportation incurred by contractor to be invoiced to BCTS as an invoice or work book line item using the block UBI number and copies of the air carrier s invoice to the contractor. The Contractor shall maintain all vehicle access to protect the integrity of the road surface and to prevent soil erosion and degradation to the satisfaction of the BCTS Representative. Remedial works shall be completed in a timely fashion (or as specified) without further compensation to the Contractor. Any modification to access (e.g. removal of fencing, temporary crossing of ditches, etc.) made by the contractor must be returned to its original state. Any modification that is not returned to the pre-planting state will be rectified by BCTS, and the contractor will be assessed for the costs. If access to any of the planting site is lost or deactivated between time of tender and time of planting the contractor must immediately inform the BCTS Representative to make arrangements for alternate access. Should helicopter be deemed to most efficient method the contractor must receive block specific approval from the contract representative? The Contractor will be reimbursed upon submission of invoice supported by the helicopter company s invoice and flight ticket. 11) Wildlife Danger Trees All units within the contract must be assessed for danger tree hazard and a written safety procedure reviewed with all planters to mitigate the hazard before planting commences on any active unit. Several blocks have been burned during the 2017 fire season which will have destabilized reserve timber within the block planting areas and the access routes into the blocks. For all units or portions thereof noted in the contract and schedules, the Contractor is responsible for the classification and/or disposal of wildlife trees and danger trees in accordance with the most recent Work Safe BC and Forest Safety Council procedures. This must occur on all units prior to commencement of planting operations for the contract. Proof of having completed the Work Safe BC procedures must be provided to the BCTS representative or agent prior to commencement of planting activities. Should danger trees or snags be felled, the felling must be done by experienced certified fallers, following Work Safe Guidelines for manual falling. Where possible, fall snags into the block opening to create obstacles for seedling protection from livestock. Where possible retain high value wildlife trees or clumps. Minimize planting area lost to no work zones when considering planting options. No work zones are to be ribboned as required. The cost of assessing and falling any and all planting sites shall be all inclusive in the bid per tree rate. 12) Deliverables and Assessments The Contractor shall, within two days (48 hours) of planting completion of each payment, supply the BCTS Representative, or agent, with the documentation as per Article 4.1 of Schedule A. It is recommended this information is provided by the on-block foreman and written on the planting map. The submission must be legible. Non-productive and sufficiently restocked areas will be clearly outlined on the planting maps (greater than, or equal to one (1) hectare). An assessment of $ per day will be made against the planting contractor for each day that materials are submitted late and/or incomplete and/or not to the standard approved by the BCTS Representative When the Contractor has been issued a gate key to access sites, the key must be returned upon completion of the contract. Basic payment shall be reduced by $ for failure to return the key. For each day the contractor fails to commence work pursuant to the Notice to Commence Work the BCTS Representative may impose an assessment not exceeding five hundred dollars ($500.00) per day. 6 13) Other Conditions Number of Trees The number of trees per unit as stated in Schedule B is only an estimate. It is assumed that the Contractor will complete the unit even if the total amount of trees exceeds the estimated number. If trees are available, the unit will not be considered for payment, until it is fully planted. If it appears any of the blocks will be over or under the Plant Wizard allocated number by 10%, the contractor must inform the BCTS Representative or their agent immediately. Overflow planting and Payment This contract does not have overflow blocks, it is expected the seedlings will be balanced within the Schedule B1 Units of Works. Before any overflow blocks are planted all other scheduled blocks must be successfully planted with the designated stock, within the variance of the targeted densities for each planting unit. The only exception being if there are extra trees from any planting unit that is at, or above, the planting target density prescribed and the extra seedlings do not meet seedling transfer rules for any other scheduled open planting block. If overflow blocks are accessed for planting, the seedlot and type must be suitable for the block(s) and meet the allowable stock transfer guidelines for species and type. Any overflow planting must be pre-approved by BCTS Representative or their agent prior to planting. Payment of overflow will be according to one of the four planting types listed on the Schedule B. Planted overflow will be paid by the number of trees planted in the block(s), using the contract terms and conditions. Any partial block planting must be continuous or squared off to a readily map able boundary. The planting contractor must fully ribbon the planted boundary and provide a sketch map to the BCTS Representative or agent. FS Schedule A Multi-phase TSL Development September 11, 2008 Page 6 of 6
