2 HARVEST SPECIFICATIONS Cutting and Felling (Continued): Timber Appraisal Report - Harvest Specifications (Continued) - Multiple cutting block sale, see individual cutting blocks for specifications (Cutting Blocks 1 and 2). - Reserve oak, yellow birch, pine, and white cedar. Reserve white spruce under 4 sticks and black ash under 3 sticks as practicable (Cutting - Reserve pine and white cedar. Reserve white spruce under 4 sticks (Cutting Block 2). - Reserve all non-hazardous snags (Cutting Blocks 1 and 2). - Damaged reserve trees will be charged according to the liquidated damages schedule. Damage is defined as 10% of stem circumference and greater than 30% of live crown (Cutting Blocks 1 and 2). - Do not fell timber into highway ROW or adjoining stands (Cutting Block 2). - Do not fell timber into recreational trails, drainage channels or adjoining timber (Cutting Season of Operations: - No weekend sale operations allowed between November 31 and March 31, without written permission from State (Cutting - Conduct sale operations on dry/frozen soil conditions only, except with written permission from State (Cutting - Conduct sale operations on frozen soil conditions only, except with written permission from State (Cutting Block 2). - Operate during non-rutting soil conditions. Refer to DNR rutting guidelines (Cutting Slash Disposal: - Keep trails free of logging residue (Cutting - Lop and scatter slash evenly over the harvest site to within 2 feet of the ground (Cutting Blocks 1 and 2). - Biomass harvest is allowed on this permit. An Added Timber Agreement is required (Cutting Blocks 1 and 2). - If biomass is purchased with an Added Timber Agreement, 20% of the tops and limbs must be left on the site or hauled back from the landing and redistributed in the general harvest area. This percentage may be adjusted up or down to meet the 1/3 retention goal if incidental breakage is more or less than 10-15% (Cutting Blocks 1 and 2). Site, Soil and Water Protection: - If site damage becomes apparent, alter or cease operations and contact State (Cutting Blocks 1 and 2). - No operations within painted reserve areas (Cutting Block 2). - No operations within painted reserves or the RMZ (Cutting Landings Roads and Trails: - Post "Trucks Hauling" signs 200 feet beyond either end of road/trail section being used (Cutting Blocks 1 and 2). - The location and construction of all skid trails and landings must be pre-approved by the State (Cutting Block 2). - The location and construction of all skid trails, water crossings, and landings must be pre-approved by the State (Cutting - Haul roads will be restored to pre-sale conditions (Cutting - Road right of way crossing approval from Lake County may be required (Cutting Blocks 1 and 2). - Block skid trails as directed by the State when leaving the site for more than two weeks and / or upon completion of operations (Cutting Blocks 1 and 2). - Stabilize roads, skid trails, borrow pits and landings as directed by the State upon completion of operations (Cutting Block 1). - Recreation trail may be used as access (Cutting - A minimum of four inches of snow must be left on the recreation trail from Dec. 1 - March 31 (Cutting - When sale is completed, plug access trail entrance with slash/root wads at least 4 feet deep and covering the first 10 feet of the access road (Cutting Blocks 1 and 2). - Keep recreation trails free of equipment, slash, piled timber, and harvest-related structures (Cutting - Notify DNR Forestry and trail club at least 5 working days prior to the sale operation date including preparatory operations such as vegetative clearing or access road construction (Cutting Sale Conditions: - Access is across state land (Cutting Block 2). - Access is across state and county land (Cutting - Permission to cross county land must be obtained by permittee (Cutting Marketing and Special Conditions: Page 2
