1 CALL FOR PROPOSAL Eradication of Prosopis Juliflora in Dharkinley District Date of issue: February 9 th 2015 Closing date: February 18 th Background Transitional Initiatives for Stabilization (TIS) is funded by USAID and implemented by IOM in collaboration with Benadir Regional Administration (BRA) is a quick-impact project promoting peace and stability in Somalia. TIS has been implementing various stabilization projects in Mogadishu in partnership with multiple partners and stakeholders across different levels of government and civil society organizations. The identification and selection of stabilization projects are done through a consultative and participatory planning process involving community representatives, government officials, private sector and civil society organizations. The community of Dharkinley has identified the proliferation of Prosopis Juliflora as one of their major environmental and security concerns and subsequently prioritized its eradication in parts of the districts. Prosopis juliflora, locally known in Somali as Ali Garoob, is an evergreen tree native to South America, Central America and the Caribbean. In the United States, it is well known as mesquite. It is fast-growing, nitrogen-fixing and tolerant to arid conditions and saline soils. Under the right conditions, prosopis can produce a variety of valuable goods and services: construction materials, charcoal, soil conservation and rehabilitation of degraded and saline soils. Concern 1

2 about deforestation, desertification and fuel wood shortages in the late 1970s and early 1980s prompted a wave of projects that introduced prosopis and other hardy tree species to new environments across the world. The tree has survived where other tree species have failed and in many cases have become a major nuisance. Prosopis has invaded, and continues to invade, millions of hectares of rangeland in South Africa, East Africa, Australia and coastal Asia (Pasiecznik, 1999). In 2004 it was rated one of the world s top 100 least wanted species (Invasive Species Specialist Group of the IUCN, 2004). In Somalia the introduction of the invasive plant dates back the pre-conflict period and spreading uncontrollably at alarming rate during the conflict period. Dharkinley District like many other districts in Mogadishu has been infested by the invasive Prosopis thicket at unprecedented level covering the expansive sparsely populated districts. The respective district administration and the community maintain that the prosopis thicket 1) reduces urban biodiversity; 2) rapidly depletes groundwater; 3) damages underground infrastructure from root growth; 4) creates seed banks that can spread the tree through human/livestock interactions and; 5) produces pollen that is an aggressive irritant on the human respiratory system and is contributing to insecurity in the district. Consequently, to protect public health, urban ecosystems and groundwater depletion, it is proposed that the tree should be eradicated and replaced with more appropriate species for the urban environment such as the multipurpose shade tree Azadiracta indica (neem). In order to tackle the Prosopis menace, Benadir Regional Administration (BRA) has developed Mogadishu Urban Strategy for the Integrated Management of Prosopis. The Strategy is aimed at providing clear direction and guidance for local authorities and other implementing partners in designing initiatives that contribute to the management and eradication of Prosopis in Benadir Region. As part of rolling out Mogadishu Urban Strategy for the Integrated Management of Prosopis, the district administration has therefore requested TIS to support the clearing of the invasive trees along various roads within the district. IOM TIS is therefore calling for proposals from interested and experienced local civil society organizations and/or private firms to undertake Prosopis clearing in Dharkinley district in line with the above mentioned strategy.. 2

Scope of Work The Scope of the assignment is as follows: Provide an environmental impact assessment that determines how the proposed clearing of prosopis juliflora will have not any adverse environmental impact Determine and propose most appropriate method of clearing the prosopis juliflora that is environmentally sustainable and will ensure no regeneration. The proposed method should be in line with Mogadishu Urban Strategy for the Integrated Management of Prosopis and should clearly describe how the Prosopis clearing will be done starting from tree cutting, burning the branches, removal of tree stumps and disposal of the wastes as well as training of staff (people involved in clearing the Prosopis from the target sites) on technical aspects of Prosopis removal, health and safety at work including mine awareness, Prosopis re-emergence monitoring, and agroforestry for the establishment of new vegetation cover (this may include the establishment of district tree nurseries where appropriate and where open spaces will require vegetation cover to be established). Identify and propose appropriate awareness raising methods in the management and eradication of Prosopis within the project area. Develop an implementation plan for clearing prosopis juliflora in Dharkinley District The clearing of the trees and its roots to be done in strict adherence to Mogadishu Urban Strategy for the Integrated Management of Prosopis as well as minimum environmental standards guiding disposal of the cleared trees (waste) Recommend (in consultation with BRA and Ministry responsible for environmental matters) alternative indigenous vegetation cover to replace the prosopis thicket to control soil erosion. The choice of the vegetation to plant should be informed by the time to grow, the amount of water required, and potential positive benefits to environment and humans. The proposed vegetation to re plant as a replacement should be reflected in the budget. NB: IOM will not be directly involved in undertaking activities utilizing Prosopis wood for charcoal production. However, organizations who on their own initiatives are interested in utilizing Prosopis for charcoal production after the clearing process are encouraged to apply. 3

4 3. Expression of interest requirements Local NGOs, CBOs, and private firms with proven experience in projects of this nature should apply. The applicants must be able to work in Mogadishu, Somalia, and demonstrate and prove capacity to carry out all the above mentioned tasks. All attachments mentioned below are mandatory, failure to which your application will not be considered. 3.1 A narrative proposal detailing program implementation 3.2 Description of previous experience in eradication of prosopis juliflora 3.3 Detailed budget with a narrative explaining each line item 3.4 Summarized cost based on the following road distance in the district: 1) Hanano Bulsho Ward Booli Road : 600m (0.6km) the road need to be cleaned from trees and its roots at 2) Dhamme Yasin Ward Road one: 600m (0.6km) the road need to be cleaned from trees and its roots at Road two: 500m (0.5km) the road need to be cleaned from trees and its roots at 3) Said Royaye Ward Road one: 500m the road need to be cleaned from trees and its roots at. Road two: 500m the road need to be cleaned from trees and its roots at least 5 m wide each side from the edges Road three: 800m the road need to be cleaned from trees and its roots at Road Four: 300m the road need to be cleaned from trees and its roots at Road Five: 300m the road need to be cleaned from trees and its roots at least 5 m wide each side from the edges 4

Appraisal and Selection All project proposals will be appraised based on the overall quality, potential to impact stability/peace building, and the link between the proposed intervention and the goals and focus areas outlined in this call. The following will be used to assess the proposals: 4.1 Project rationale, design and implementation methodology; in line with Mogadishu (BRA) Urban Strategy for the Integrated Management of Prosopis - max 30 points 4.2 Experience in projects of similar nature- max 20 points 4.3 Cost effectiveness of the proposed budget- max 30 points 4.4 The project implementation time frame max 20 points Additional Points will be awarded for proposals that demonstrate: Environmental sustainability Community participation and volunteerism Plans for project sustainability Partner & private sector contributions. Positive utilization of prosopis Coordination with district administration Identification of strategic & government partnerships necessary for project success. 5
