4 = Attributes of Holistic Municipal Preservation Programs Keep the public engaged and involved Demonstrate a commitment to historic as a vital and integral component of community and economic development Understand and maintain current, relevant information about historic in your municipality Implement and enforce laws, policies, and procedures that advance goals and uphold the public interest in a proactive and lawful manner Appropriately manage and maintain historic under your ownership Provide adequate human and financial resources to implement programs successfully The 7 6 habits of highly effective people local programs.
5 = #1 Keep the public engaged and involved Municipalities should: Ask questions, listen and take notes to learn which historic (or types of ) the public cares about; this inform priorities Conduct open and publicized meetings Create detailed and accessible minutes Maintain written notices of decisions Educate all property owners about the process and practices and how an ordinance will benefit the municipality Post meeting notices, agendas, and minutes in an easily accessible portion of the municipality s website and other social media outlets

7 = #2 Demonstrate a Commitment to Historic Preservation Municipalities should: Give thoughtful consideration to historic in any plan updates, including, but not limited to, the municipality s comprehensive plan Adopt and implement the International Existing Building Code (IEBC) Align land use policies with the form and characteristics of YOUR local historic and ensure zoning supports uses that are compatible with existing buildings Establish a Main Street, Elm Street, other revitalization program and/or business improvement district in historic areas Provide financial incentives (i.e. façade grants, loans, etc.) to rehab historic and to spur investment Provide non-monetary incentives for historic to encourage reuse, such as relief from setbacks, parking ratios, density bonus, etc.

11 = #4 Implement and enforce laws, policies, and procedures that advance goals Municipalities should: Draft a ordinance that reflects the goals, public interests, and historic specific to the municipality Determine the type of changes that will be covered by an ordinance (or conversely what changes will not be covered?) Include some of the basics in your ordinance: demolition, new construction, and minimum property maintenance such as demolition by neglect provisions Decide which changes can be reviewed by staff vs. changes that should be reviewed by an advisory body to the municipality (HARB or HP Commission) Create bylaws and rules of procedure for a municipal advisory body Produce illustrated design guidelines to clearly communicate desired outcomes Develop policies and procedures for archaeological investigations that are consistent with state and federal guidelines
