1 SOUTHWESTERN COMMUNITY UNIT SCHOOL DISTRICT NO. 9 Piasa, Illinois REGULAR BOARD MEETING MINUTES February 17, 2015 The Southwestern Board of Education met in regular session on February 17, 2015 at 7:00 p.m. in the Middle School Commons Room in Piasa, Illinois. Don Little-President asked Randy Gallaher-Secretary to call roll showing those members present were: Don Little- President, Tim Baker-Vice President, Randy Gallaher-Secretary, Steve Reed, Dara Simmons, Mike Wegener, Brad Gillespie, Brad Skertich-Superintendent and Rose Bagley-Recording Secretary. Visitor s sign-in sheet is attached. President-Don Little led the Pledge of Allegiance. Public Comment: President, Don Little gave each person 10 minutes to give their statement. Laura Gray presented the board with a list of comments and concerns that were on the survey she sent out. She also presented a petition signed by people wanting to Stop the Vote tonight and asked the school board to make restructuring changes for the Elementary schools starting the fall of not fall of Approval of the Minutes: A motion was made by Mike Wegener and seconded by Brad Gillespie to approve the minutes of the Regular School Board Meeting of January 20, Ayes: Little, Gillespie, Simmons, Gallaher, Baker, Wegener and Reed A motion was made by Tim Baker and seconded by Don Little to approve the minutes of the Closed Session Meeting of January 20, Ayes: Gillespie, Simmons, Gallaher, Baker, Wegener, Reed and Little A motion was made by Don Little and seconded by Dara Simmons to approve the minutes of the Special School Board Meeting of January 20, Ayes: Simmons, Gallaher, Baker, Wegener, Reed, Little and Gillespie Page 1
2 Review and Approval of Bills: A motion was made by Steve Reed and seconded by Brad Gillespie to approve the January Bills and Consent Agenda Bills. Ayes: Gallaher, Baker, Wegener, Reed, Little, Gillespie and Simmons A motion was made by Mike Wegener and seconded by Don Little to approve the Imprest Bills and Extra Pay and Substitute Pay. Ayes: Baker, Wegener, Reed, Little, Gillespie, Simmons and Gallaher Review and Approval of the Financial Report: A motion was made by Steve Reed and seconded by Mike Wegener to approve the Financial Report as presented showing a balance in the Education Fund of $2,618,824; Operations and Maintenance Fund of $1,013,962; Transportation Fund of $223,890 and Working Cash Fund of $1,561,141. Mr. Skertich reported that the average monthly expense for FY 13 was $925,967; FY 14 it was $882,167 and FY 15 so far it is $818,692. Looking at upcoming expenses, it looks like we will end up at $830,000 to $850,000 per month at the end of FY 15. We have been cutting expenses but with the revenue we have been getting, it isn t quite covering everything. 3 A motion was made by Don Little and seconded by Brad Gillespie to approve the resignation of Brian Hanslow, 8 th Grade Boys Basketball Coach, effective February 3, Ayes: Little, Gillespie, Simmons, Gallaher, Baker, Wegener and Reed Retirement: None Employment: A motion was made by Steve Reed and seconded by Tim Baker to approve the employment of Kevin Means, Mechanic, effective December 1, Ayes: Gillespie, Simmons, Gallaher, Baker, Wegener, Reed and Little A motion was made by Brad Gillespie and seconded by Dara Simmons approve the employment of Tonya Dierking as Van Driver, effective February 9, 2015 Ayes: Simmons, Gallaher, Baker, Wegener, Reed, Little and Gillespie A motion was made by Don Little and seconded by Tim Baker to approve the employment of Stephen French, High School Career and Technical Education Teacher for the school year pending the receipt of his certification from the State Board of Education. Ayes: Gallaher, Baker, Wegener, Reed, Little, Gillespie and Simmons Volunteer: None Leave of Absence: None Substitute List: A motion was made by Randy Gallaher and seconded by Dara Simmons to approve Substitute List #7 as presented. Ayes: Baker, Wegener, Reed, Little, Gillespie, Simmons and Gallaher Page 3
4 Enrollment and Suspension Report: A motion was made by Randy Gallaher and seconded by Mike Wegener to approve the Enrollment and Suspension Report as presented. As of January 31, 2015, enrollment is In January there were 6 suspensions and 0 expulsions. Ayes: Wegener, Reed, Little, Gillespie, Simmons, Gallaher and Baker District Highlights: Mrs. Diane Milner, Principal at Medora Elementary and Brighton North Elementary reported that both schools have teams that are preparing for the Olympiad. The first grades in both schools read the book Gram and Me and then invited grandparent, parents, or someone to read the book with. The turnout was great at both schools! Mrs. Renken, Special Education Coordinator, reported that they are finishing the IEPs and getting ready for the PARCC testing. Mr. Scott Hopkins, Middle School and Shipman Elementary Principal, recognized students that were recognized by Gateway Young Achievers. The students had to fill out a resume and have a letter of reference to be considered. They are judged on citizenship, scholar and good attendance. Students that were selected from Southwestern Middle School to compete were Emmaly Ragsdale, Zoe Swift, Carter Moore and Luke Tutterow. These four students will be judged against other students and there will be four students selected from the Metro East to be recognized. At Shipman Elementary they are preparing for the PARCC test. They are encouraging students to do their best. They went over tests with individual students showing them their growth in the past year and showing them they can do their best. Mr. Mark Bearley, High School Principal, was at the girls basketball Sectional game. Mr. Skertich reported that the boys basketball team were County Champions this year. The girls basketball team won the Conference title and they won the Regional tournament. The Scholastic Bowl is still doing great and will most likely get a National invitation for the second year in a row. Superintendent, Brad Skertich, reported that we have been talking about Senate Bill 16 and Senate Bill 1 from Senator Manar that has been introduced again this legislative session. We are waiting for numbers from the State Board of Education with the changes that were made since Senate Bill 16 was put in place and as soon as the State Board has those available, we will be able to show the specific impact to the Southwestern School District. There are letters ready for everyone to send to legislatures after we gets specific numbers. Senator Barickman from Bloomington has introduced legislation for Vision 20/20. They don t have a formula for equitable funding for Vision 20/20 yet and won t until Senator Manar is sponsoring this and hopefully will pull some of Vision 20/20 into Senate Bill 1 which already has a formula for funding and go with it this Spring. This will be looked at again when the numbers are in. Page 4
5 Old Business: A motion was made by Mike Wegener and seconded by Brad Gillespie to approve the October, 2014, Issue 87 Press Plus Policy Updates. Ayes: Reed, Little, Gillespie, Simmons, Gallaher, Baker and Wegener New Business: A motion was made by Brad Gillespie and seconded by Mike Wegener to approve Option 1, Attendance Centers, for the school year to be structured as follows: Pre-K through 2 nd Grade at Brighton North, Pre-K along with 3 rd and 4 th grades at Shipman, Pre-K along with 5 th and 6 th grades at Medora and the District Office located at Brighton West. Ayes: Little, Gillespie, Gallaher, Baker, Wegener and Reed Nays: Simmons A motion was made by Tim Baker and seconded by Don Little to approve Trap Shooting Rules for the formation of a Trap Shooting Club at Southwestern High School for the school year. Ayes: Gillespie, Simmons, Gallaher, Baker, Wegener, Reed and Little Closed Session. At 7:39 pm, a motion was made by Dara Simmons and seconded by Mike Wegener to go into Closed Session for Superintendent s Evaluation, Reduction in Force and The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity. Ayes: Simmons, Gallaher, Baker, Wegener, Reed, Little and Gillespie At 8:38 pm, a motion was made by Steve Reed and seconded by Mike Wegener to open the meeting to regular session.
